2. BASIS FOR AWARD

The Government will evaluate offers submitted in response to this solicitation in accordance with the evaluation factors set forth below. If an award is made, the Government intends to make award to the responsible offeror whose proposal represents the overall best value to the Government, and an award may be made to an offeror other than the lowest-priced offeror.

Method of Award: The Government intends to use the “Best Value” tradeoff approach in accordance with FAR 15. A firm-fixed price award will be made to the responsible offeror whose offer/proposal is determined to be the best value to the Government based on all factors outlined in this Solicitation (36C26026R0040). The Government reserves the right to accept other than the lowest priced offer or to reject all offers. Setting aside for Service-Disabled Veteran Owned Small Business (SDVOSB) firms that comply with regulations to meet our goals will fulfill the VA’s mission to meet socioeconomic goals. See the evaluation section for importance of factors.

3. EVALUATION

Technical experience will consider each offeror's demonstrated recent and relevant technical record of performance. One technical assessment rating will be assigned for each offeror after evaluating the offeror's technical experience, focusing on performance that is relevant to the requirement.

Projects that are at a minimum similar in complexity and comparable in size to the requirements of this project. The Government will evaluate the offeror’s projects related to their expertise on projects similar in scope, magnitude, and complexity.

Factor 2 Past Performance:

Past Performance will be evaluated to assess the Government's confidence in the offeror's ability to successfully perform the solicitation requirements. The evaluation will consider the offerors recent and relevant record of performance on contracts involving similar products and services. A past performance confidence assessment will be assigned based on the relevance of the work performed and the quality of that performance. The Government will evaluate past performance information submitted by the offeror for projects identified under Factor 1, Technical experience, as well as other relevant past performance information obtained by the Government. The Government may use information from Government and commercial databases, prior experience with the offeror, and references provided through the Past Performance Questionnaire Factor 3 Price: Price will be evaluated on the basis of reasonableness and unbalanced.

(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.

(d) Alternate offers.

(1) When an offer includes foreign solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.

(2) If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs (c) and (d) of the clause at FAR 52.225-9 for the offer that is based on the use of any foreign construction material for which the Government has not yet determined an exception applies.

(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of the clause at FAR 52.225-9 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic construction material, and the offeror shall be required to furnish such domestic construction material.
