About this file
This document is an Additional Responses to Late Questions/RFI/Clarifications for VA Solicitation Number 36C26326B0007, Project Number 636A6-22-104 to Replace Boiler Plant Brine Tank. The document provides detailed clarifications on several technical aspects of the project, including: shoring and bracing requirements for basement walls (contractor to design a bracing system to withstand 2000 lb/ft lateral soil load), confirmation that removable steel bollards must be concrete-filled, verification of roof construction details, and excavation depth estimates. The VA requires the contractor to provide construction management software via ProCore or Submittal Exchange for the project duration, and offers flexibility on certain specifications such as security fencing height and signage placement. Additional technical guidance is provided for the brine system installation, with recommendations to control pump operations based on float valve position and to purchase a packaged system from a vendor, subject to final approval during the submittal process.

Additional Responses to Late Questions/RFI/Clarifications
Question: Page S001 Phasing General Notes, Phase 2 states STRUCTURAL DEMOLITION CAN
BEGIN BY INSTALLING SHORING AND BRACING ALL REQUIRED LOCATIONS PRIOR TO DEMO OF
EXISTING CONCRETE SLAB LOCATED ABOVE THE BRINE TANKS. Please provide locations of shoring/bracing, type of shoring/bracing, and detail how shoring/bracing is to be erected.
Answer: Means and methods of shoring and bracing shall be the responsibility of the contractor. The basement wall shown in the attached snip and highlighted green shall be temporarily braced to resist lateral soil pressures. The bracing system shall be designed to withstand a lateral soil load of 2000 lb/ft at the top of the wall.
Question: Please confirm removable steel bollards need to be concrete filled.
Answer: This is correct.
Question: Page AE111 Detail 3 demolition at existing concrete roof shows topping, EPDM membrane, CIP concrete on metal deck roof. Please confirm there is a metal deck roof and please confirm the EPDM material is not LCM or ACM.
Answer: Existing structure does not have a metal deck. See photo below. The new structure will have a concrete deck as noted on S201 sheet note #3. Refer to spec section 075323 for EPDM information.
Question: At the location of ST-3 please identify the depth of the excavation and will shoring be necessary?
Answer: No shoring will be necessary. Provide lintels at existing structure as identified in keynote 4 on S201. Excavation depth shall be field verified, current estimate is roughly 3’, depth may vary depending on the size of tools chosen to open the wall.
Question: The VA does not allow the use of outside DVD’s or CDs. Please provide a means to upload as-built drawings.
Answer: Per the Scope of Work under Section Construction Management Software: “The Contractor shall provide subscription service to all affected parties via ProCore or Submittal Exchange for the duration of this project thru Project Close-out.”
Question: May the contractor use 6’ security fencing instead of 7’?
Answer: Yes, 6’ or 8’ fencing is allowable.
Question: Must contractor provide 1.19 Construction sign and 1.20 safety sign set into ground?
Answer: We prefer the signs to be attached to the job trailer and not set in the ground.
Question: Is the contractor to provide construction software such as Submittal Exchange?
Answer: Yes. Per the Scope of Work under Section Construction Management Software: “The Contractor shall provide subscription service to all affected parties via ProCore or Submittal Exchange for the duration of this project thru Project Close-out.”
Question: On drawing GC111 it states PHASE 5 INSTALL VOLUMETRIC FLOW METER(S) AND
CONTROLLER ON RESIN BEAD SYSTEM ALONG WITH (2) NEW CONTROL VALVES. THIS WILL
CONTROL THE DURATION AND REGEN CYCLES FOR THE RESIN BEAD SYSTEMS. THE BRINE
SYSTEM WILL OPERATE INDEPENDENTLY OF THE RESIN BEAD SET AND ONLY CONTROL BASED
ON THE LEVEL IN THE DAY TANK. ONCE THE SYSTEM IS OPERATING AND SUPPLYING BRINE AS
DEMAND REQUIRES. DEMO TEMPORARY BRINE TANK (ST-3), DEMO TEMPORARY CONTROLLERS
ON THE EXTERIOR OF THE BUILDING. REPAIR CORE HOLES INTO THE BASEMENT AND DEMO
HARD WATER PIPE AND BRINE PIPE BACK TO EXISTING SYSTEM TIE POINTS, DEMO INSULATION
AND HEAT TAPE ON PIPING COMPONENTS. BACKFILL AND REPLACE CONCRETE UNDER THE
LOADING DOCK DOOR.
These are called out to install, but they are not identified anywhere else in the plans. Are we to supply these flow meters, controller, and control valves, and if so are there any specifications/details on these?
Answer: Contractor is free to either control the pumps start/stop based on the position of the float valve inside of the day tank, or they can use a flow meter and controller logic to fill the tank based on how many gallons are required to fill it once the float hits bottom. Anderson recommends controlling based on float position rather than using flow meter and pressure gauge shown on plans. It is recommended to purchase a packaged system from a vender. Final approvals shall be approved during the submittal process.
