About this file

This file is a comprehensive project specification and bid document set for the replacement and upgrade of an overhead paging system at the Michael E. DeBakey VA Medical Center in Houston, Texas (Project 580-25-101).

The project encompasses installation of a new IP/SIP overhead paging system across multiple buildings on the VA campus, including Buildings 100, 103, 104, 105, 108, 108A, 109, 110, 120, 123, 125, and Fisher Houses 1-3. Work includes general construction, demolition of existing analog paging systems, asbestos abatement, architectural finishes, electrical installations, telecommunications infrastructure, and commissioning of communications and electronic safety systems. The contract is a firm-fixed-price design-bid-build project set as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a requirement that at least 15 percent of personnel costs be spent on eligible SDVOSB employees. The period of performance is 730 calendar days from Notice to Proceed, with proposal submission deadline of 75 days. Performance and payment bonds are required. The specifications detail extensive requirements for quality control (three-phase inspection system), safety (including comprehensive accident prevention plan, respiratory protection, and decontamination procedures), project scheduling using Critical Path Method, submittals and shop drawing reviews, commissioning activities for all systems, construction waste management with minimum 50% diversion rate, and traditional asbestos abatement procedures with negative pressure enclosures and professional industrial hygiene oversight. The document establishes detailed protocols for personnel qualifications, equipment specifications, decontamination facilities, air monitoring, waste disposal, and final clearance testing, particularly for asbestos work in multiple buildings with occupied spaces.
