About this file

This is Amendment 0005 to solicitation 36C25626R0067 for the Replace/Upgrade Overhead Paging System at the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, Texas. The amendment extends the offer due date from 04-28-2026 to 08-20-2026 at 1100 CDT and revises the offer bid guarantee from 120 days to 60 days. The solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a Firm-Fixed Price construction contract anticipated. The contractor must furnish all supervision, labor, materials, tools, and equipment to replace and upgrade the overhead paging system across all campus buildings, including general construction, demolition, architectural work, asbestos abatement, electrical, and telecommunications work. The period of performance is 730 calendar days from the Notice to Proceed, and performance and payment bonds are required along with a bid bond submission with the proposal. At least 15 percent of personnel costs must be spent on the concern's employees or other eligible SDVOSB employees.

The amendment includes clarifications addressing contractor questions regarding negative air discharge requirements (discharge to low-risk areas now permitted with appropriate approvals), cable tray and conduit installation expectations (Building 100 requires raceway reuse only; other buildings require new raceways and J-hooks), existing pathways and cable configurations (J-hooks are acceptable for new cabling in interstitial spaces after routing), hazardous materials surveying (asbestos survey will be provided post-award; Building 100 contains no asbestos), and network switch options (both Juniper and Cisco switches are acceptable and compatible). The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 is administering this acquisition through the Network Contracting Office in Houston, Texas.

Clarifications for 580-25-101 Replace/Upgrade Overhead Paging:

1. Question: The amendment #1 response #34 for negative air discharge is unclear. Will negative air be required to exhausted to the exterior of the building?

Answer: New ICRA 1.4 directive received, we can now discharge to low-risk areas depending on construction safety, infectious control staff, and COR approval.

1. Question: Based on the response for amendment #1, question #36, and amendment #2 question #6- contractor shall provide new pathways, cable tray, conduit when the existing pathway cannot be used. We are unable to know if and what quantity of existing raceways are suitable for reuse. What percentage of cable tray and size is the VA expecting to be installed as new? What percentage of conduits and size is the VA expecting to be installed as new?

Answer: In Building 100, contractor is to reuse the existing raceway. No new raceway is required. All other buildings will require new raceways and J hooks since we don’t currently have the infrastructure of a PA system in those outer buildings.

1. Question: The response to amendment #2, RFI #7 places the responsibility for surveying and verifying existing conditions on the contractor and says to refer to the contract documents for requirements regarding site investigation, examination of existing conditions, and procedures for addressing concealed or different site conditions encountered during construction. The contract documents are unclear with regards to existing raceways/pathways. Is the existing cabling installed using J-hooks? Will J-hooks be acceptable for new cabling? Is there sufficient cable tray of the appropriate size and fill volume available for the new cabling? Unless the VA provides as built drawings of the existing cable tray and conduit, we would have to assume that all new pathways would be required. Is this the intention of the VA drawings and solicitation?

Answer: See response to #2. After the cables are in the interstitial in B100, they can be routed with J hooks.

1. Question: The response to amendment #2, RFI 13 says that existing pathways can be re-utilized when possible and when conforming to the minimum requirements of the construction documents. New pathways shall be provided. Is the existing cabling installed using J-hooks? Will J-hooks be acceptable for new cabling? Is there sufficient cable tray of the appropriate size and fill volume available for the new cabling?

Answer: See responses to #2 and #3.

1. Question: The hazardous materials survey has not been provided. Please provide this so that abatement can be more accurately priced. Amendment 2 RFI 27 only says that the VA will provide it post award. We request that it be provided pre-bid.

Answer: The AE used the ACM reports to compile their notes on the plans. Offerors are to price out what’s shown on the drawings. The ACM reports will be provided to the awardee after contract award. B100 does not have asbestos.

1. Question: The response to amendment #2, RFI #29 is still unclear on the network switches that can be used. Does the VA have a sole source justification for Cisco?

Answer: Offerors may submit either Juniper or Cisco. Both are compatible.
