About this file
This is a Request for Information (RFI) Questions and Answers document for federal contract opportunity 36C26126R0052, concerning the replacement of fire and security alarm systems in Buildings 911 and 98.
The document addresses three clarification questions submitted by potential bidders regarding scope and equipment specifications. Question 1 requests updated drawings to reflect additional intrusion detection devices identified in previous RFI responses; the VA response confirms that intrusion detection devices shall be installed at front entrances of buildings, the warehouse, pharmacy vault, police armory, and pharmacy, but notes that revised plans will not be available prior to the proposal date. Question 2 seeks clarification on acceptable camera models for multi-sensor unit substitutions; the VA response specifies that Avigilon 24C-H5A-3MH-DP1 multi-sensor units are acceptable in place of Illustra mini dome camera clusters. Question 3 addresses how bidders should handle workstation locations and intrusion siren quantities that were stated to be provided at project commencement; the VA response clarifies that intrusion siren locations shall be installed at the same locations as the intrusion detection devices (front entrances of buildings, the warehouse, pharmacy vault, police armory, and pharmacy), though the response does not directly address the workstation quantities or whether these items should be excluded from the base bid.

RFI Questions – 36C26126R0052 - Replace Bldg. 911 and 98 Fire and Security Alarms 7/17/2026
1. In Question 34 of Amendment 5's RFI responses, there is a request to add intrusion detection devices in several additional rooms that are not currently shown on the drawings. Could you also update the revised plans to reflect all of the additional intrusion detection devices identified in the RFI responses? Including these changes on the drawings would help ensure the scope is clear to all bidders and provide a level playing field during bidding.
VA Response: Intrusion detection devices shall be installed at front entrances of buildings, the warehouse, pharmacy vault, police armory, and pharmacy.
Revised plans reflecting these locations will not be available prior to the proposal date.
2. The RFI responses state that multi-sensor unit substitutions are acceptable at the cluster locations shown on the drawings. However, the most recent amendment specifies that cameras are to be Illustra mini dome cameras. Could you please clarify which camera models are acceptable for the locations where bidders choose to use multi-sensor units in place of the dome camera clusters?
VA Response: Avigilon 24C-H5A-3MH-DP1 multi-sensor units are acceptable.
3. The RFI responses state that the workstation locations and quantities, as well as the intrusion siren locations and quantities, will be shown to the contractor at the beginning of the project. Should bidders exclude these items from their base bid with the expectation that they will be added later through a change order? Without at least the device quantities, it's very difficult to accurately price these items.
Could you please clarify how you would like bidders to handle this portion of the scope?
VA Response: Intrusion siren location shall be installed at front entrances of buildings, the warehouse, pharmacy vault, police armory, and pharmacy.
