The awarded Contractor shall furnish all labor, tools, materials, equipment, subcontractors, and supervision necessary to safely perform all work associated with upgrading the HVAC and

Generator Systems. This work shall be performed at the VA JACC, Pensacola.

1. Pharmacy Chiller (ACCU-1) Upgrade

a. Demolition Work:

i. A survey of the work area in the cooling tower yard and 1B176 shall be performed to document existing conditions prior to the start of work.

ii. Contractor shall recover the refrigerant (R22) from ACCU-1 in accordance with federal, state, and local laws.

iii. Disconnect piping and remove the ACCU-1 pad mounted chiller.

iv. Remove local electrical and mechanical hardware being replaced.

v. Remove chilled water pump #3 (CHWP #3)

vi. Remove motorized actuators (4) for pharmacy chilled loop switching valves

vii. Any removal of the acoustical ceiling systems will require a temporary suspension to support any present electrical and mechanical fixtures.

viii. Dispose of old equipment at an offsite disposal site or recycling center in compliance with federal, state, and local laws.

b. Replace ACCU-1

i. Replace in-kind air-cooled chiller, ACCU-1.

ii. Insulate all required piping. Match existing materials and thermal resistance.

iii. Insulation of piping and ductwork shall include insulation of appurtenances such as valves, flanges, elbows, tees, circuit setters, dampers, etc.

iv. Seal all holes, pipes, conduits, penetrations, or punctures within the envelope of the work area in an appropriate manner. The selected method of sealing must maintain the construction areas required fire/smoke rating, prevent windblow rain, and match existing finishes.

v. Concrete pad repaired/adjusted as needed or replaced pending footing requirements for new chiller.

c. Pump replacement

i. Replace in-kind vertical inline pump and motor assembly, CHWP #3 ( Bell and Gossett 1.5”x1.5”x9.5”B Series e-80SC)

ii. Use OEM maintenance guidelines to properly set mechanical seal, torque and Loctite the motor collar ring, and precision set the coupler with correct gap and cap screw torque.

d. Replace motorized actuators (4)

i. Replace in-kind 4 electronic actuators above 1B176 for chilled water loop isolation.

e. Test and Integrate Chiller Swap in BAS

i. The existing controls system was built and is maintained under contract with Siemens. Therefore, all controls design, installation, and programming shall be through Siemens.

ii. All controls installed or replaced shall be native BACnet.

iii. Work with Siemens, the site BAS contractor, to functionally test the following:

1. System should automatically swap from cooling tower chilled water loop to ACCU-1 in the event cooling tower water is unable to maintain room temperature set point.

2. Chiller should cycle on weekly during normal operations to exercise. A failed test should immediately swap back to cooling tower supply water to maintain the pharmacy environments

(1B120, 1B120A, 1B121, and 1B122).

3. The controls should run an automatic lead/lag compressor sequence to equalize average run hours between units.

f. Work Schedule

i. Most of the work is to be performed during normal duty hours (0800 to

1630) Monday through Friday, exclusive of Federal holidays. However, some work must be coordinated around pharmacy schedule to prevent any environment out-of-spec events. This includes testing and start-up of the new chiller system through the BAS. Any work performed outside of normal working hours shall be coordinated with the COR.

ii. All utility or HVAC outages shall be coordinated with the COR and shall avoid impacting patient care, equipment operation, or supplies.

2. CRAC-1 Upgrade

a. Demolition Work

i. A survey of the work areas, room 2B157, and roof space shall be performed to document existing conditions prior to the start of work.

ii. Contractor shall recover the refrigerant (R22) from both the outsi de and inside units.

iii. Disconnect, de-pipe, detach, and remove the CRACU-1 pad mounted condensing unit and corresponding evaporator unit in 2B157.

iv. Remove any corresponding ductwork, electrical, and additional hardware being replaced.

v. Any removal of the acoustical ceiling system below will require a temporary suspension to support any present electrical and mechanical fixtures.

ii. Relocate as necessary the existing heating, ventilating and air conditioning system ductwork, dampers, grilles, and diffusers affected by the new construction.

iii. Replace or repair all ductwork insulation disturbed by the new construction.

iv. Insulate all hot water piping and ductwork. Match existing materials and thermal resistance.

v. All duct and insulation seams shall be aluminum taped and coated with insulating mastic.

vi. Insulation of piping and ductwork shall include insulation of appurtenances such as valves, flanges, elbows, tees, circuit setters, dampers, etc.

vii. Flex duct shall be a maximum of four feet in length and shall only be used to connect supply grills at the end of a duct run.

viii. All ductwork shall meet or exceed SMACNA standards.

ix. Upgrade obsolete controls that communicate with building automation system (BAS). Assist current HVAC contractor (Siemens) with integrating into existing BAS.

xi. All controls installed or replaced shall be native BACnet.

xii. The unit must be able to swap from chilled water to DX as currently designed.

xiii. A qualif ied independent testing agency shall test and balance all HVAC work after final construction. Any rework required to bring the HVAC system back within design specifications is to be included within this scope of work. A digital copy of the test and balance report shall be provided.

xiv. All utility or HVAC outages shall be coordinated with the COR and shall avoid impacting patient care, equipment operation, or supplies.

xv. Air conditioning systems should be provided to heat, cool and ventilate the individual space as required to satisfy the VA HVAC design criteria.

xvi. Humidification/dehumidification capability of the new unit is expected to keep electronics within OEM tolerances.

c. Replace External DX Unit

i. Replace existing DX system condenser including line set, electrical disconnect, and controls.

ii. Insulate all required piping.

i. Seal all holes, pipes, conduits, penetrations, or punctures within the envelope of the work area in an appropriate manner. The selected method of sealing must maintain the construction areas required fire/smoke rating, prevent windblow rain, and match existing finishes.

d. Temporary Equipment

i. Temporary cooling should be provided, set-up, and monitored by contractor while the CRAC-1 system is completely off -line. At a minimum, the cooling capacity of the temporary unit should meet the capacity of CRAC-1 system being upgraded to preserve the space’s temperature and humidity requirements. For job planning, every effort should be made to leverage running the current system between DX or chilled water and limit the amount of time the room is temporarily cooled while the evaporator unit is being replaced.

e. Work Schedule

i. Most work is to be performed during normal duty hour (0800 to 1630), Monday through Friday, exclusive of Federal holidays. However, some work time is to be outside of normal duty hours and coordinated around

MRI room schedule so as not to disrupt patient care. Any work performed outside of normal working hours shall be coordinated with the COR.

3. CRAC-3 Upgrade

a. Demolition Work

i. A survey of the work area, rooms 1D115 and 1D117 shall be performed to document existing conditions prior to the start of work.

ii. Contractor shall recover the refrigerant (R22) from both the outside and inside units.

iii. Disconnect, de-pipe, detach, and remove the CRACU-3 pad mounted condensing unit and corresponding air handler above the drop ceiling in

1D115.

iv. Remove any corresponding ductwork, electrical, and additional hardware being replaced.

v. Any removal of the acoustical ceiling systems will require a temporary suspension to support any present electrical and mechanical fixtures.

4. VAV Box Upgrades

i. Furnish and install new VAVs, hot water piping, ductwork modifications, BAS programming, and commissioning.

ii. Install hallway mounted alarm boxes complete with any missing control monitoring elements (temp, press, humidity, etc.).

iii. All controls installed or replaced shall be native BACnet

iv. Furnish and install piping, valves from the existing pipe to the new VAVs.

Provide isolation valves for each location.

v. Utilize existing ductwork to feed new and route as needed.

vi. Insulate all hot water piping and ductwork, match existing materials and thermal resistance.

vii. All duct and insulation seams shall be aluminum taped and coated with insulating mastic.

viii. Insulation of piping and ductwork shall include insulation of appurtenances such as valves, flanges, elbows, tees, circuit setters, dampers, etc.

ix. Flex duct shall be a maximum of four feet in length and shall only be used to connect supply grills at the end of a duct run.

x. All ductwork shall meet or exceed SMACNA standards.

xi. Demolition will involve removal of unneeded ductwork after new VAVs are installed.

xii. Each location must be completed, inspected and operational before acceptance.

xiii. Dust control measures are critical. Areas for work include multiple areas for sterile storage, medical distribution storage, exam rooms, and procedure rooms. Dust barrier or zip walls mandatory, ceiling around work area vacuumed. All HEPA filtered vacuums must have filter mechanically fastened.

xiv. Terminate all wiring in the field panel, build database points, write PPCL code to monitor rooms to initiate dehumidification routine, to include lowering ahu discharge temperature, modulating VAV to control temperature and humidity.

xv. Includes all additional electrical, wire, panel, graphics and PPCL needed to tie into the Siemens System.

xvi. The existing controls system was built and is maintained under contract with Siemens. Therefore, all controls design, installation, and programming shall be through Siemens.

xvii. Provide commissioning for VAVs, include demonstration, and verify operation in all modes.

xviii. Provide test and balance of AHU-3 zone. This zone will contain the majority of the VAV project changes.

xix. Provide VAV boxes to meet CFM values in “List of Work Schedule”.

Submit for approval. VAVs to be manufacturers standard, to include all piping accessories, strainers, circuit setters, isolation valves, unions, f lex connectors, prewired for t-stat, humidistat, and control program to initiate system dehumidification program.

xx. Remove wall mounted control elements replaced with new alarm/control panels.

xxi. Return wall f inishes and ceiling grid back to prior construction state.

b. Work Schedule

i. Most work is to be performed outside of normal duty hours. Normal duty hours are defined as 0800 to 1630, Monday through Friday, exclusive of

Federal holidays. Some work will take place during normal duty hours if there are no potential impacts to patient care. Any work performed outside of normal working hours shall be coordinated with the COR.

5. Generator Repairs/Upgrade Contractor shall provide and install new base fuel tanks and weatherproof enclosures f or both the 230KW and 650KW emergency generators at the JACC. Fuel tanks shall have secondary containment, be epoxy-rubberized coated with fuel gauges, level alarms and pressure relief valves. Generator enclosures shall be constructed of aluminum and be powder coated.

Generator enclosures shall be weatherproof and shall have acoustic insulation. Enclosures shall include interior lighting and motorized louvers. Weatherproof enclosures shall be OEM Kohler or approved equal.

a. Demolition Work

i. Remove and dispose of existing generator weatherproof enclosures.

ii. Remove fuel f rom base tanks. Fuel can be saved, polished and reused or disposed of offsite in accordance with federal, state, and local regulations.

Partitions shall be full height, extending through suspended/hard ceilings to the floor slab or r oof deck above and shall be one-hour fire rated, unless sprinklers are installed and are operational on both sides of the temporary partition whereupon the partition may be permitted to terminate at the ceiling in accordance with NFPA 241.

Where the ceiling on one side of the temporary construction barrier has been removed, the temporary wall would need to go to the deck above. This requirement is due to the inherently greater potential for fire or hazardous materials incidents associated with the combustibles and operations of demolition/construction. This risk is made worse by the likelihood of compromised fire protection systems and fire/smoke resistant construction. This does not obviate the need to provide other protective measures to contain dust and debris as specified by VAMCS 01 00 00 section 1.8(D)(2). Sprinklers are considered to be operational when they are installed in accordance with NFPA 13 (spacing, protection, distance from the ceiling, etc.) and there is a sufficient automatic water supply. If the ceiling was removed and the sprinklers remain at the original ceiling level, they would likely not be considered operational.

e. Provide dust proof one-hour / f ire-rated drywall construction barriers to separate construction from the operational areas of the clinic in order to contain dir t debris and dust. Barriers shall be sealed and made presentable on clinic occupied side.

Install a self-closing rated door in a metal frame, commensurate with the partit ion, to allow worker access. Always maintain negative air. A fire-retardant polystyrene, 6-mil thick or greater plastic barrier meeting local fire codes may be used where dust control is the only hazard, and an agreement is reached with the COR and Safety Office.

f. Phase construction as necessary to ensure that obstruction of exits is minimized or avoided. If exits are obstructed during construction, provide alternate exit routes during each phase of construction, and identify the alternate routes on the construction drawings.

g. Minimize or avoid disruptions to fire alarm and sprinkler systems. Delineate phasing of construction to ensure that installations of new systems are expedited, and where possible, maintain existing systems in service until the replacement system is operational. If f ire protection systems are to be disrupted, ensure procedures are incorporated to maintain equivalent levels of fire protection and provide 5 calendar days formal written notif ication to COR and Safety Office before fire alarm systems are taken out of service.

11. Infection Control- During Construction

a. Implement the requirements of VAMC’s Infection Control Risk Assessment

(ICRA) team. ICRA Group may monitor dust in the vicinity of the construction work and require the Contractor to take corrective action immediately if th e saf e levels are exceeded.

b. The contractor is responsible for notifying/educating all personnel involved in the construction or renovation process in infection prevention measures established by the medical center and as noted on the ICRA Permit Form which will be provided at the Preconstruction Meeting.

c. Isolate HVAC system in area where work is to be done to prevent the contamination of the air duct system.

d. Complete all critical barriers i.e. (sheetrock, plastic, etc. to seal area from non-work area or implement control cube method (cart with plastic covering and sealed connection to work site with HEPA vacuum - prior to vacuuming and pr ior to exit) before construction begins.

e. HEPA filtration is required where the exhaust dust may re-enter the breathing zone.

f. Contractor shall verify that construction exhaust that is released to the exterior of the building is not reintroduced and circulated back to the medical center via intake vents, or other building openings.

g. Negative air pressure must be maintained within workspace throughout the construction project. Install HEPA (High Efficiency Particulate Accumulator) filter vacuum system rated at 95% capture of 0.3 microns including pollen, mold spores and dust particles. Insure continuous negative air pressures occurring within the work area. HEPA filters should have ASHRAE 85 or other pre-f ilter to extend the useful life of the HEPA. Provide both primary and secondary filtrations units. Exhaust hoses shall be heavy duty, flexible steel reinforced and exhausted so that dust is not reintroduced and circulated back through the medical center.

HEPA filters must be routinely monitored and replaced once filter become visibly dirty or is no longer effective.

h. Seal all holes, pipes, conduits, penetrations, or punctures within the envelope of the work area in an appropriate manner. The selected method of sealing must maintain the construction areas required fire/smoke rating, prevent windblow rain, and match existing finishes.

i. The Contractor shall construct an “ante-room” and require all personnel to pass through this room so they can be vacuumed using an HEPA vacuum cleaner before leaving the worksite or they can wear cloth or paper coveralls that are to be removed each time they leave the worksite. Keep area adjacent to the “ante -room” mopped and clean as required due to heavy worksite traffic.

j. During demolition, any dust producing work, and/or work in the ceiling, disposable shoes or shoe covers must be worn. This footwear shall be removed in the “ante-room” whenever the worker exits the work site.

k. Do not remove any construction barriers from the work area until the area is thoroughly cleaned, and the project is signed off as complete by the COR.

l. Provide and install adhesive dust “sticky” walk-off mats at each entrance/exit of construction area. These mats shall be a minimum 600mm x 900mm (24” x 36”).

Replace walk-off mats as often as required while maintaining clean work areas directly outside of the construction areas.

m. Vacuum and wet mop all transition areas between the construction area and the occupied medical center at the end of each workday. The vacuum shall utilize a

HEPA filter. Maintain the surrounding area by frequently removing debris.

Transport the debris to a location outside of the construction area. Utilize containers with tightly fitting lids and dispose of them dumpsters that are provided by the contractor.

n. There shall be no standing water created and present on the worksite during construction. This includes water located in equipment drip pans and open containers within the construction areas. All accidental spills must be cleaned up and dried within 30 minutes. Remove and dispose of porous materials that remain damp for more than 24 hours.

12. Infection Control– Upon Project Completion

a. During demobilization, remove barrier material carefully to minimize the spreading of dirt and debris that was generated during construction.

b. Transport construction waste in tightly covered containers.

c. Cover transport receptacles or carts with a solid lid. Tape any covering that is not covered with a solid lid.

d. Clean and mop areas with disinfectant or as approved by the COR.

e. Remove the isolation barriers that were placed upon the HVAC systems located within the areas where construction work was performed.

f. Vacuum using a HEPA filter and wipe clean all surfaces in the construction area.

This includes walls, ceilings, cabinets, casework, f urniture (built-in or free standing), partitions, flooring, etc.

13. Installation Time All work shall be completed within 270 calendar days after “Notice to Proceed” is received by the Contractor. To not/minimize impact patient care, the COR and contractor should coordinate schedule based on VAV locations and occupying end user needs.

14. Special Bid Considerations by the Contractor It is the responsibility of the Contractor and all involved sub-contractors to visit the site and field verify all existing conditions necessary to be addressed for the pricing of this subject project. All disposal costs and fees for debris removal will be the con tractor’s responsibility. The contractor will be responsible for cleanliness of the building area exterior and providing their own dumpster on site.

15. Safety Considerations Contractor’s shall provide and utilize all safety requirements in accordance with OSHA regulations in the performance of the work.

16. Notes

a. The Contractor shall submit ALL samples, including manufacture’s literature, of newly proposed materials for approval. No materials shall be procured or installed prior to the approval of the samples.

b. Site shall always be kept clean and free from debris, and the contractor shall remove debris daily from the health care system property. Contractor will not be allowed to use Government tools, materials, and/or labor for this project.

c. All work is to be performed in strict compliance with the attached specifications and

“Scope of Work”.
