About this file

This document is an Additional Responses to Late Questions/RFI/Clarifications for Solicitation Number 36C26326B0007, Project Number 636A6-22-104 to Replace Boiler Plant Brine Tank. The document addresses a technical question regarding fire sprinkler system installation during construction phasing. The contractor raised concerns about the feasibility of installing new fire suppression piping adjacent to existing systems in the boiler plant shop, natural gas room, and pump room.

The government's response indicates that the contractor should field route a new fire sprinkler line adjacent to the existing system, utilizing some risers and branches off the new main to achieve adequate coverage. The contractor is required to provide new calculations verifying fire suppression system coverage. If insufficient space is discovered during construction, a change order may be considered under FAR 52.236-2 Differing Site Conditions. The fire suppression system must be installed, tested, and activated in phases, with the existing system remaining active throughout most of the construction process.

Additional Responses to Late Questions/RFI/Clarifications

Question: In response to a question and answer in amendment 003 Question: There is no way to isolate the existing fire sprinkler main and pipe in the areas of construction as it feeds other parts of the plants fire protection. It also states to run new piping next to the existing pipe but there is no room to do that with everything packed tight. I would recommend the pipe is replaced piece per piece in its current location so the systems can be drained and filled every day. How would you like me to proceed with quoting this work? Answer: Please proceed following the requirements of paragraph 1.17.L of Specification 01 35 26 and Construction Phasing General Notes notes 5 and 6 on Sheet GC111 and Phasing note 3 on Sheet GC111, the fire suppression system within the limits of construction must be installed, tested, and activated prior to removing the existing system, all in Phase 3. As the new work is reliant upon connections to existing piping, it is anticipated the new work will be installed adjacent to the existing fire suppression system, the existing system will remain active throughout Phases 1, 2, and 3 with the exception of a brief impairment during Phase 3 to cut over the existing water supply piping to the new fire suppression system, and then the fire suppression system will remain active during Phase 4, 5, and 6. Do not consider “adjacent to” to mean “next to” and know that the new fire sprinkler system layout in the limits of construction is not limited to the layout indicated in detail 2 on sheet FX101. The contractor’s drawings and calculations, items 1.4.A.2 and 1.4.A.4 of Specification 21 13 13, must be developed based on the contractor’s design in accordance with paragraphs 1.1.A and 1.3.A of Specification 21 13 13.

We feel the answer that was provided will not work in the field. The best option that will work in the field is to do a piece per piece pipe replacement in the existing boiler plant shop, existing natural gas room, and existing pump room. The new brine tanks are going where the existing confined space doors are. The is no fire sprinklers that currently go into the confined space areas so there would not need to be any sprinkler pipe removed prior to the block walls coming out to make room for the brine tanks. There is also no way to isolate the existing piping for that sprinkler system from the riser that is in the boiler plant shop which also feeds the other areas of the plant after it exits the boiler plant shop.

Answer:

We feel there is room in the existing space to field route a new line adjacent to the existing. The exact route on the drawings may not be possible but as long as the new piping utilizes some risers and branches off the new main, adequate coverage is achievable. The contractor shall provide new calcs (which the specs require) that will verify coverage. During construction, if it’s determined there is not adequate space available, a change order would be considered under FAR 52.236-2 Differing Site Conditions.
