1. 4-20-22 4-20-22 Is this project tax-exempt? If yes, please issue the Tax Exemption number for bidding purposes. If not, what is the percentage of tax?

No, this is not exempt of sales tax. Contractors are required to pay sales and excise tax. Offerors shall include all applicable taxes in accordance with FAR by Reference Clause 52.229-3 “Federal, State and Local Taxes.” Percentage of tax information is the responsibility of the offeror.

2. 4-20-22 5-23-22 Section 21 08 00 Commissioning of Fire Suppression Systems is not currently in the Specifications. Does this discipline apply to this project?

Yes, reference Section 21 08 00 Commissioning of Fire Suppression Systems. This discipline has been added to the specification requirements.

3. 4-20-22 5-23-22 If Section 21 08 00 Commissioning of Fire Suppression Systems is applicable, who is responsible for commissioning?

The contractor is responsible for the commissioning of the fire suppression system.

4. 4-20-22 5-23-22 Ref drawing GC101- Can further clarification be provided on which areas are considered phase 1 2 & 3?

Phase 1 keynotes call out kitchen rm 123 and corridor C1SW which are not shown on drawing. Which rooms fall under phase 1 and which rooms fall under phase 3?

Phase I is to put in the ICRA containment on the Kitchen, 123B, south wall cornering south along the west side of corridor’s 123 and 123A.

Phase 3 is to take the afore mentioned areas and finishing them to final schedule.

5. 4-20-22 5-23-22 Ref drawings AD101- Ceramic wall appears on all wall of kitchen 128 with tile also on floors. Per room finish schedule on drawing AF601 the floor is to be sealed concrete and walls are to be painted. Per keynote 1 on drawing AD101 all tile on floors to remain. What finishes need to be removed from room 128 and what finishes can remain?

EXISTING TILE FLOOR FINISH TO REMAIN.

COAT WITH ARDEX TYPE LEVELING

6. 4-20-22 5-23-22 Ref drawing PD101- Do the 2 existing floor drains remain operational in old kitchen room 128? P101 illustrates 1 drain to remain in room 128 but does not identify demo of the west drain. If west drain to be removed, will piping need to be removed and floor leveled?

One existing floor drain is to remain (East) as noted on P101 keynote 8 to handle condensate and drainage from new mechanical equipment.

West floor drain to be removed. Piping to be demolished back to main and floor repaired and leveled to match existing.

7. 4-20-22 5-23-22 Ref PD101- Is there a crawl space or basement under the area scheduled for renovation? Is any of the renovation area concrete slab on grade?

All is open space below – no slab on grade.

8. 4-20-22 5-23-22 Ref drawing AD101- Does the existing ceramic wall tile require removal on the wall between dishwashing room 123D and the room directly west of the dishwashing room?

Yes

9. 4-20-22 5-23-22 Ref drawing AD101- Once clay tile and CMU partition walls are removed will concrete floor infills be required where walls were removed creating a floor depression?

Yes

10. 4-20-22 5-23-22 Ref drawing AD101- Who is responsible to relocate the oven (keynote 8) to allow skim coating required by keynote 1?

Oven remains in place with floor directly under said unit not receiving skim coat or additional flooring

11. 4-20-22 5-23-22 Ref drawing ACD101- General demo note 3… Do plaster ceilings exist above any areas above the RCP scheduled for removal? If so, will they require removal?

If plaster ceilings exist, they will require removal

12. 4-20-22 5-23-22 Ref drawing ACD101- Dishwashing room 123D currently has a hard ceiling throughout with 12x12 tile on the east portion of room. Will the plaster ceiling and 12 x 12 tile require removal? If so, is there any asbestos or lead paint present?

13. 4-20-22 5-23-22 Ref drawing A101.2- Ceramic wall tile is present on walls in corridor 123 and scale alcove 124T. On the walls scheduled to remain and receive paint, will the existing ceramic wall tile require removal? If so, will a new substrate material be required prior to paint?

The tile is to be removed. The new surface is to be properly prepared to provide a smooth matching finish.

14. 4-20-22 5-23-22 Ref drawing M101- Will a new exterior wall penetration be required for louver at toilet room 124 exhaust? Or is there an existing opening that can be utilized?

Yes

15. 4-22-22 5-23-22 Ref Division 23 23 00- 2.2, H calls out that controllers are provided by 23 09 23 but this spec does not appear within the specification. Will spec 23 09 23 be provided?

Yes, reference Section 23 09 23 Direct-Digital Control System for HVAC. This discipline has been added to the specification requirements.

16. 4-29-22 5-23-22 Is the Prime Contractor’s superintendent allowed to also serve as the SSHO and the CQC System Manager if qualified?

Yes

17. 4-29-22 5-23-22 Testing spec 01 45 29 does not list a number of tests for the structural steel, and some of the tests listed do not apply to the assembly detailed in the plans. Please confirm the special inspection scope for the steel on this project.

Please reference updated specifications section 01 45 29 Testing Laboratory Services Revised.

18. 4-29-22 5-23-22 Spec 05 12 00 requires both an AISC-certified fabricator and an AISC-certified erector for the very minor amount of steel on this project. Can the AISC certification requirements be waived?

19. 4-29-22 5-23-22 Will the VA provide tax exemption certificates for this project?

20. 4-29-22 5-23-22 During the site walk we observed a lot of stored items and equipment in the workspace. Please confirm the VA will remove all stored items not shown to be demolished on the plans before the Work commences.

The VA will remove all items currently being stored in the work area.

21. 4-29-22 5-23-22 The drawings depict kitchen equipment installed on the north end of Kitchen 123 where the new wall is to be installed. Please confirm the contractor is to exclude the removal and reinstallation of kitchen equipment and infrastructure not shown to be altered on the plans.

Confirmed.

22. 4-29-22 5-23-22 Floor drains are present in many of the renovation areas, and the plumbing demo drawings do not indicate the drains nor waste piping are to be removed. Please confirm if the existing drains and cleanouts shown on the demo drawings are to be removed.

Existing floor drains and cleanouts to be removed back to source (source shall be connection to main sanitary drain or sanitary stack). Leave no dead ends.

23. 4-29-22 5-23-22 If the existing floor drains and cleanouts are to be removed, please provide the existing drain piping layout for the basement ceiling area so that bidders can quantify that demolition.

Existing drain piping layout to be verified by contractor on the site visit. Existing conditions surveyed by BAE and existing drawings provided by the VA were insufficient to produce accurate demolition drawings. No further site visits will be facilitated.

24. 4-29-22 5-23-22 Note 2 on AF101 indicates some floors will need to be leveled and that all floors should have been measured pre-bid. During the site walk the areas were filled with shelving and other items making it impossible to measure the floor. As a result, the floor leveling is unquantifiable as currently required in the documents. Will the VA specify a maximum leveling thickness for bidders to assume during the bidding process?

All areas were available for measure on the site walk. Failure of contractors to perform full investigations is solely the contractors' issue.

25. 4-29-22 5-23-22 Please provide a basis of design for the tinted glass film required per keynote 1/A101.1

3M FASARA Glass Finishes, Yamato applied to top sash.

26. 4-29-22 5-23-22 Multiple notes in the drawings reference deductive alternates, however we do not see these listed on the price/cost schedule. Please confirm bidders are to disregard the deductive alternates.

Deductive alternates do not apply. Pricing should reflect a complete project.

27. 4-29-22 5-23-22 Please clarify the scope of finishes for the north wall of C1SW at rooms 124, 124A, 125, & 126. Existing finishes do not match the finish schedule. Demo drawings do not show work at this area and architectural drawings do not show a partition type applied to these walls.

No Work. Existing finish to remain.

28. 4-29-22 5-23-22 Finish schedule instructs bidders to match existing VCT and base in corridor for 124N. Please identify the existing products to be matched.

VCT flooring shall reflect campus typical. Accent colors shall be used as border accents unless directed otherwise. Hallways shall have fortress white as the main tile with Smokey Brown as the border tile.

29. 4-29-22 5-23-22 Fire protection documents require a new 4” minimum main to be installed outside of the renovation area.

Please provide a reflected ceiling plan for the areas affected by this new main. Please also identify any fire rated walls the main might need to penetrate.

FK-101 has been updated to show a revised sprinkler supply main route for connection to the EHRM sprinkler piping are shown on Drawing FX101. This revised supply main route utilizes information made available during the development of the adjacent future remodel project (Construct PACT Clinic Building 4 First Floor). Also, reference updated specifications section 21 13 13 Wet-Pipe Sprinkler Systems Revised and additional drawing - EF101A.

30. 4-29-22 5-23-22 Have the above-ceiling clearances for the new 4” minimum sprinkler main outside of the renovation area been coordinated by the designer?

31. 4-29-22 5-23-22 Have the above-ceiling clearances for HVAC equipment and duct been coordinated by the designer?

Ceiling clearances were accounted for during design of the ductwork and mechanical equipment to the best extent possible.

32. 4-29-22 5-23-22 What are the infection control requirements for the new sprinkler main work outside of the renovation area?

Contractor to temporarily suspend a plastic barrier around area of ceiling work to allow for FP work permitted within the work shift and plastic barrier to be removed off shift. Area to be swept clean and turned over to the VA half hour prior to start of business. This work to be performed off hours.

Contractor to remove and store ceiling tiles in this area to allow for the FP work. Reinstall tiles and grid when work is completed at the end of each shift. Replace any damaged tiles and grids to match existing. Ceiling work to be coordinated with VA as this is identified as off hours work.

33. 4-29-22 5-23-22 General note G on sheet PD101 is unquantifiable and cannot be priced. Please confirm dead legs not shown on the drawings will be handled as unforeseen conditions, or please specify an allowance for bidders to carry.

Dead legs should have been located during the site walk. No further site visits will be facilitated.

34. 4-29-22 5-23-22 General note D on sheet MD101 is unquantifiable and cannot be priced. Please confirm damaged ductwork not shown on the drawings will be handled as unforeseen conditions, or please specify an allowance for bidders to carry.

35. 4-29-22 5-23-22 Keynote 8/M101 requires bidders to modify an existing opening to fit the new duct, but demo drawings do not indicate existing duct size or opening size. What is the existing duct size?

36. 4-29-22 5-23-22 Demolition keynote 2 on sheet M102 requires bidders to remove existing ductwork and equipment not depicted on the drawing. We did not see this area during the site walk. Can the VA provide photos of the ductwork and equipment to be removed?

The area in questions is Corridor 123 and Kitchen

37. 4-29-22 5-23-22 Mechanical keynote 10 on sheet M102 requires bidders to modify an existing opening for a new louver. We did not see this area during the site walk. What is the size of the existing louver? And what is the construction of the existing wall with the opening to be modified? Detail 12/M501 does not says “wall construction varies” and therefore does not provide enough information to price the modification.

Wall construction to be field verified by Contractor on the site walk. Detail 12/M501 is not intended to provide details on wall construction.

Intent is to illustrate components in the ductwork connecting to the louver such as motorized damper, access panel, etc.

Size of existing louver is not known since this location was not surveyed. Existing louver size to be field verified by Contractor on site walk. No further site visits will be facilitated.

38. 4-29-22 5-23-22 Toilet 124A receives new exhaust fan EF-1 ducted to the outside via louver LV-3. We assume louver LV-3 requires a new exterior wall penetration. Please provide a cross-section showing the exterior wall construction at this location. Detail 12/M501 does not says “wall construction varies” and therefore does not provide enough information to price the modification.

This area is just north of the oven in Kitchen/Corridor 123. This space was visited during the site walk.

40. 4-29-22 5-23-22 Keynote 1 on sheet ELP101 instructs bidders to route conduit to electrical closet 100A. Please provide a floorplan showing the location of this electrical closet so that bidders can quantify these conduit runs.

Electrical Closet 100A is located at Column Lines D5 – 1, by loading dock. Reached by heading North through kitchen to dock area. Reference Drawing GC101, which was provide with original posting.
