691A4-20-201 EHRM INFRASTRUCTURE UPGRADES: VA SACC 1.0 | EXECUTIVE SUMMARY

EXECUTIVE SUMMARY

This 100% Final Construction Document Report consists of narrative descriptions and design criteria, based on our understanding of the VA project requirements for Architectural, Structural, Mechanical, Electrical, Fire Alarm, and Structured Cabling (Telecom) systems. The U.S.

Department of Veterans Affairs (VA) shall review, provide comments, and approve this document prior to issuing a notice to proceed (NTP) to the A/E to the next phase of design.

PROJECT DESCRIPTION

The intent of this project is to provide infrastructure improvements to prepare for VA Systems Engineering Solution Cerner Development and Electronic Health Record Modernization (EHRM) implementation. Locations consist of the following buildings: 1, 4, 10, 20, 22, 23, 24, 25, 45, 63, 70, 99, 200, and 201 at the VA Sepulveda Ambulatory Care Center (SACC) Medical Center campus.

The project involves the renovation of portions of the existing buildings’ infrastructure and systems and requires a thorough survey and preparation of comprehensive and detailed shop drawings by the Contractor. The following is a summary of major project components:

The project includes upgrading existing vertical and horizontal fiber backbone systems to Telecommunication Rooms (TRs) within these buildings and upgrading fiber distribution in manhole communication duct banks throughout the VA SACC Medical Center campus. The existing fiber infrastructure includes a NODE at Building 4 as well as the main distribution at Building 201. The NODE at Building 4 will be eliminated. Buildings within the scope will have fiber distributed from the Building 201 Main Computer Room (MCR). Building 4 is not within the scope of fiber distribution and will not be connected to Building 201.

A video camera inspection of the underground communication manhole duct banks was performed to visually check and verify the integrity of conduit paths to the extent possible. A copy of the video recordings has been submitted to the VA for review and approval.

CAT 5 communication cables and below will be replaced with CAT 6A. Furthermore, 110 Telephone blocks within TRs that provide pass-through for network cabling will be replaced with CAT6A to eliminate the splice point on 110 Telephone blocks.

The fiber patch cables will be upgraded to multi-mode OM4 fiber. Site distribution will be air-blown 24 strand single-mode fiber (OS2) per TR for each building. 12 strand single mode and 24 strand multi-mode fiber will be distributed from the entry TR/MCR to other TRs within the building.

The project provides upgrades for TRs including mechanical heating, ventilating, and air-conditioning (HVAC) systems, light-emitting diode (LED) lighting, electrical power, data racks, power distribution units (PDU), uninterruptible power supplies (UPS), and telecommunication cable management systems.

Room temperature and humidity monitoring sensors and rack temperature sensors will be provided in each TR with the mechanical HVAC and electrical upgrades.

A new TR will be added to Building 1 to meet Cerner requirements. TRs in Buildings 45, 63, and 99 will be relocated within their respective buildings.

The Contractor shall submit issues to the Commissioning Agent for coordination and resolution without impacting the construction critical path schedule.

TELECOM ROOM LIMITATIONS

This project involves the reuse and retrofit of existing buildings spaces to provide Telecom Rooms (TRs) serving floor areas in the buildings. Based on the existing conditions and limitations of available space in campus buildings, the VA directed the use of some spaces for TRs that do not meet the VA OIT design standard requirements for the physical attributes and locations of TRs.

This was discussed with the VA and it was agreed that these are existing medical buildings and facilities and there are limitations that do not allow for full compliance with all standard design requirements. Some of limitations that do not meet the VA standard requirement for TRs are as follows:

Meets the size standard for TRs in healthcare facility of 170 square feet and conforms to rectangular form factor described in the OIT Design Guide templates.

Meets the size standard for TRs in other facility types of 80 square feet, with 20 square feet additional per network rack, and conforms to rectangular form factor described in the OIT Design Guide templates.

Separate TRs for OIT/Biomed/FMS are not present.

TRs are vertically stacked in multi-story buildings.

TRs do not have equipment not related to the support of the TR (e.g. piping, ductwork, pneumatic tubing, electrical distribution, etc.) installed in, passing through, or entering the TR.

TRs are not adjacent to spaces that limit cable distribution to the serving zone including stairwells, elevator shafts, outside walls, etc.

TR entrance door is minimally 3 feet wide and 8 feet tall and fire rated to at least ¾ hour or greater per AHJ.

Backboard is installed on three walls to support supplementary equipment. Backboard is painted white to provide improved light efficiency.

691A4-20-201 EHRM INFRASTRUCTURE UPGRADES: VA SACC 5.0 | MECHANICAL SYSTEMS

DX SPLIT SYSTEMS (HEAT PUMP)

Dedicated, high-efficiency, ductless DX split-system (heat pump) units will be provided to serve the TRs. Manufacturer’s standard wall-mounted thermostats will be provided for controlling the split systems. These thermostats will have a local room and setpoint temperature display but will not be connected to the DDC HVAC building automation network system. Rooms provided with dedicated DX split systems will also be provided with an additional, wall-mounted room temperature sensor and a wall-mounted room humidity sensor for monitoring the room environmental conditions through the DDC building automation system (BAS). The split system fan coil units will be wall or ceiling-mounted within each TR and the outdoor condensing units will be located on the ground or the roof. Humidity control is limited to monitoring and no means of mechanical humidity or dehumidification are provided for the TR room. A combination of pumped and gravity sloped condensate drain piping will be provided for the disposal of condensate water from the cooling coils of the indoor fan coils and discharged to an approved waste receptor. Refrigerant piping will be routed between the indoor fan coil units and their respective outdoor condensing units. The pipe sizes shall be determined based on the manufacturer’s requirements for distance and elevation separation between the fan coil and condensing unit. Refrigerant piping will be routed to minimize piping through the TRs to the extent possible.

EXHAUST FAN

An inline exhaust fan is provided for Building 70’s TR. The system is ducted and will discharge to the outside.

DUCTWORK

The existing air distribution ductwork systems currently serving the TRs will be demolished and removed back to the nearest duct branch takeoff from the main duct systems, with duct openings capped and sealed.

TESTING, ADJUSTING, AND BALANCING (TAB)

Limited testing, adjusting, and balancing (TAB) was performed for all existing TR HVAC systems to identify the capacities of the existing system for each TR; the results are provided in Appendix N. An analysis for each TR space was performed to compare the cooling capacity of the existing HVAC system to the calculated loads for the new room configuration. This was to determine if the existing system may be modified or if a new HVAC system is required. For TRs requiring an upgraded HVAC system, DX ductless mini-split systems are provided.

DDC CONTROLS

TRs will be provided with DDC temperature and humidity sensors for environmental monitoring of room conditions through the BAS. The DDC temperature and humidity sensors will be connected to the existing Johnson Controls BAS without the use of gateways.

Existing emergency panels will be used for TR UPS units and new UPS units for CERNER equipment. It is anticipated that new electrical panels will be added where existing panels have insufficient capacity for upgrades. Power for new HVAC units and DDC controllers in TRs will be provided.

New LED lighting fixtures will be installed in TRs that have existing lay-in ceiling systems. The lay-in ceilings will be removed for better cable management. The existing circuit and switching will be reused. New TRs will be designed for Building 10, 45, 63, and 99 to replace existing TRs and one new TR will be added for Building 1. Electrical power and lighting will be provided for these rooms.

All TRs will be provided with a grounding bus connected to the building grounding system. Existing and new data racks and ladder racks will be grounded.

New systems will be installed and commissioned before old systems are replaced. The electrical contractor will complete the installation of all new equipment and branch circuits to data racks and cabinets. The VA OIT department will then install the Cisco switches and cross-connect and bring the system online. Once this task is completed by VA, the electrical contractor will remove the old systems as applicable. Phasing plans are required to be developed by the Contractor in close consultation with VA for approval prior to the start of work.

691A4-20-201 EHRM INFRASTRUCTURE UPGRADES: VA SACC 7.0 | FIRE ALARM SYSTEM

FIRE ALARM SYSTEMS

The fire alarm systems for the project buildings are existing to remain. New fire alarm devices will be added to the new TRs and will match the existing fire alarm system manufacturer.

Since the ceilings of the TRs are being removed, the existing ceiling-mounted fire alarm systems in the TRs will be re-supported from the structure above. The existing smoke detectors will be programmed to be bypassed by the VA during removal and reinstallation of the smoke detectors so they do not alarm. These detectors are online all the time and are addressable and monitored 24/7. If any are found to be not working, the VA will be required to replace them if found to be defective by the Contractor during construction. The Contractor will be responsible to replace fire alarm and smoke detectors devices that are damaged during construction. New smoke detectors will be added to the existing TRs which do not have an existing smoke detector. Smoke detectors will be connected to the existing fire alarm system. A performance specification will be provided for the Contractor to install the required system and components.

691A4-20-201 EHRM INFRASTRUCTURE UPGRADES: VA SACC 8.0 | STRUCTURED CABLING (TELECOM)

STRUCTURED CABLING (TELECOM)

GENERAL

A structured cabling system will be a complete system of cabling and associated hardware that will provide a comprehensive telecommunications infrastructure. This infrastructure will serve a wide range of uses such as transmit data through a computer network. The structured cabling systems for the VA SACC campus facilities are existing and are being upgraded to meet the requirements of EHRM. Existing fiber backbone systems consisting of horizontal (through underground duct bank and above ceiling between TR) and vertical fiber will be replaced with air-blown single mode OS2 fiber. Fiber patch cables will be new OM4 in renovating TR closets.

New systems will be installed and commissioned before old systems are replaced. The cabling contractor will complete the installation, testing, and commissioning of fiber and copper cabling and associated fiber and copper patch panels. The VA will then install the server and Cisco switches and cross-connect and bring the system online. Once this task is completed by VA, the cabling contractor will remove the old systems as applicable. Phasing plans are required to be developed by the Contractor in close consultation with the VA for approval prior to the start of work.

From the main TR to each TR within the same building, two fiber paths, A and B, will be installed to connect the TRs. Each fiber path will consist of 24 strands of OM4 multi-mode fiber and 12 strands of OS1 single-mode fiber. For TRs in unconnected campus buildings, only a single fiber A path will be provided since the campus is existing and a diverse path was not established during underground duct bank installation. The single fiber A path will consist of 24 strands of OS1 single-mode fiber for each TR in the Building from Building 201 MCR.

The methods used to complete and maintain cabling installations are relatively standard. The standardization of these installations is necessary because of the need to ensure acceptable system performance from increasingly complex arrangements.

The U.S. cabling industry accepts the American National Standards Institute (ANSI), in conjunction with TIA/EIA, as the responsible organization for providing and maintaining standards and practices within the profession. It has published a series of standards to design, install, and maintain cabling installations. These help to ensure a proper cabling installation.

The VA awarded CERNER a contract to take over the management of veterans' healthcare records.

CERNER has published a guideline (adopted by National VA OIT as “OEHRM Requirements Specification Version 1.0” dated June 5, 2019) that details requirements for cabling, data throughput, and electrical infrastructure for facilities. This project will make upgrades to deficient infrastructure on the VA Sepulveda campus to prepare for EHRM implementation.

The industry-standard term for a network installation that serves a relatively small area (such as a structured cabling installation serving a building) is a local area network (LAN).

Structured cabling installations include vertical and horizontal backbone pathways; vertical and horizontal backbone cables; horizontal pathways; horizontal cables; EUD; TR, and Server Room (MCR in Building 201).

Backbone cabling (entrance facility) is existing to remain. Underground single-mode air-blown fiber through existing underground conduits to various buildings. The main fiber hub will be in Building 201.

The new systems, both fiber and copper, will be designed in parallel with the existing systems. After the new systems are tested, commissioned, and accepted by the VA and CERNER, the old systems will be decommissioned and removed.

Backbone cabling (entrance facility) is existing to remain.

CODES AND STANDARDS

The benefits of codes and standards include:

1. Consistency of design and installation

2. Conformance to physical and transmission line requirements

3. A basis for examining a proposed system expansion and other changes

4. Uniform documentation.

INSPECTION OF COMMUNICATIONS MANHOLES & UNDERGROUND CONDUIT SYSTEM

A Vision Programming Interface (VPI) push camera system was used to determine the condition of the communication conduits in and near the designated work areas. A closed-circuit television (CCTV) survey was performed on conduits within the manholes to determine if there was adequate access into the manhole/conduits, determine if spare conduits are installed, and determine conduits that are filled with communication cables. It was discussed and agreed that the VA will be responsible to identify which communication cables are inactive/abandoned that can be removed by the contractor to provide conduit pathways for new fiber optic cable installation. During the surveys, the VA did not permit personnel to enter the manholes. It was discussed with the VA that the surveys of the communication conduits would be limited to a visual survey inside the manhole areas conducted from outside the manholes. A representative from VA was present during these surveys and video inspections and photographic documentation was performed within the manholes of all existing conduits going in and out of the manholes. The results are documented using fold outs for the manholes inspected. These photographs and manhole foldouts have been provided in the design documents.

Equipment used: Video Camera designed for video inspection of inside of manholes.

There were about 40 manholes. Ten of them were found to be buried (to a depth of about 12 inches) in the landscape area. These had to be dug out to do the inspection. In addition, there were 3 to 4 manholes found to be buried under asphalt. These were not dug out and it was requested that the VA plan to have the area dug out for inspection. The VA complied with the request and these manholes were eventually inspected and documented. In all these cases of buried manholes, the manhole riser should be raised so in the future, the manhole can be accessed without having to dig out. There may still be few manholes buried that the A/E could not access. The Contactor shall be responsible for coordinating with the VA to identify any additional manholes.

Refer to Appendix K for the report.

DESIGN
