About this file

This is an Amendment to a Previous Combined Solicitation addressing questions received regarding wheelchair transport services for the Department of Veterans Affairs Rocky Mountain Regional VAMC in Aurora, Colorado. The solicitation number is 36C25926Q0190, issued by the VA Network Contracting Office NCO 19 in Greenwood Village, Colorado, with responses due by February 11, 2026, at 4:00 PM Eastern Time. This is a 100% small business set-aside for an Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed price contract using NAICS code 485991 with a small business size standard of $19.0 Million. The point of contact is Contract Specialist Chris Hollingsworth at Christopher.Hollingsworth2@va.gov or (303) 712-5724.

The amendment provides clarification on operational metrics critical to bidding. Historical trip volumes total 28,722 over three years (2023: 8,900; 2024: 9,622; 2025: 10,200), with gross monthly volume of 989 trips and completed trips averaging 825 per month. Seasonal variations show average weekly demand of 26 trips (January-April), 29 trips (May-August), and 32 trips (September-December), with peak demand on Mondays, Wednesdays, and Fridays between 7:00 AM and 3:00 PM for dialysis patients. Approximately 51 unique patients utilize services monthly with an average trip distance of 25 miles each way. Most transports are pre-scheduled (97%), with only 3% same-day requests. The service population includes 20-25% bariatric patients requiring specialized transport capacity. Scheduling is conducted through the VetRide website, and performance reporting will include weekly meetings initially, transitioning to monthly operational reviews with the Contracting Officer and Contracting Officer's Representative.
