CONTINUATION PAGE

Q1: Please advise parapet steel post and rail framing member sizes and connection details.

ROMANYK: CONTRACTOR TEAM TO DELEGATE DESIGN AND HIRE AN INDEPENDENT FRAMER TO PROVIDE SHOP DRAWINGS FOR DESIGN TEAM TO REVIEW.

Q2: Sheet AI106 for the elevator plans and sections, doesn’t note or show any fire rating details and some of the detailing depicts an odd framing and GWB install (see below for a snapshot). For this wall and similar walls, please advise on the fire stopping condition.

ROMANYK: PER THE ISSUED DOCUMENTS, THE FIRE RATED ASSEMBLY REQUIREMENTS, REFER TO SHEET GI102 CODE SUMMARY SECTION 601 TABLE (FIRE RESISTANCE RATING REQUIREMENTS FOR BUILDING ELEMENTS), WALL SECTIONS SHEET(S) AI101-AI103B AND SPECIFICATION SECTION(S) 078100.18 (SPRAYED FIRE-RESISTIVE MATERIALS) AND SECTION 078160.18 (INTUMESCENT PAINT).

SEE DETAIL 2/S010 BELOW FOR THE TYPICAL ELEVATOR GUIDE RAIL SUPPORT CONNECTION DETAIL FOR THE PROPER FRAMING. SEE BELOW EXAMPLE OF HOW THAT DETAIL SHOULD BE FIRE PROOFED.

Q3: The exterior wall (E04 shown below) is not noted in the plans as fire rated, but since it is part of the fire rated elevator assembly, I will figure it as fire rated.

ROMANYK: E04 SHOULD BE FIRE RATED.

Q4: Drawing SF101, Note 4 references SB 206 for shear stud spacing and typical details. I cannot find this drawing in the bid package, please advise.

ROMANYK: THE REFERENCE TO SB 206 IS A TYPO. PLEASE SEE SHEET S007 FOR COMPOSITE BEAM SHEAR STUD SPACING AND TYPICAL DETAILS.

Q5: Please provide typical HSS BEAM to HSS COLUMN detail.

ROMANYK: PLEASE SEE THE ATTACHED DETAIL BELOW FOR HSS BEAM TO COLUMN AT THE STAIR TOWERS.

Q6: Doors 1 and 1A are shown as type F3 frames but they are not sliding doors. Please advise what the correct frame type is.

ROMANYK: THE DOOR FRAME TYPE SHOULD BE F-1.

Q7: Our storefront subcontractors have requested a bid extension because their suppliers have excessively long wait times for quotes. Please advise if a bid due date will be possible.

ROMANYK: REASONABLE TO HAVE BID EXTENSION. PLEASE IDENTIFY HOW MUCH MORE TIME IS NEEDED. VA CONTRACTING OFFICER TO APPROVE.

VA: Bids are now due Friday, 5/27/22, by 1pm E.T.

Q8: Please provide clarification on the details of the spec of Alcoa Reynobond material. They only Produce a Fire Rated core ACM product and do not produce PE core material. Would a 4mm Fire Rated Material be an acceptable option if provided from Alcoa Reynobond? Their material also only comes in 62” wide sheets which would make some of the panel sizes shown in the architectural drawings impossible to create as drawn. An additional horizontal panel joint would need to be added around the front signage. Please advise.

ROMANYK: A 4MM FIRE RATED MATERIAL IS AN ACCEPTABLE OPTION. AN ADDITIONAL HORIZONTAL PANEL JOINT WOULD BE OK. ACCEPTABLE TO ROMANYK. VA TO CONFIRM.

VA: Because these panels serve no structural purpose, VA accepts the 4mm Fire Rated material and additional horizontal panel joint around the front signage.

Q9: Are there lockers on this project? There was no spec included, no layout or floor plan and no quantity provided but it was mentioned in the TOC of the specs. Just wanted to confirm this scope is not to be included on this project. Please advise.

ROMANYK: SEE SHEET AE101. LOCKERS ARE NOTED WITH KEYNOTE #2.

SEE SPEC SECTION ATTACHED: 105126.18 SOLID PLASTIC LOCKERS.

LOCKERS ARE LOCATED IN THE SHOWER ROOMS ON THE FIRST FLOOR BUILT INTO THE WALL. THERE ARE 6 LOCKERS.

Q10: Please provide the drawing / details for the flagpole foundation.

ROMANYK: FLAGPOLE WAS ELIMINATED FROM THE PROJECT.

Q11: Does this project require a full time onsite QCM?

VA: From Spec 01 45 00, 3.4 QUALITY CONTROL ORGANIZATION:

B. CQC System Manager: Identify as CQC System Manager an individual within the onsite work organization that is responsible for overall management of CQC and has the authority to act in all CQC matters for the Contractor. The CQC system Manager is required to be a PM or SRE to determine qualifications based on project complexity at construction review. The CQC System Manger is assigned as CQC System Manager but has duties as project superintendent in addition to quality control. Identify in the plan an alternate to serve in the event of the CDQC System Manager’s absence. The requirements for the alternate are the same as the CQC System Manager.

VA understands that the Superintendent is also the QCM, and the Superintendent is required to be on site full time during construction operations. No additional QCM is required to be onsite full time.

Q12: Does this project require a full time onsite SSHO?

VA: From Spec 01 35 26, 1.7 “SITE SAFETY AND HEALTH OFFICER” (SSHO) AND “COMPETENT PERSON” (CP):

C. These Competent Persons can have collateral duties as the subcontractor’s superintendent and/or work crew lead persons as well as fill more than one specialized CP role (i.e. Asbestos, Electrical, Cranes, & Derricks, Demolition, Fall Protection, Fire Safety/Life Safety, Ladder, Rigging, Scaffolds, and Trenches/Excavations). However, the SSHO has be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO.

D. The SSHO or an equally-qualified Designated Representative/alternate will maintain a presence on the site during construction operations in accordance with FAR Clause 52.236-6: Superintendence by the Contractor. CPs will maintain presence during their construction activities in accordance with above mentioned clause. A listing of the designated SSHO and all known CPs shall be submitted prior to the start of work as part of the APP with the training documentation and/or AHA as listed in Section 1.8 below.

VA expects that the CP is not the Superintendent, that the CP is authorized by the Contractor to make decisions (not related to Superintendent’s QCM decisions), that the CP’s qualifications are acceptable by the Contracting Officer, and the CP is appointed by the Contractor as the acting SSHO on the site; then the SSHO is not required to be onsite full time. It’s also acceptable that the CP appointed by the Contractor as the acting SSHO can be various personnel, but a minimal of one Designated Representative must maintain presence on the site during construction operations.

Q13: Is the commissioning scope included in the general contractors pricing? Or will the VA contract directly?

ROMANK: SEE SPEC SECTION – 01 91 00 GENERAL COMMISSIONING REQUIREMENTS, 1.2 CONTRACTUAL RELATIONSHIPS: THE GENERAL CONTRACTOR WILL CONTRACT WITH THE COMMISSIONING AGENT. THE VA’S RESPONSE IS REQUESTED FOR CONCURRENCE.

VA: The General Contractor shall be responsible for contracting a third-party Commissioning Agent.

Q14: Please clarify if this project is an EIFS system or 7/8” Stucco over metal lath over 1” Styrofoam over 1” Rigid insulation refer to wall types sheet AF105A/E01, E02 & E04, the plans callout EIFS system on elevation sheets keynote 4 and EIFS V-groves reveals on the elevations sheets and detail but there is a conflict of the two different system.

ROMANYK: SEE SPEC SECTION 092400.18 - CEMENT PLASTER/STUCCO. THIS IS A STUCCO OVER METAL LATH OVER STYROFOAM OVER RIGID INSULATION SYSTEM. KEYNOTE 4 “EIFS” IS INCORRECT.

Q15: Please confirm if the attached AL13 Panel System can be used as an alternate for the aluminum composite material required. (SEE ATTACHED DOCUMENT)

Division: ALUMINUM COMPOSITE MATERIAL BUIDLING PANELS (PE) 074200.18 - 3

PART 2 – PRODUCTS - 2.1 PANELS

Proposed: AL13® ACM (Aluminum Composite Material) Panels are available in standard polyethylene (PE) or fire rated (FR) core – the highest quality fire resistant panels. System components have built-in moisture management (pressure equalized rain screen). AL13 panel system has a 20 year warranty.

Fire. Wind. Water. ULC-S134. ASTM E330. AAMA 508. NFPA 285. CAN/ULC-S102. ASTM E84.

ROMANYK: THIS IS AN ACCEPTABLE SUBSTITUTION TO ROMANYK CONSULTING. VA TO APPROVE

VA: Because these panels serve no structural purpose, VA approves AL13 panels as substitution for Alcoa ACM panels.

Q16: What is the proposed project perimeter and construction entrance?

ROMANYK: LIMITS OF CONSTRUCTION ARE NOTED ON CD-100. CONSTRUCTION FENCING AND CONSTRUCTION ACCESS GATE ARE NOTED ON CS-100 & AS101. VA TO CONFIRM.

VA: The newly installed parking lot on that property is in use during normal hospital hours. Due to this, the perimeter fencing shall allow for VA use of the parking lot throughout the duration of construction. Minimize obstructing drive aisles to be the least impactful on VA operations. Parking along designated fire lanes is strictly prohibited. The allowable perimeter and site entrance are shown below:

Q17: Please provide specs for the window shades. Please also identify which windows are to have window shades installed on them as it is not notated on the plans.

ROMANYK: WINDOW SHADE SPECS ARE PROVIDED ATTACHED. UPDATED DRAWINGS ARE SHOWN WITH A NEW KEYNOTE #13 AND NEW DETAIL 6/AI119 FOR THE BLINDS. SEE ATTACHED.

Q18: For Alt. #4, Please provide the size of shrubs and trees for upsizing.

ROMANYK: SEE ATTACHED REVISED DRAWING L-101 FOR LENGTH OF ROOT CONTROL AND LOCATION.

Q20: Please advise who the control system integrator is.

VA: Johnson Controls Inc.

Q21: Waterproofing in the specs and plans are conflicting. The specs call for an elastomeric membrane, and the plans note Schluter Kerdi, which is a sheet membrane. Elastomeric membranes are for more cost effective, and we can provide a 25-year warranty. Please let us know which to use.

ROMANYK: SPECIFICATIONS RULE OVER DRAWINGS SO PLEASE USE THE ELASTOMERIC MEMBRANE FOR BIDDING.

Q23: Spec section 03 30 00 -9 (V) calls out MVE 15 year moisture vapor emission. Will a 15 mil under slab vapor barrier suffice for this spec requirement? Please advise.

ROMANYK: THE 15 MIL UNDER SLAB BARRIER IS ACCEPTABLE FOR THIS REQUIREMENT.

Q24: Bid alternate #3 calls out for a deduct on driller piers for a cantilevered walkway shown on AS101. It reads to see structural but there is nothing in the structural drawings regarding the foundations. There is a driller pier with a block out for the steel guy. Can you please further clarify the scope and provide additional details?

ROMANYK: SEE ENLARGED SITE PLAN DETAIL 3/SHEET AS101: THE ARCHITECT IS SHOWING 4 COLUMNS AND FOUNDATIONS FOR THE CANOPY WALKWAY ADJACENT TO THE BUILDING. THE STRUCTURAL ENGINEER ASSUMED THE CANT WALKWAY SUPPORTS WILL BE SPACED AT 20’ O.C. SEE THE REQUESTED DETAIL BELOW:

DELETE LINE 3 1.3.B.3 IN SECTION 08 80 00 THAT REFERENCES BULLET RESISTANT GLASS.

Q32: SECTION 05 12 00 STRUCTURAL STEEL FRAMING contains the following paragraph:

“Configuration: Design and detail all connections for each member size, steel grade and connection type to resist the loads and reactions indicated on the drawings or specified herein. Use details consistent with details shown on drawings, supplementing where necessary. The details shown on drawings are conceptual and do not indicate the required weld sizes or number of bolts unless specifically noted. Use rational engineering design and standard practice in detailing accounting for all loads and eccentricities in both the connection and the members.”

We take this to mean that only connections where steel members, weld and bolt sizes are not shown in the project drawing details/typical steel details will require engineering, please confirm.

ROMANYK:/RESPONSE IMEG-S: THIS PARAGRAPH WILL BE DELETED FORM THE SPECS. THIS PARAGRAPH APPLIES TO DEFERRED APPROVAL ITEMS SUCH AS OPEN WEB STEEL GIRDERS WHERE WE WOULD BE GIVING THE DEMAND TO THE MEMBERS FOR THE MANUFACTURERS ENGINEER TO TAKE THOSE LOADS AND PROVIDE THE NECESSARY DESIGN. FOR THIS PROJECT, THE STEEL FRAMING AND CONNECTIONS ARE DESIGNED BY THE SEOR NOT DELEGATED IN A DEFERRED APPROVAL PACKAGE.

Material Handling

Tools

AL13® ACM System panels are shipped on pallets in fifty (50) sheets or fewer. The sheets are secured in place with metal strapping and covered with protective wrap. Panels should be kept in their original packaging or similar and moved by a forklift or pallet jack.

Once a pallet is unwrapped and metal straps are cut, panels may be moved individually. Ensure to use clean work gloves to protect from sharp edges and keep panels clean. Panels must be first lifted vertically away from the pallet, then away—DO NOT DRAG OR SLIDE PANELS.

Store all materials in a clean and dry environment, both before and after materials are unpacked

Wear gloves when handling materials, and use suction cups when mounting panels to the wall. Be sure to wear eye and ear protection when cutting materials. Always wear appropriate personal protective equipment.

Our Panel System is made to be installed with general tools. A recommended tool list is as follows:

Panel Layout

Material Use

It is important to commence work with good construction practice and schedule work with other trades to avoid delays.

Once installation begins it must not be delayed for any length of time as damage may occur to the system, substrate or both due to exposure to the elements. Before any installation begins, it is imperative to plan the layout of the system. The architectural plans/elevations should be reviewed to determine the appropriate ‘grid’ for the system. Should no such plans be available, measure areas to develop a pattern that will maximize panel size, aesthetics and minimize fabrication.

Once the layout has been determined, double check that there is an adequate amount of materials present for the application at hand. Since estimation takeoffs and quantities are based on panel layout, any installation varying from the original plan may affect quantities and cause material shortages. Make sure to check the cut plan to determine if this will result in any further shortages. When calculating material usage, note that vertical extrusions - in most cases - will carry through continuously, while the horizontals tuck and terminate under the tabs of the verticals.

Standard panel size is 4 ft x 8 ft (1220 mm x 2440 mm). Do not use these dimensions for determining layout lines, adequate space must be left between panels for extrusions.

Guidelines 7

System Clip Compressible

The System Clip Compressible provides a perfect fit between the framing components and the panel without the need for extra fasteners, adhesives, or caulking. Familiarize yourself with installing the System Clip Compressible correctly in order to achieve this perfect fit.

Install the system clip correctly by ensuring the Backplate is inserted into the engaging slot as shown.

The System Clip Compressible should glide in easily and snap into the Backplate when fully inserted.

CORRECT

INCORRECT

Note that the System Clip Compressible presses up against the panels, hence the majority of its body needs to rest towards the panel.

This incorrect installation will not provide the correct fit between the framing and the ACM panels.

This incorrect, upside-down installation will also not provide the correct fit between the framing and the ACM panels.

Supported Substrates

Wood Frame with OSB/Plywood Sheathing

Concrete Installation

Girt/Furring Bar Installation

For installation on wood substrates, plywood, and OSB, AL13® Wood Fasteners must be used.

For sheathed wood frame, AL13® installs directly on building wrap. The mechanical fasteners anchor into building sheathing and studs where available.

For installation on girt or furring bars, use metal fasteners.

For installation on concrete, use concrete fasteners/anchors.

Guidelines 9

Installation near Windows, Doors, and other Bump-Outs

Leave a minimum of 1/16” gap between the edge of a perimeter (e.g., windows, doors, bump-outs) and the Back Plate Universal.

When installing around a perimeter terminated with a Back Plate Universal, leave a minimum gap of 1/16” from the edge of the Back Plate to the perimeter border. This allows sufficient space for a top cap to be installed.

Panels are fastened by the frame tabs on the top caps around the entire perimeter. No traditional mechanical fasteners are required in the panel itself.

Ensure that the correct Snap-Lock Engagement Device (SLED) is used for the appropriate cap. Use a rubber mallet together with the appropriate SLED to install the top caps.

The building envelope, which includes a weather barrier and all applicable flashings, must be completed to local building code before any AL13® component is to be laid out or installed.

The first part of the installation guide outlines a basic install on a flat wall as illustrated above in its completed form.

The subsequent sections will outline more intricate details like inside corners, outside corners, windows, doors, overhangs, and build-outs.

(Please be sure to have read the General Install section first).

Example Wall

Questions? info@al13.com

Using the chosen layout, determine the best suited datum - or starting point - shown here as the lower left corner. Lay out the panel grid using chalk lines (or similar) from the datum point, ensuring that all lines are plumb or level. These lines are to indicate the locations of the extruded frame components that will secure and frame the ACM panel.

Laying out the grid.

Panel Install 02

It is the preferred method to fasten the top part of the extrusion first (upper 3”), then the bottom (lower 3”), followed by all fasteners in between.

Typical fastener spacing on all extrusions with the 4mm ACM Panel system is to be no greater than 24” with a minimum of 2 fasteners per extrusion. Fastener spacing may be increased, to add additional pull out capacity. Consult the fastener specifications guide to determine fastener type and spacing.

Measure and cut the vertical End Frames according to the marked grid lines. If the top of the vertical End Frame is to meet another horizontal End Frame at 90 degrees, a 45-degree mitre cut is to be made on both parts to complete the angle. This will eliminate the need to notch extrusions. If the wall is to be finished with a half back plate and perimeter cap, the 45-degree mitre is not necessary, as the horizontal cap will tuck behind the vertical end frames.

Panel Install 03

Fasten vertical perimeter extrusions.

*An Outside Corner Frame, Inside

Corner Frame, or a Perimeter

Frame Assembly may be used in place of the End Frame in this situation. The End Frame is shown here only to keep the scope of this guide relatively simple.

Outside Corner

The upper End Frame is next to be measured and cut-to-size. A double mitre could be required if the vertical End Frames are mitered at 45 degrees (as outlined in the previous step).

Fasten top horizontal extrusion.

Panel Install 04

If one length of the End Frame extrusion is not long enough to span the distance required, it is necessary to use a second piece and butt the two together. Take care in aligning joints so that they are flush, shim as needed.

Fasten baseline extrusion backplates.

The AL13® Panel System is a rain screen system that does not require any strapping.

The bottom row comprises segmented half back plate sections, cut to a length of 3 1/4” and installed every 16”. This ensures that, at any given horizontal cutaway, only 20 % of the material is attached to the wall to an 80 % open cavity. This provides necessary capillary break and fulfills the rainscreen requirements.

Panel Install 05

Back Plate Universal

Segmented 3 1/4” pieces at 16” on centre

Note: if installing on girt, segmenting is not necessary

Note: In some installations, more than a full length of a top cap may be required. In this case, ensure that the seam is supported adequately by a back plate.

16in on centre

Fasten baseline extrusion.

Measure and cut the bottom horizontal top cap. A proper fit will ensure that either end may be tucked into the vertical end frames, leaving a minimum 1/8” gap to allow for proper contraction and expansion of the extrusion.

Engage the top cap into the segmented back plates using an AL13® SLED with a rubber mallet. It is imperative to only make contact where back plates are present so as not to damage or warp the top cap.

Panel Install 06

Flat Cap

Flat SLED

Measure and cut the vertical full back plate. Allow for approximately 2” gap from horizontal upper and lower extrusions to allow for proper top cap installation. Begin by fastening the top of the extrusion first (upper 3”), followed by the bottom (lower 3”), then the intermediate fasteners.

Fasten vertical back plate.

Panel Install 07

Note: allow for approximately a 2in gap from the upper and lower horizontal extrusions

It is important to install the segments ensuring they are completely plumb and straight. A Level or straight edge may be used to assist with alignment.

Measure and cut horizontal back plates in 3 1/4” segments and install them every 16” as per the layout. If you are fastening to a minimum of ½” ply or OSB sheeting, it is not necessary to fasten segments to a stud. It is recommended to pre-drill the holes in the segmented back plate pieces. This will prevent the small pieces from spinning while fastening -which aides in eliminating the possibility of a cut hazzard.
