Question 10
Q: Drawing AD101 Keynote #34 “Remove and replace existing flashing at penthouse wall with split face concrete and other walls panel wall type.” Please clarify what “other walls panel wall type” means and provide specifications and detail for installation.
A: There are two types, one is split faced CMU and the other is a flat faced wall type with a textured finish.
These are shown in the photos of the Contract documents. The details are shown and cover the different situations. Please refer to the original solicitation, Attachment C. Arch Drawings, sheets AE401 through AE403 and Sheets AE501 and AE502.
Question 11
Q: Can the photos shown on AE401, AE402 and AE 403 be re-issued in color?
A: Please see the following attachment:
Question 12
Q: Will an alternate roofing membrane system be considered for this project, if systems meet EO, FAR, Net-Zero, Federal Sustainability Goals, DOE, EPA, ASHRAE, and CRRC requirements?
Reason: SOW B.2 “replace existing PVC with new TPO”. Removing a PVC membrane will be classified as a re-roof, which requires meeting the new building codes. If the roof is overlayed/recovered with liquid cold applied elastomeric membrane CRRC rated products, it will not need to be new building code, because it’s a maintenance/restoration project. If the PVC is removed, then additional iso-board will need to be installed, requiring all the drains, scuppers, and equipment curbs to be raised. This will add significant labor/product costs to the project, not meet EO 14057 and FAR 36.104 policy for Co2 Reduction, Construction Waste Reduction, and Cost Savings.
Reference: FAR 36.104 Policy: Agencies shall implement high-performance sustainable building design, construction, renovation, repair, commissioning, operation and maintenance, management, and deconstruction practices so as to—Ensure that all new construction, major renovation, or repair and alteration of Federal buildings complies with the Guiding Principles for Federal Leadership in High-Performance and Sustainable Buildings.
A: Per the current scope of work, this is to be a complete reroof of the building. Testing performed prior to design did show areas with water infiltration and damaged insulation. It has been determined a full reroof was the best solution and would be the best value. TPO is the roof system requested by the VA at this facility.
Question 13 Q: Does the Loma Linda VA follow federal guidelines for construction operations and air quality?
Reason: Full roof tear-off and demolition will add significant dust/debris to the air at this hospital location.
Negating the demolition phase and PVC removal will eliminate the dust concerns and added labor costs. Removing a membrane is highly susceptible to moisture damage to the structural members and interior building.
Reference: Guiding Principles for Sustainable Federal Buildings Section 4.6. Indoor Air Quality during Construction and Operations Implement necessary policies and protocols to prevent moisture damage to building materials and protect indoor air quality during renovations, repairs, and construction. Ensure indoor air quality procedures are in place that protect the air quality for occupants of the building during operations.
Reference: VA Sustainability Design Manual, Section 6.0 Indoor Air Quality
Reference: FAR 36.104 Policy, Ensure Pollution Prevention
A: Yes, to the extent practicable.
Question 14
Q: Does the Loma Linda VA follow federal sustainability practices and reduce construction waste on projects and divert from landfills?
Reason: Removing the PVC membrane and iso-board will add 100K’s of pounds of construction waste to landfills.
VA Design Manual states: maximize waste diversion, maintain waste reduction, and pursue cost-effective minimization. This can be done by using Roofing Industry standards for roof overlay/re-cover with liquid systems holding 20-yr Warranties and following the National Roofing Contractors Association Roofing Manual.
Reference: VA Sustainability Design Manual Section 5.6. Solid Waste Management “Pursue cost-effective waste minimization during the construction and renovation phase of the building”
Reference: VA Sustainability Design Manual, Section 7.3 Solid Waste Diversion
Reference: FAR 36.104 Policy, Ensure pollution prevention and eliminate waste by diverting at least 50 percent of construction and demolition materials and debris by the end of Fiscal Year 2015.
Note: EO 14057 states 75% reduction of construction waste by 2030. (No waste with Liquid applied systems) Note: 150K sf deck-PVC/polyiso-board waste 166lbs/sq. x 1,500sq = 249,000 pounds of construction waste.
Question 15
Q: Will Loma Linda VA follow ASHRAE 90.1 guidelines for cool roof systems in Climate Zone 3B?
Reference: VA Sustainable Design Standards, 4.1.2 Baseline Standard—Renovations--Major renovation projects shall be designed to reduce energy use—ASHRAE 90.1. (FAR, UFC, DOE, EPA—Net-Zero Goals)
Reference: Cool Roof Rating Council (CRRC), Energy Efficient Products, ANSI/CRRC Standard 100 The DOE Energy Star program for roofing products ended June 2022 and no roof products are rated.
A: The specified design follows VA guidelines for roofing system replacement. VA has followed the International Energy Conservation Code (IECC) requirements for this climate zone and the TPO roof system complies cool roof requirements.
Question 16 Q: The SOW states normal hours of operation, does this mean, employees and customers are present under roof construction zones, during PVC removal, and overhead crane operations.
Reason: SOW, B.7 HOURS OF COVERAGE: A. “Normal hours of operation are Monday through Friday from 7:00 am to 4:00 pm PST time”. If work is being done on roof decks and removing membranes with overhead heavy equipment, according to the VA manuals, those roof sections should be closed to normal operations for safety. If alternate roof membranes such as liquid coatings are allowed for this project, no crane/roof removal is required.
A: Demolition and reroofing work can be achieved during normal working hours. The General Contractor will schedule all crane lifts after hours with the COR and submit a Crane Lift Plan to be approved by VA Safety.
Question 17
Q: Will modifications to the DB specifications be considered prior to award if roof membrane options show significant cost/energy savings that meet: VA Design guides, EO, FAR, Net-Zero Goals and Federal Sustainability Goals?
Reason: SOW, B.15 MODIFICATIONS: “Modifications for this project shall be submitted to the assigned COR who shall then submit a formal request to the Contracting Officer (CO)”. Alternate cool roof systems have been approved by the Department of VA, which met the design requirements: Augusta VA, planned to remove Mod-Bit and install TPO, 195K sf deck—Design Spec, changed to liquid applied membrane. Viera VA, planned to remove Mod-Bit re-install Mod-Bit 175K sf deck—changed to apply Cool Roof liquid membrane, saves a 1/3 of construction costs: no re-roof, no demolition, construction waste, reduced Co2 emissions, Energy Savings, and Cost Savings.
