1.0 INTRODUCTION
This report provides the results of a survey for asbestos‐containing materials (ACMs) completed for thirty‐ one (31) buildings within the Raymond G. Murphy New Mexico Veterans Affairs Health Care System (NMVAHCS) located at 1501 San Pedro SE in Albuquerque, New Mexico (Site).
MECX conducted the survey in order to meet requirements that are compliant with the EPA Asbestos Hazard Emergency Response Act (AHERA) regulations (40 CFR 763), National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations (40 CFR 61, Subpart M), the Occupational Safety and Health Administration (OSHA) Asbestos Standards (29 CFR 1910.1001 and 29 CFR 1926.1101) and the local New Mexico Environment Department Air Quality Bureau (AQB) and the New Mexico Occupational Health and Safety Bureau (OHSB) rules, regulations and guidelines for renovation/demolition
MECX’s representatives Mr. Matthew Haak (TDSHS License 10‐5791) and Mr. James Murray (TDSHS License 10‐5776), are Texas Department of State Health Services (TDSHS) licensed Asbestos Consultants.
TDSHS licensing and training meet the EPA Asbestos Model Accreditation Plan (MAP) requirements. Training for asbestos professionals is required under the EPA Asbestos MAP which EPA issued under the Asbestos Hazard Emergency Response Act of 1986 (AHERA). The MAP requires the use of trained and accredited asbestos professionals when conducting asbestos inspections or designing or conducting response actions at schools and public and commercial buildings. It provides guidance to states on the minimum training requirements for accrediting asbestos professionals. State training programs must be at least as stringent as the MAP. The MAP established five required training disciplines:
Worker
Contractor/supervisor
Inspector
Management planner, and
Project designer
As licensed Asbestos Consultants, MECX’s representatives are accredited to perform the functions of all five disciplines.
MECX completed the survey between the dates of August 16 – 20 and October 5 ‐ 7, 2015.

None of the roofs were accessed or inspected during this survey as directed by NMVAHCS personnel at the time of the inspection. Therefore none of the roofing materials were sampled. In addition to the roofing materials there may be suspect materials located on the roof such as but not limited to HVAC duct seam, patching & penetration tar and thermal system insulation (TSI) on pipes. All suspect materials located on the roofs must be assumed to be asbestos containing until such time they have been tested and shown otherwise.

2.0 SCOPE OF WORK
The objective of this survey, as defined by the client, was to collect representative samples of suspect friable and non‐friable asbestos‐containing materials (ACMs) located in the interior building spaces and exterior suspect Asbestos‐ Containing Building Materials (ACBM), excluding Roofs and Roofing Material. In addition to collection ACM samples, the assessment of the condition of the suspect materials and quantified materials containing asbestos was to be noted. The assessment, sampling and subsequent analysis was conducted in order to identify ACMs within the NMVAHCS facility.
In addition to the collection and analysis of bulk samples, MECX will review, update, and incorporate new findings into the existing NMVAHCS Asbestos Management and Operations Plan.
2.1 METHODOLOGY
The survey consisted of inspections of reasonably accessible building components to identify suspect ACM.
MECX’s representatives, TDSHS licensed Asbestos Inspector/Consultant, collected samples of suspect ACM in accordance with the EPA Model Accreditation Plan specified in the AHERA.
The collected samples were placed in polyethylene bags, given unique sample numbers, and transported for analysis (following chain‐of‐custody protocol) to Loflin Environmental Services, Inc. (Loflin), in Houston, Texas, which is a TDSHS licensed asbestos laboratory. Loflin is a participating member in the National Institute of Standards and Technology (NIST) administered by the National Voluntary Laboratory Accreditation Program (NVLAP). Bulk samples submitted for testing were analyzed for asbestos content by polarized light microscopy (PLM).
The laboratory analyzed the bulk samples using PLM, according to protocol of the U.S. Environmental Protection Agency (USEPA) Analytical Method EPA/600/R‐93/116. The USEPA defines an ACM as any material that contains greater than one (1) percent asbestos by PLM analysis (NESHAP 40 CFR Part 61, Subpart M). When the bulk samples contained more than one layer, the laboratory analyzed all layers of the sample.
Suspect samples containing less than or equal to one percent asbestos are not to be considered ACM by regulatory definition. If lab analysis found that any of the material samples were asbestos‐containing, then the material has to potential to be considered a regulated asbestos‐containing material (RACM), according the EPA’s NESHAP regulation for renovations and demolitions (reference 40 CFR Part 61).
Suspect ACMs were classified as either friable or non‐friable during the inspection. ACMs also were classified as either friable or non‐friable.
Friable ACMs are those that contain more than one percent asbestos and, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. All friable ACMs are considered RACM and, therefore, subject to EPA regulations.
Non‐friable ACMs cannot be crushed with hand pressure. All non‐friable ACMs are categorized as either Category I or Category II materials.
Z:\Projects\1200s ‐ Projects\1244‐VA Hospitals\019‐VISN 18 Albuqurqe, NM\NM VA ACM\Final Working Folder\NM VA ACM o Category I ‐ non‐friable asbestos‐containing packings, gaskets, resilient floor covering, and asphalt roofing products.
o Category II ‐ non‐friable ACMs, excluding Category I non‐friable ACMs.
2.2 SURVEY DESCRIPTION
MECX collected approximately 710 representative bulk samples of all accessible interior suspect asbestos‐ containing materials. Suspect ACMs may exist in inaccessible or hidden areas of the structure that were not observed or inspected during this investigation. This inspection was conducted as a comprehensive survey but due to the inaccessibility of some areas hidden materials may exist that would only be accessible through destructive measures.
A limited survey was conducted on the buildings exteriors. None of the roofs were accessed or inspected during this survey as directed by NMVAHCS personnel at the time of the inspection. Therefore, none of the roofing materials were sampled. In addition to the roofing materials there may be suspect materials located on the roof such as but not limited to HVAC duct seam, patching & penetration tar and TSI on pipes. All suspect materials located on the roofs must be assumed to be asbestos containing until such time they have been tested and shown otherwise.
The quantification of the asbestos‐containing materials is an estimate made at the time of sampling. The quantities are estimates only and should be verified by all parties, including any contractors bidding the removal to determine exact square footage’s and the accessibility of the specific materials.

Inspection Notes:
MECX sampled and determined the pipe risers relating to the mechanical systems located within the mechanical rooms were not found to contain asbestos.
Asbestos containing thermal system pipe insulation was determined to be associated with the Sealant/Mastic applied to the mechanical system piping at the location where the piping systems connect directly to the air handling units.
Asbestos containing air handler insulation Sealant/Mastic was determined through sampling to be associated with the return air side of the air handling units. It appears coil and supply side of the air handler units are a different homogeneous area and do not contain asbestos.
Conclusions
Based upon the results of this inspection, the materials identified above should be considered as asbestos containing. MECX recommends that damaged asbestos containing materials be removed. MECX recommends that the condition of the remaining asbestos‐containing materials be monitored. If the asbestos containing materials in the unaffected areas become damaged, or if they will be disturbed during renovations, then the materials should be abated in accordance with applicable federal and state laws.
According to NESHAPS 40 CFR 61 Subpart M, 61.145, friable or potentially friable ACM which will be disturbed, or has the potential to be disturbed during renovation, must be removed. A licensed asbestos consultant should be consulted prior to any renovation operations in a building or other structure containing ACM. The AQB requires that Asbestos Contractors must comply with the remediation and 40‐hour contractor supervisor training requirements of the Asbestos NESHAP, 40 CFR 61 Subpart M. Asbestos contractors are required to have a GB‐98 general contractor’s license and a GS‐29 special contractor’s license from the Construction Industries Division.
The quantities of asbestos‐containing materials are estimates made at the time of sampling and should be used by the NMVAHCS for limited budgeting purposes only. These quantities are estimates only and should be verified by all parties, including any contractors bidding the removal to determine exact square footage’s and the accessibility of the specific materials. No mechanical as–build drawings were provided to formulate the estimate of TSI. The TSI quantities noted in the tables are total linear feet regardless of the outside diameter (OD) or systems to which it is supporting.
The specific locations of all TSI was not determined due to significant restrictions, which are as follows:
Piping enclosed inside walls, Ceiling panel support/tie wires, Firewall extensions between floors throughout the plenums, and
The need to avoid creating/releasing dust inside the hospital.
