CONTINUATION PAGE

RFI #1

OR HVAC PH 2

1. There are multiple references to LEED throughout the specs. Are there any LEED requirements for this project?

Response: No LEED requirements on this project.

2. The specs are written around Primavera P6 for the schedule. Will any other schedule formats be acceptable?

Response: As long as the project schedule is clear, critical path can be followed, and the schedule has the elements detailed in the specifications, format is negotiable.

3. Will General Conditions be billable as a monthly item as shown on our cost loaded project schedule?

Response: Yes, as long as it is identified as such in the Cost Loaded Project Schedule and Schedule of Values.

4. Will our field staff be billable on a month-to-month basis?

Response: Yes, as long as it is identified as such in the Cost Loaded Project Schedule and Schedule of Values.

5. Spec 01 33 23 1.3 Submittal Schedule – please provide the submittal schedule prior to the proposal is due, as they the submittal schedule may have a cost impact that the contractor will not be aware of.

Response: Contractor to complete VA Form 4266-R (attached) and engineer & architect to review based on specification requirements for submittals. The contractor and VA may agree on an alternate format in lieu of form 4266-R.

6. Spec 01 35 26 1.7 Can the SSHO be dual hatted?

Response: Per specifications 01 35 27 1.7C, the SSHO has to be a separate qualified individual from the Prime Contractor’s Superintendent and/or quality control manager with duties only as the SSHO.

7. Can the QCM also be dual hatted?

Response: The CQC/QCM can dual hat as superintendent, but not as SSHO.

8. Spec 01 35 26 1.12 ICRA – will plastic “zip wall” type assemblies be acceptable for the Class 4 ICRA?

Response: In some areas, reference revised sheet MEP0-0 with ICRA considerations attached.

9. Will the entire work for this project be a Class 4 ICRA?

Response: All work on the second floor in the OR Suite/ Pre-Op area will be a Class 4 ICRA. Miscellaneous scope throughout project in different areas may be evaluated to have a lower ICRA Class requirement.

10. Will taping of doors be acceptable for ICRA?

Response: Using plastic and tape over doors will be acceptable in some areas, reference revised sheet MEP0-0 with ICRA considerations attached.

11. Spec 01 45 00. References numerous Contractor Quality Control requirements. Will there be a requirement to have individual mechanical, electrical, structural, plumbing QCM that also carry a PE License?

Response: The specification section 01 45 11 3.4 C Experience Matrix requires each main discipline to have quality control personnel which is either a graduate engineer of that discipline OR a construction professional with 5 years of experience supervising that feature of work. A single person can cover more than one area provided that the single person is qualified to preform QC activities in each designated and that workload allows. Disregard the requirements for a “Design Quality Control Manager”.

12. The specs indicate that we may need 5 or more specialized QCM’s. That will add significant cost to the project. Will we need that many QCM positions?

Response: Reference response to question 11.

13. Spec 01 45 35 Please indicate what “Special Inspections” will be required for this project as they could have a significant price impact.

Response: Contractor to see sheet S-002 and Specification Section 01 45 35 for list of required special inspections.

14. The plans show - CONTRACTOR TO MAINTAIN FIRE SPRINKLER PROTECT THROUGHOUT CONSTRUCTION. INCLUDING BUT NOT LIMITED TO UPTURNING ALL SPRINKLER HEADS WHILE CEILING ARE REMOVED - Are the sprinkler heads rigid or flex pipe?

Response: Sprinkler heads are rigid.

15. The existing floor drains are encased in concrete, can they be cut and filled with concrete?

Response: It would be acceptable to cut out around the drain to remove and then set a new drain and infill the void space with concrete. This will likely be required to ensure the proper flashing is installed around the drain as well.

16. Can the existing pipes be used or is new piping to the main drain required and the old taken out?

Response: RE: P1-2B for extent of demolished piping to be replaced with new.

17. The OR equipment is to be installed by Steris?

Response: The existing Steris equipment, in OR3 & OR4, is to be deinstalled & reinstalled by Steris.

18. Is Steris providing the lights?

Response: Steris was used as basis of design, but any vendor that meets the specification requirements can be submitted. The new lights are to be contractor provided and installed by the contractor’s vendor.

19. Who is carrying Steris cost. The contractor or the VA?

Response: The contractor will be carrying that vendor cost.

20. Is there a “burn in” requirement for new fixtures, lighting, etc.?

Response: No, they are LED.

21. Will there be a requirement for TB Testing?

Response: TB testing is not required.

22. When is the project expected to be awarded?

Response: Award is anticipated by the end of June barring any unforeseen circumstances.

23. Spec 13 50 10 paragraph 1.1 B. Is the GC/Contractor required to carry Structural Design for The System?

Response: The structural system design for the Integrated Modular Laminar Air Delivery Manifold System shall be by the vendor as detailed in specification 13 50 10. Any substitutions should take the same design approach coordinated in the design documents including structural supports to limit any re-design needed to implement an alternate manufacturer. If equipment is submitted which differs in arrangement from that shown, provide documentation proving equivalent performance, design standards, and drawings that show the rearrangement of all associated system. Additionally, any impacts on ancillary equipment or services such as structural, shall be the Contractors’ responsibility to design, supply, and install at no additional cost of time to the Government.

24. Spec 13 50 10 paragraph 1.1 B. If the GC is to carry structural design for The System, will there be an allowance for cost adjustment due to structural considerations after the project is bid?

Response: Reference question 23.

25. Spec Section 01 00 00 1.6 Operations and Storage, H, Phasing. Is there a requirement for night, weekend or off hour work?

Response: Yes, after hours (night or weekend) work will be necessary in multiple instances such as interruptions to services/ utilities that impact areas beyond the construction site, as needed to meet the permitted phasing durations detailed on sheet MEP0-0, or for work to occur in Surgical Corridor B2-06C/ B2-07C and HAC STOR B2-98.

26. Solicitation page 13 of 58 Bid Guarantee. It does not state for the Bid Bond. Does the VA want an original? If so, where and when does it need to be delivered?

Response: Please provide digital e-mailed to (Ilze.Karklins-Powers@va.gov) as well as a hard copy mailed to Ilze Karklins-Powers, Contracting Officer (90C), Department of Veterans Affairs, 2360 E. Pershing Blvd., Cheyenne, WY 82001

27. Spec Section 01 00 00 -7 Paragraph J, 3. Calls for a 2-hour fire rating to surround the work area. Outside of the hallway and door access that can be observed, do all the existing walls in the work phasing areas carry a 2-hour rating? If not, please indicate which walls in the work areas are not 2-hour rated.

Response: Disregard requirements for 2-hour rating surrounding work area.

28. Plan sheet S-401. Indicates we are to tie into existing steel structural members. Do these members have fireproofing, and if yes, does the existing fireproofing contain asbestos that will need to be remediated?

Response: The majority of the existing steel is fireproofed. The OR 3 & 4 addition with the steel structure was constructed in 2009 so we do not anticipate the present of asbestos, but the VA will have it tested for verification prior to construction commencing in this area.

29. Plan sheet S-401. Indicates we are to tie into existing steel structural members. Do these members have lead based paint, and if yes, does the existing paint need to be remediated?

Response: Some of the existing steel is painted. The OR 3 & 4 addition with the steel structure was constructed in 2009 so we do not anticipate the present of lead-based paint, but the VA will have it tested for verification prior to construction commencing in this area.

30. The Specifications do not contain a Fireproofing spec. If we are to apply fireproofing to the new structural steel, please provide a fireproofing specification.

Response: Reference spec section 07 81 00 added in Addendum 01.

31. The plans indicate concrete work. Please provide a concrete specification for this work.

Response: Contractor to see revised sheet S-002 attached for concrete notes and requirements. Additional notes have also been added to S-401 and S-501 to provide further direction.

32. Please provide an asbestos report to cover any hazardous, toxic, lead and ACM that may exist in the work area.

Response: See three reports provided attached.

33. Drawing Sheet A2.2 Reflected ceiling plan indicate Acoustical Ceiling work. Please provide an acoustical ceiling specification.

Response: Reference spec section 09 51 00 added in Addendum 01.

34. Drawing Sheet A0.2 Reflected Ceiling plan demo indicate to remove the entire O.R. ceiling. Specification 08 31 13 for the new access panels to be installed. This spec section references Spec Section 09 06 00 Schedule for Finishes, which is not contained in the specifications. Please indicate are the Access Panels fire rated and if so, to what rating?

Response: All access panels are to meet the same wall or ceiling rating in which they are installed. However, the OR ceiling is not rated.

35. Please provide Spec Section 09 06 00 Schedule for Finishes.

Response: Existing finishes are unknown and contractor to match existing. If existing cannot be matched exactly, contractor is to submit substitution to architect, closely matching existing, for approval.

36. Please provide a plan detail for the drywall/hard lid portions of the O.R. ceilings.

Response: Gyp ceilings are a typical gyp board installation & should be covered in the shop drawings.

37. Spec Section 09 65 16, Paragraph 1.4 B. Quality Assurance. Will there be a 100SF mockup required? If yes, can the mockup be part of the total floor installation?

Response: No flooring mockup will be required.

38. If the bypass/iso ATS is top fed the depth is 28”. If the bypass/iso ATS is bottom fed it is 42”D. I don’t have a scale but neither one looks like it will fit. Additionally, I am pretty sure this would be the only bypass/iso ATS in your entire fleet.

Response: The bypass should be removed and ATS should be top fed. Place ATS per plans and provide a 2ft clearance to NBH-2 for future expansion if needed.

Clarifications

OR HVAC PH 2

Additional clarifications discussed during the pre-bid site walk which occurred on 4/13/23:

1. New condensing unit is fed by the new electrical panel being added in the penthouse.

1. Reference design document for ceiling demolition scope. ORs will have entire ceiling demolished and re-built while other areas will have selective ceiling demolition as needed.

1. There is some work, such as electrical, that may need to occur in the PH 2 area during PH 1. That work will be coordinated after surgery hours and ICRA provisions, such as a containment cart, will be necessary.

1. The only owner provided equipment are the patient ceiling lifts.
