About this file
This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold filed by the Department of Veterans Affairs for a partial brand name procurement with an estimated total value under $250,000. The contracting activity is VA VISN 21, Network Contracting Office 21, serving the VA Northern California Healthcare System at McClellan VA Clinic.
The procurement covers fire and security alarm system replacements for Buildings 911 and 98 at McClellan VA Clinic. The four brand-specific items required are: (a) Mircom Fire Alarm Systems from Low Voltage Specialty, Inc. (1485 Salmon Falls Road, El Dorado Hills, CA 95762), who will provide installation, programming, and labor for all Mircom devices; (b) Illustra Pro brand security cameras (gen4 mini dome 4mp model), with 62 units to be installed; (c) Johnson Controls HID/PIV Card Reader System (3601 Eisenhower Avenue, Suite 300, Alexandria, VA 22304-6456) for compatibility with existing CCure 9000 software and VA security standards; and (d) Avigilon Unity VMS on-premises video management system with two new Network Video Recorders (NVR) to be installed. The justification is approved as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, and the brand name justification will be posted to the Government Point of Entry with the solicitation. Market research was conducted by the Physical Security Specialist and Contracting Officer's Representative confirming these products provide the best compatibility with existing VA systems already standardized throughout VA Northern California Healthcare System. The contracting officer certified the justification on May 7, 2026.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Acquisition ID# 36C261-26-AP-3410
( ) National Security per 41 USC §3304(a)(6) as implemented by FAR 6.103-6;
( ) Public Interest per 41 USC §3304(a)(7) as implemented by FAR 6.103-7;
4. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a partial brand name justification for commercial products and commercial installation services particular to the manufacturer and service installer above.
Item a. Fire alarm installation and devices installation is for the Mircom Fire Alarm system in which the vendor above listed has the most familiarity and technical expertise with the products to provide the best installation for the items. They are also the Northern California distributor for all Mircom/Secutron fire alarm products.
In addition, Low Voltage Specialty, Inc. is the only authorized vendor to work on and program the facility's fire alarm systems as Mircom is a proprietary system including devices.
Item b. Illustra Pro brand name security cameras are one of the few that meet all VA regulations and requirements and have been standardized throughout VA Northern California Healthcare System and are currently compatible with the existing network and system. Therefore, installing a system or product from a different manufacturer will result in significant duplication of costs for the facility, and the equipment will not function properly nor be compatible with the existing system. New components must be able to tie into an existing and operational system, including the use of software.
At this time, there are no other brand names whose products are fully compatible with the existing system used by the VA Police and VAs requirements.
Item c. Johnson Controls brand name and vendor must be specifically used for installation and purchasing, VA requires HID card readers compatible with existing PIV cards, and the CCure 9000 software system must be installed in the VA Northern California Health Care System (VANCHCS). Standardization of the PIV lock system of all buildings at VA Northern California Health Care System (VANCHCS) is required. It was reported that VA Police have had numerous problems with the different brands of card readers and maintain multiple systems
, as CCure 9000 is able to. This will ensure VA Police can monitor security of multiple campuses. Johnson Controls is the only authorized installer and programmer for PIV card readers in the area.
Item d. Avigilon Unity VMS System is currently in use by VA Police Department, and all new components must be fully compatible and capable of integrating seamlessly with this platform. As this is security sensitive network, any additions or upgrades must adhere to strict integration, reliability, and cybersecurity requirements.
5. Description of market research conducted and results or statement why it was not conducted: In accordance with the Competition in Contracting Act (CICA), the partial brand name items a. listed above are identified as brand name; however, the overall procurement will compete overall as a Service-Disabled Veteran-Owned

Small-Business (SDVOSB) Set-Aside. This brand name justification will be posted to the Government Point of Entry with the solicitation.
The Physical Security Specialist and COR performed market research within the past months and provided that Microm/Secutron fire alarm products, Illustra Pro brand-named cameras, and Avigilon Unity Network Video Recorder (NVR) have the best compatibility for use on the network they will be installed on. Only one unique brand name source for each of the items listed above can meet the Government's unique requirement, as they are standardized throughout the VA, already installed locally, and must be like-for-like items to ensure a seamless transition with the existing items and provide the features for security and compliance the VA requires.
Low Voltage, Inc. is a current, in-use local vendor that, per the facility, is the most familiar with the VA Northern California Healthcare System, VA technical requirements, and currently services and is authorized to work on Mircom alarm systems for the McClellan facility.
Johnson Controls: Currently being implemented and standardized throughout the facility. PIV Card readers are to meet current VA standards and regulations, and these Johnson controls card readers meet the criteria for implementation at our facility and work with our current systems.
6. Any Other Facts Supporting the Use of Other than Full and Open Competition:
The new components (software and servers) must be able to tie into the existing and operational systems, including the use of existing hardware. Products must be fully compatible with the existing systems being used at the for the Replace Bldg.
911 and B98 Fire and Security Alarms.
7. Listing of Sources that Expressed, in Writing, an interested in the Acquisition:
Not applicable. It is the responsibility of the offerors, and the general contractor awarded the project to locate suppliers and obtain pricing for all materials and components, including the items listed in this justification.
8. A Statement of the Actions, if any, the Agency May Take to remove or Overcome any Barriers to Competition before making Subsequent acquisition for the supplies or service required: There will be competition for the overall procurement. It will be the responsibility of the offerors to obtain pricing from the suppliers of the items and to submit a competitive proposal for the project.
9. Contracting Officer's Certification: This is a partial brand name Justification and
Approval as we are purchasing commercial products and commercial installation services. Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
