Solicitation: 36C25921R0031 Projects: 575-20-114 Repurpose 5th Floor for SARRTP

SEE COR RESPONSE HIGHLIGHTED IN YELLOW

1. Please confirm that existing vinyl tiles for removal does not contain asbestos mastic. See Scope of Work, Special Conditions #1.

2. The RFP allows contractor to store materials within the work area, under contractor control. Please advise if there is a specific room on the 5th floor that contractor can store materials. This may pose a challenge since there are various materials needed for this project. Materials can be locked and stored in storage room 5410. The SARRTP west and south wings of the 5th floor will not be occupied during construction if additional secured locked areas are needed to store material, make a request of the room desired to the COR.

3. The RFP noted that all laydown and storage by the contractor will be off site. With the various materials required for the project, would it beneficial to allow the contractor to have a site laydown yard for ease of access to materials and construction tools and equipment? Yes, any site laydown and storage plan will need to be submitted to the COR to review and approval.

4. The RFP period of performance is 120 days only, with the long lead items for materials, submittal, and procurement period, will the VA consider increasing the project duration to 240 days? No.

5. The bid sheet issued in the RFP include various appliances (Refrigerator, ovens, microwaves, etc).

Please confirm that all these are going to be contractor supplied and installed or are there other equipment/appliances that will be furnished and installed by the VA. Yes.

6. Are phase 1 and 2 areas going to be unoccupied during construction? - During the walk through we noticed that phase 1 south wing is still occupied. Please advise if all areas for construction will be empty or non- operational prior to contractor entry. These areas will be empty and non-operational during construction.

7. Please confirm that freight elevator at phase 1 can be utilized by contractor to haul in/out project materials and demolition debris. Yes, see specification section 01 00 00 paragraph 1.19.

8. The RFP only provided a bid sheet table listing/describing demo and new construction work and key plans. Will the VA issue more drawings such as elevations and details for reference and more accurate pricing by the bidder? No additional drawings will be issued by the VA.

9. The RFP issued combined specifications for General Conditions only. Will the VA issue a more complete specification sections for scope of work such as Finishes, Openings, Electrical, Mechanical, Security, Plumbing, etc? No, see specification section 09 06 00 paragraph 2.5.

10. For new finishing materials, (Flooring, ACT, etc) please advise if a certain percentage of extra material is required by the VA for maintenance replacement repairs. No percentage of extra materials is required however the VA will except usable extra material for attic stock.

11. Since there were no specification issued for finishes, please advise how the contractor will go about to determining the product and color required. Do we match existing or a more detailed description will be provided for finish material requirement? Provide the best possible match to the existing finishes.

12. Sheet G5 noted new appliances as contractor provided and contractor installed. Can the VA provide more specific information on the appliances such as sizes, capacity (Ex TV size, Oven size, Washer dryer capacity)? Is there any preferred brand to consider? TV’s will be provided by the VA. Appliances STD white finish, microwave oven 2.0 CF 1200-watt 120v, refrigerator/freezer 20 CF, stacking washer/electric dryer combo large capacity 4.0 CF.

13. The Bid sheet list require new keypad and card access control. Please provide specification and preferred product brand. Also advise if system integration is required. Please advise what is the existing access control system if we are to match or use existing. Card Reader “HID model #RP15”. Yes, integration of the system is required and provide a capable match to the existing system.

14. Sheet G-4 noted requirement (under note 32) for new ice makers, please advise/ provide information on voltage requirement, will it be 120 or 208? 120v, 20amp.

15. Sheet G-4, note 41, shows requirement for 2ea- new 2x4 LED fixtures. Please provide further information and specification. Lithonia Lighting model #2FSL4, 2’x4’ LED or equal.

16. Sheet G-4, note 45, shows new 120-volt outlets from room 5423, there are 2 panels in the room but there are only 1 space in each panel please advise where the power for the new circuits will come from. Room #5423, Panel #1 also has 4 circuits available, panel breakers #3, 23, 25 & 27.

17. Sheet G-5 note 64, require new coffee/brewer, please provide power requirements for these appliances. Commercial coffee brewer with (2) pots, which will require 120v, 30amp power.

18. Sheet G-5 note 65, require new oven, please provide power requirements for these appliances.

There is a new 1200-watt microwave oven (no “oven”) which will require 120v, 20amp power.

19. Sheet G5, note 66, require stackable washer and dryer units, however the drawings on room 5421 shows the washer and dryer in separate locations. Please advise. Place (1) stackable washer & dryer at each location.

20. Sheet G4, note 38, required a new interior window in hallway wall. Please provide elevation detail and specification for the new window. Standard clear anodized aluminum storefront frame 1-3/4” width and 4” depth, center glazed ½” laminated clear glass (¼”, laminate, ¼”).

21. Please confirm if new paint for walls and rails are to match existing wall paint. Or does the VA prefer new colors? Please provide specifications. See Finishes specification 090600, paragraph 2.5, section F.

22. Please provide specification for new room signage requirement. Match existing signage.

23. Will the video surveillance system be a ‘stand-alone’ system monitored only at the equipment in room 5401? Yes.

24. Is there any recording equipment requirement (DVR) for the video surveillance system? See specification 282300 Video Surveillance.

25. Will the video surveillance system be on emergency power only is there a requirement for

UPS/battery backup? If it require battery backup please provide capacity and runtime? Yes, a double conversion type UPS with 10 minutes of backup power at 100% capacity.

26. Please provide door and hardware specification including automated door openers. See door hardware schedule on Bid Sheet, Door & Hardware spec 087100 and Automatic door spec 087113.

27. Note 31 on Sheet G4 require replacement of flooring to match existing. Can the VA provide exact product number of existing floor tiles to match? Or can contractor match to closest pattern available? Match the existing tiles with the closest pattern available.

28. During the walkthrough, there is already a temporary plastic sheet and barrier going to the phase 2 hallway. Will this stay for contractor use or will VA remove upon turn over of area to contractor?

The barrier will remain, but if used by the contractor it will need to be modified to meet the ICRA permit requirements.

29. Bid Item 37 on the bid sheet noted a requirement for code compliant dryer venting thru south exterior wall. Please provide further information on the type of fan and CFM required, is a wall cap required? Please provide specification. Also Please advise if the dryer vent termination is to go outside opening above the window. No booster fan should be needed, the vent piping run will be less then 25’. A wall cap with vent screen will be required. The venting will be above the window.

30. Bid Item 36 also require a code compliant exhaust fan. Please advise type of fan and CFM required, can the VA identify existing duct to vent into? A 150 CFM Bathroom Exhaust Fan which would be connected to the existing bathroom venting adjacent to the new shower location.

31. Bid Item 16 and 17 require cover for the med gas headwall. Please confirm that removal of med gas is not required, no termination/purging of med gas lines. The med gas lines will not be removed, no termination/purging of med gas lines shall be required. The med gas lines shall remain intact for future use. The new med gas cover is being installed to prevent any med gas access from SARRTP patients.

32. The bid sheet included a few more tabs with cost values for itemized scope of work. Are these supposed to be used by the bidder/contractor for pricing reference? No.

33. The bid sheet included a tab showing contractor furnished appliances with pricing/cost. Are these supposed to be used by the bidder/contractor for pricing reference? No.

34. Please confirm that a privacy film is not required for the new doors with viewing glass panels.

Confirmed, no privacy film is required for the new doors.

35. On sheet G4 item# 23,25 and 26, do these integrate with the current cards or does the VA want new cards. Items #23, 25 & 26 shall integrate with the current cards.

36. Item#74 on sheet G7 (6MP video camera), Item B shows 2 each but the bid sheet only required for 1 each please confirm quantity. (2) 6MP video cameras are required as shown on sheet G7.

37. Item#73 Please advise viewing angle for 5MP camera requirement for the hallways and rooms.

5MP cameras shall provide views of hallways and group living spaces where the cameras are placed but not any views into the patient or staff rooms.

38. Item #8 on demolition notes. Please confirm if Nurse call system will be removed only or will it need to be relocated by contractor. The nurses call will remain in place and will not need to be relocated by the contractor.
