About this file

This is Amendment 0002 to solicitation 36C25626R0067 for the Replace/Upgrade Overhead Paging System at the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, Texas. The amendment extends the proposal deadline to June 18, 2026 at 14:00 CDT and makes several substantive modifications to the solicitation requirements. Key changes include the addition of FAR 52.232-18 (Availability of Funds), extension of the SF1442 proposal validity period from 75 calendar days to 120 calendar days (with offerors required to fill Block 17 on Page 2 with the minimum 120-day validity period), and issuance of comprehensive clarifications addressing 27 detailed questions from potential bidders regarding system specifications, responsibilities, and project execution.

The clarifications confirm that the contractor is responsible for furnishing and configuring Cisco PAS network switches, performing the PAS Needs Assessment, verifying existing infrastructure conditions, and providing all necessary cabling and pathways (with no existing telecommunications cabling designated for reuse). The new paging system must integrate with existing nurse call, telecom backbone, and fire alarm/emergency notification systems. The contractor may use alternative systems meeting performance requirements and has flexibility to work on multiple buildings concurrently within phases while maintaining infection control and life safety measures. Work in patient care areas must occur primarily after-hours unless approved otherwise by the Contracting Officer. No extended system outage is permitted during transition from the analog to IP-based system. The VA will provide asbestos reports post-award, and the contractor is responsible for addressing ceiling tile replacement, wall repairs, and other damages resulting from construction activities.
