This 100% set-aside opportunity for Service-Disabled Veteran-Owned Small Businesses is issued by the Department of Veterans Affairs with a magnitude between $500,000 and $1 million.

In reference to Solicitation page 11 of 66:
Factor 1-Past Performance
The contracting officer shall review an offeror’s relevant performance information based on the past efforts provided by the offeror. The contracting officer may review data independently obtained from other government and commercial sources recent and relevant as defined below. Relevant performance includes completed performance of efforts involving a project that included interior renovations to include architectural, structural, structural review and electrical in an active medical facility. Project will be similar or greater in scope, magnitude and complexity than the effort described in this solicitation. A recent project is defined as being completed within five years of the due date of this solicitation. The purpose of the past performance evaluation is to allow the government to assess the offeror’s ability to perform the effort described in this RFP, based on the offeror’s demonstrated past performance. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror. Offerors with no relevant past or present performance history or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Unknown Confidence," meaning the rating is treated neither favorably nor unfavorably.
If the lowest priced evaluated offer is judged to have a Substantial Confidence performance assessment, that offer represents the best value for the government and the evaluation process stops at this point.
Award shall be made to that offeror without further consideration of any other offers.
If the lowest price offer does not receive a Substantial Confidence performance confidence rating, the past performance evaluation continues until an offeror's past performance is judged to have a Substantial Confidence performance rating. The Government reserves the right to award a contract to other than the lowest priced offeror if the lowest priced offeror is judged to have a performance confidence assessment of "Satisfactory Confidence" or lower. In that event, the Source Selection Authority shall make an integrated assessment best value award decision.
Offerors are cautioned to submit enough information in the format specified in the solicitation. Offerors may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision
Questions:
1. What exactly is the specified format? CPARS evaluations, PPQ’s previously requested and used in another proposal response, new PPQ’s requested? Please clarify and provide template for PPQ if needed.

Attached PPQ is for your convenience. If CPARS exist for the project, then they should be submitted.
We will use any information to determine contractor ability to perform project with substantial confidence.
2. Is the requirement of this Factor to only include performance responses and not information regarding experience? If you submit information regarding experience, it will be reviewed.
3. Is the contractor allowed to provide supplemental information regarding relevant aspects of work for projects in which a CPARS evaluation is submitted and my not contain the necessary details to highlight the relevancy? Yes. Same question of submitting a previously requested PPQ. Yes. If the previous requested PPQ highlights performance on a recent and relevant project as defined in factor 1, it will be reviewed.
4. What is “present performance” and how is the contractor to demonstrate its present performance?
Disregard the mention of present performance. Please see updated instructions to offerors. Is the contractor to include a narrative of relevant projects currently in progress? No. Would these require performance evaluations/comments from the owner? N/A.
5. Is the contractor to provide a narrative of past experience without supporting performance information or do are listed projects to be the same as those with performance information? Contractor should provide supporting information so that we are able to evaluate that the Government has substantial confidence that the contractor can perform the work. Please review the instructions to offerors and ensure that you have provided enough information for the Government to perform evaluations.
