The following is a complete of list of Request For Information as it pertains to the Linear Accelerator Project at the GLA VA Healthcare System. Each question is followed by a highlighted response.
1.Question:
SF1442 Provides 1pm PST and 2pm PST on 2/4/21 as the bid due date. Will the VA please clarify the correct time when bids are due?
Response:
Bids are due February 4, 2021 at 1:00 p.m. Pacific Standard Time.
2. Question:
The price schedule only lists one bid item but the solicitation section C part B.5.A.3 lists 3 items plus a deductive alternate. Will the VA please clarify which is correct, the provided price schedule or the description in the statement of work?
Response:
Bid Items shall include the Base Bid for the entire project and Deductive Alternate for the Patient Lift SOW.
3. Question:
Line 13D of the SF 1442 time for acceptance is blank, we are unable to find this information in the rest of the solicitation. How long are bidders to hold their price for this solicitation?
Response:
Bids will need to be good for 30 days after bid opening.
4. Question:
Spec 01 00 00-1.11-E: Please confirm the contractor is required to perform a LIDAR survey of renovated area and interstitial spaces above and below affected area.
Response:
Government response: yes, the LIDAR survey is required
5. Question:
Drawings A-402, and Q100: Equipment item 1203 (presumably the patient lift equipment) is shown on both drawings, but not listed in the equipment lists. Please add it to the equipment lists, give its connection requirements, responsibility to furnish/install, and give a basis of design.
Response:
Patient Lift is contractor provided and contractor installed. Equipment requirements are provided in Specification Section 11 73 00. Contractor shall submit equipment in compliance with the specifications for Government approval. At VA Greater Los Angeles, the only patient lifts allowed are made by Guldmann, GH3+, 770 lbs.
6. Question:
Drawing E-100-0 does not show the power supply for the patient lift system. Please include it on the drawing like the circuits for the rest of the equipment already shown on E-100-0.
Response:
Patient lift requirements are provided in Specification 11 73 00, including power connection and battery capacity. Unit includes a DC motor with 120V battery charging connection. Charging connection shall be to 120V Panelboard serving that room, LIN2.
7. Question:
Drawing E-100-0 does not show the power supply to mechanical units IU-1, IU-2 and TU-0689. Please include it on the drawing like the circuits for the rest of the equipment already shown on E-100-0.
Response:
Each Indoor Unit (IU-1 and IU-2) is powered from the associated Outdoor unit and has a single electrical point of connection. Contractor shall extend conduit/conductors and provide disconnects in accordance with manufacturer’s requirements.
Provide TU-0689 controls/power as indicated on Sheet M-701. Provide 120V/24V transformer and coordinate with existing 120V circuits/panel serving existing terminal units in the space.
8. Question:
Will the VA remove VA property from the proposed construction areas of the building?
Response:
The General Contractor will assist the government to move/relocate VA Properties during construction and at the completion of the project.
9. Question:
Is the notice to proceed going to be concurrent with contract award, or will it be given at the preconstruction meeting?
Response:
The notice to proceed will be issued after the contract has been executed by the Contracting Officer. This is usually done before the Pre-Construction or Kick-Off Meeting.
10 Question:
For documentation purposes please provide drawings showing the path from the exterior of the building to the interior space where the new linear accelerator will be installed, that the contractors will be required to use for transporting material and equipment in and out of the work area.
Response:
Contractor shall coordinate paths of travel with VA facilities staff and shall adhere to all hospital guidelines regarding Infection Control and shall plan activities to mitigate impact on hospital operations. These required paths of travel may change considering the project is in an active healthcare environment. Please see attached, “RFI Map of GLA Facility and Construction Area”.
11. Question:
Sheet S-001, Foundations – General, mentions a soils report. There is no soils report included with the bid documents. Please furnish it if we are required to abide by it.
Response:
Contractor shall furnish a soils report and shall abide by the findings when preparing structural submittals.
12. Question:
Sheet S-001, Foundations – General, mentions inspection by the geotechnical engineer prior to placing reinforcing and concrete, is the contractor required to pay for the services of the geotechnical engineer?
Response:
Special Inspections shall be by a third-party inspector and shall be paid by the General Contractor. All inspections shall abide by the Specifications.
13. Question:
Since there will be several conduits and piping that will penetrate the 36” thick concrete walls and the 12” thick concrete SOG of Treatment room 0687 then please provide as-built drawings of the walls and floor.
Response:
Contractor is responsible to scan the existing concrete walls and floor for thickness and rebars prior making any cutting the walls or flooring. Please coordinate with project engineer for any assistance. 14. Question:
Sheet MH101-1: What is the construction type of the wall above the door into Treatment room 0687, where the new ductwork passes through?
Response:

15. Question:
Please confirm there will be a public bid opening via Microsoft Teams, and if so list date and time.
Response:
Information regarding the bid opening can be found in Section L Page 63 under IB-X Public Bid Opening in the posted solicitation. There is a link provided to the Microsoft Teams meeting that will be held for the bid opening which will be on 4 February 2021 at 1:15 pm Pacific Standard Time
