Questions/Answers to Solicitation 36C26220R0004 Shuttle Service for Offsite Parking Lot(s) for the VA San Diego Healthcare System
1. Question – Is this solicitation set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB)?
Answer – Yes, only proposals form SDVOSB’s will be considered.
2. Question – Regarding the schedule, the schedule outlined in Table 1 of the RFP differs from the schedule outlined in attachments D.2 and D.3 maps. Please confirm which schedule is correct and whether on demand will be required only during the specified operating periods or if the contractor must have a driver and buss on standby during non-service hours.
Answer – Table 1 schedule 1 is correct, please disregard schedule/chart/table listed on attachment D.2 and D.3. Please consider all other information listed in Attachment D.2 & D.3.
3. Question – Section 5.1 of the RFP states that busses cannot be more than five (5) years old. The average life of a bus is 15 to 20 years. Would the Government consider modifying this requirement to be not more than seven (7) years old?
Answer – Yes. Solicitation and resulting contract are amended to read not more than seven (7) years old.
4. Question – Regarding the 24/7 on demand services:
a. Does the VA currently provide its own on demand service?
b. If yes, how is on demand service dispatch facilitated?
c. If yes, how many on demand trips are dispatched daily on average and how many on demand calls does the government anticipate it will need on a daily basis?
d. Will the Government provide radios to the contractor to communicate when on demand service shall be needed?
e. Is there a specified location where the bus can standby for 24/7 on demand service?
f. What are the specific requirements for on demand services such as vehicle size?
Answer – Refer to Section 3, “Table 1: Summary of Hours of Bus Operation” within the RFP for accurate information. Section 7.7 Shall be deleted and amended to read “Contractor shall provide an answering emergency phone number to the COR.”
5. Question – Section 3.3.1 states that Shuttle buses and drivers shall report no later than 4 AM in order to be ready to transport passengers during the hours specified in Table 1. Please confirm that the contractor will only be supplying services from the UTC lot at the times listed in Table 1.
Answer – Refer to Table 1, for specifics on when the contractor service is required. Contractor service is required for both off-site lots (Miramar Lot & UTC Lot) per the time schedule provided in Table 1.
6. Question – Regarding QR Tracer Service, please confirm that it is the contractor’s responsibility to supply QR Tracer services and if so, how the contractor will know if the device is compatible with software used by the VASDHS. Is the current shuttle service using a QR-Tracer and if so what is the brand name and model information? Is there a specific make/model the Government would prefer to use? Will the data coming from the QR tracker take the place of any other reporting on passenger tracking and on-time performance?
Answer – Refer to Attachment D.9 for details to the QR tracer. Attachment D.9 indicates the exact model the Government is currently using.
7. Question – Will there be a designated area for the shuttles to be parked when not in service?
Answer – Refer to section 8.11 in the RFP which states, “The Contractor is fully responsible on housing their own shuttle buses when not in use.”
1. Question – Are electronic signs necessary on the smaller vehicles or can vinyl or large paper signs be allowed?
Answer – Electronic Signs are necessary.
1. Question – Section 5.12 states that vehicles are to have “no fabric.” Will cloth interiors be allowed on the additional vehicles that will be needed during 24/7 emergency services or during increased need periods?
Answer – See answer to question 4 which amends paragraph 7.7. Refer to Table 1 per section 4 of the RFP for accurate schedule, location, and required service.
1. Question – Can you provide historical data on the average daily patient count seen at the facility?
Answer – Shuttle service is for a range of passengers; it’s not dedicated to “patients” only. Please refer to Section 3.3.2 and all of RFP to accommodate the government need.
1. Question – Can you provide the number of staff that will utilize the service or the number of total staff at the facility?
Answer – Please refer to Section 3.3.2 and all of RFP to accommodate the government need.
1. Question – Is there a limitation on the physical size of the vehicles used and if so can the Government provide a maximum length a bus can be?
Answer – The maximum length of the largest bus currently utilized by the Government is a 44-passenger bus measuring 43 feet long. The maximum length of contractor buses should be not exceed that which is currently in use by the Government.
1. Question – The pre-solicitation states 8 large capacity busses and two small capacity busses, but the RFP does not specify the number of busses to be used. Is there a requirement for the number of busses to be used for each route or service period? Can all busses be the same capacity?
Answer – Please refer to Section 3 per RFP to develop workplan and quantity of buses to meet the requirements of the contract. The RFP information supersedes the pre-solicitation notice.
1. Question – Section 5.5 of the RFP requires that busses have a wheelchair lift or ramp and space for up to two wheelchair tiedowns. If the contractor provides a designated bus for each location that would only be used for wheelchairs can it use other busses that do not meet this requirement? Do all shuttle buses need to comply with ADA or can a reduced number of them comply with ADA sufficient to provide ADA compliant service?
Answer – Due to the limitation we currently have at both off-site lot and medical campus, the Government cannot commit/promise on designated passengers to a specific bus/bus stop at all locations. The Government is willing to work with the contractor’s proposed plan and adjust to this idea if it’s feasible. Please note, even if the contractor separates non-ADA vs. ADA buses, the contractor is still required to be ready to transport passengers every 15 minutes and will be liable if the contractor cannot meet that demand.
1. Question – Can a site visit be requested? If a site visit is allowed, can the contractor observe the current shuttle’s COVID-19 associated procedures?
Answer – No. A site visit will be included as part of the post-award. Please see the maps included as part of the solicitation amendment.
1. Question – Will contractor be providing services on Federal Holidays? If so, is there a holiday schedule or do we provide a normal weekday service if the holiday falls on a weekday and weekend service if a holiday falls on a weekend?
Answer – Contractor will provide services on all federal holiday since the medical center operates 24/7. See table 1 for details.
1. Question – Are school busses allowed provided they’re less than 5 years old?
Answer – Yes. School buses are allowed as long as they meet all contract requirements pertaining to the buses.
1. Question – The description within SAM states: "Services shall include the following: (a) CDL drivers with passenger endorsements. (b) Eight (8) large capacity buses and two (2) medium capacity buses capable of transporting passengers to and from a designated offsite parking location to the medical center from midnight (12:00 AM) Monday through midnight (12:00 AM) Friday." Is this still accurate?
Answer – No, please refer to the updated RFP that was posted on SAM website.
1. Question – Can the Government provide a visual aid of the loading/unloading zone at each stop? Will the designated space have room for two 35-40’ vehicles minimum, one loading and one receiving a cleaning before loading?
Answer – A visual aid can be provided of the loading/unloading zone for both the Miramar Road and UTC Lot on Executive Drive locations via Google Maps (overhead view). The designated space will have room for two 35’-40’ vehicles minimum, for one to two loading; however, insufficient spaces is available at these locations to also to afford a cleaning location for one or both. Please refer to Attachment D.10 – Pick Up and Drop Off Location Maps.
1. Question – Please provide the following additional information so that we can calculate how many buses and what sizes are needed to meet your passenger capacity needs:
20. What hourly passenger capacity is needed for each parking lot during peak and non-peak periods?
20. About what percentage of passengers will be in wheelchairs?
20. What vehicle capacity can we use for socially distanced passengers --- 50%?, 25%?, etc.
20. Can we load two (2) wheelchair passengers side-by-side in a single bus?
20. Are riders all patients or are some portion employees? If employees, how many and when are the shift breaks?
20. Will each lot be for a mix of employees and patrons or will each group board at a separate lot?
Answer –
| a. | Refer to table 1 and section 3 per the RFP. |
| b. | All shuttle buses will meet section 3.3.4. Cannot provide percentage since it’s not a constant number. |
| c. | Refer to CDC guidelines regarding social distancing, section 6 per RFP. |
| d. | Refer to CDC guidelines regarding social distancing, section 6 per RFP. |
| e. | Regardless of what type of passengers per location, Refer to Section 3 of the RFP for hours of operation, peak hours, etc. |
| f. | Regardless of what type of passengers per location, Contractor must meet the demand and requirement per the RFP. |
1. Question – Will a designated space be provided for bus parking for cleaning? Can we get a visual aid of the distance between loading/unloading zone and the designated cleaning area at each stop?
Answer – Cleaning location will be discussed with the awardee during the post award conference.
1. Question – Can we have the first line of communication be to our 24/7 dispatch who would be able to answer 99% of VASDHS questions without disrupting a driver while driving or slowing down the boarding process? The dispatch would call the driver immediately if they would not be able to answer the question.

1. Question – Do the shuttle buses need to be a maximum of five (5) years old at the beginning of the contract or at all times during the contract?
Answer – At all times during the contract, but please refer to the answer to Question 3 changing this requirement to seven (7) years.
1. Question – Does cleaning “after each shuttle run” and “between shuttle runs” mean each round trip during the day or after the end of each day? Please clarify how frequently you wish the buses to be cleaned --- after every shift, before every pick-up, or after every drop-off at the Medical Center?
Answer – Refer to section 5.9. After each run (e.g. pick up at UTC, drop off at MC, clean; pick up at MC, drop off at UTC, clean)
1. Question – Does section 5.10 this refer to a lighted destination sign or does it require an electronic map that shows the location of the vehicle and direction of travel sourced from GPS?
Answer – Section 5.10 refers to an electronic lighted designation sign to indicate which location the bus will travel to.
1. Question – Is there specific guidance regarding “social distancing” seating on the buses and usable capacity?
Answer – Refer to section 6 per RFP as well as Current CDC guidelines.
1. Question – Is the intent that we wipe down exposed interior surfaces prior to each (potential) pickup at each end of each shuttle run (both at the parking lot and at the Hospital)?
Answer – Yes.
1. Question – Please specify what the “event penalties” might be; how they are incurred and what they are.
1. Answer – The last sentence in paragraph 7.8 is amended to read, “Any event penalties or bills incurred by the contractor such as tickets or accidents, while performing services under this contract shall be the responsibility of the Contractor.”
1. Question – We intend to provide insurance. Please confirm that bonding is not a requirement.
Answer – Refer to section 7.11. The Government does not require bonding but the contractor shall follow all applicable state, county and city requirements when performing services under this contract.
1. Question – Who is the current Shuttle Service Provider and what is the contract cost per month?
