EVALUATION FACTORS

1. GENERAL INFORMATION

The Government intends to award without discussions. In the event discussions with offerors are required, a competitive range may be established, and discussions conducted with all offerors in the competitive range.

2. BASIS FOR AWARD

The Government may reject any or all Proposals. Any informalities or minor irregularities in received proposals may be waived at the Government’s discretion.

The Government will evaluate offers in response to this solicitation in accordance with the Evaluation Factors below. The Government intends, if an award is made from this solicitation, to make award to the proposal that offers the overall best value to the Government and may award to other than lowest price offeror.

3. EVALUATION

Unless otherwise specified, the following definitions apply:

Recent - The project ended within the last five calendar years.

Relevant - A construction or alteration, of completed clinical, hospital, or other medical related space with a minimum contract value between $5,000,000 and $10,000,000.

Experience - Whether offerors have performed similar work before.

Performance - How well offerors perform/execute work contracted for.

3.1. Technical: Technical evaluates the quality of the offeror’s technical solution for meeting the Government’s requirement, and the risk associated with the technical approach.

3.1.1. Technical will consider each offeror’s demonstrated recent and relevant infection control, and technical record of performance. One technical assessment rating, and one risk assessment rating will be assigned for each offeror using Table 1 under 3.5, after evaluating the offeror’s recent infection control and technical, focusing on performance that is relevant to the requirement.

3.1.2. SUBFACTORS:

3.1.2.1. Infection Control: Provide an Infection Control plan that demonstrates compliance with the requirements outlined in specification 01 35 26 – Safety Requirements for safety and infection control requirement reference section (1.12 infection control). Moreover, see the attached ICRA permit, and explain how your organization will satisfy the permits based on based performance.

Provide a narrative describing infection control plan that your organization completed successfully for at least 2 contract projects and no more than 5 projects, with government agencies or private firms, where you recently (within the last 5 years) completed or substantially completed eighty percent (80%) of a construction renovation project, similar in scope and magnitude to this project.

3.1.2.2. Experience: Provide a narrative describing construction that serves patient care that your organization has completed successfully for at least 2 contract projects, and no more than 5 projects, with government agencies or private firms, where you recently (within the last 5 years) completed or substantially completed eighty percent (80%) of a construction renovation project, similar in scope and magnitude to this project.

Definition of Similar in Magnitude:

A project is similar in magnitude will have a final construction cost between $5,000,000 and $10,000,000.

Definition of Similar in Scope:

Similar scope includes building HVAC renovation.

Each narrative shall include the following information:

Project title and location.

Original contract award amount.

Original contract finish date.

Role of offeror on the project, including a clear designation of whether the Offeror was the prime contractor.

Project statistics including start and completion dates (original vs actual) and project cost (original vs actual). If original vs actual completion dates and project costs differ, please provide an explanation as to why they differ.

Problems encountered on identified contracts, if applicable, and the offeror’s corrective actions.

A reference (Point of Contract (POC) as well as one alternate POC: Name, job title, address, telephone number, and email address). The POC shall be familiar with the construction project but have no direct affiliation with the contractor (i.e. CO, Contracting Officer Representative of the project).

If the Offeror is a Joint Venture (JV) or a participant of Small Business Administration (SBA) Mentor-Protégé Program, recent relevant project experience should be submitted for projects completed by the Joint Venture entity or SBA Mentor-Protégé. If the JV or SBA Mentor-Protégé does not have shared experience, recent relevant projects should be submitted for each JV partner or for the Mentor and Protégé. Offerors who fail to submit experience for all JV partners or Mentor and Protégé may be not considered.

Offerors that have multiple recent and relevant prime contractor experience projects may be rated more favorably. Each contract project narrative shall be limited to two (2) pages (with no more than six (6) pages for all narratives), single spaced, Arial front size 11. The narrative shall describe the work performed, and successful completion in terms of cost control, quality of work, and compliance with the established schedule. Relevant Experience must be demonstrated as a Prime Contractor, and not as a subcontractor.

3.2. Past Performance: Past performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. It considers each offerors demonstrated recent, and relevant record of performance in supplying products, and services that met the contract requirements. One performance confidence assessment rating is assigned for each offeror after evaluating the offeror's recent past performance, focusing on performance that is relevant to the contract requirements. (See FAR 15.305). There are two aspects to the past performance evaluation:

3.2.1. Past performance will consider each offeror’s demonstrated recent and relevant record of performance. One performance relevancy and one confidence assessment rating will be assigned for each offeror using Tables 2 and 3 under 3.6 after evaluating the offeror’s recent past performance, focusing on performance that is relevant to the requirement.

3.2.2. Offerors may submit up to five (5) past performance references on the provided past performance questionnaire of work as a prime contractor responsible for managing multiple subcontractors and coordinating with multiple stakeholders. In describing the effort, provide major or critical aspects of the requirement to demonstrate relevancy. The Past Performance Team will review this information to determine the quality and usefulness as it applies to the past performance questionnaire.

3.2.3. The Government will utilize one or any combination of the following methods to evaluate an Offeror’s past performance in addition to reviewing questionnaires submitted including:

Reporting data gathered from the Contractor Performance Assessment Reporting System (CPARS).

Reporting data gathered from the System for Award Management Exclusions in accordance with FAR 9.404.

3.2.4. For each project not able to be verified, the Government may query references provided on questionnaires or elsewhere in the offer to evaluate past performance.

3.2.5. If the Offeror has no past performance, it shall be stated in the proposal.

Offerors with no past performance will be rated as neutral.

3.3. Price:

3.3.1. Price will be evaluated on a basis of reasonableness only. Offerors are required to review their proposal to ensure their price is complete and accurate prior to submitting to the government. If there is an assumed mistake in its price, the company will be offered to: 1. Perform at the original price, or 2. Withdraw their proposal submission.

3.4. Factors and Subfactors Order of Importance:

Sub factor infection control is more important than sub factor Experience. Technical when compared to Past Performance is more important. All evaluation factors, other than price, when combined, are significantly more important than price.

3.5. Rating Methodology: The technical rating evaluates the quality of the offeror’s technical solution for meeting the Government’s requirement. The risk rating considers the risk associated with the technical approach in meeting the requirement.

Table 1. Technical Ratings

RATING DESCRIPTION
