Question 1- On page the SF1442, it says the estimate of construction magnitude for this project is between $5,000,000 and $10,000,000. On page 12 of the solicitation, Factor 1 Relevant Past Performance of Prime Contractors, paragraph A says construction work that was equal to, or greater than $6,000,000. With the minimum construction magnitude for this project being $5,000,000, will the Government please consider the Offeror’s relevant past performance of construction work that was equal to or greater than $5,000,000, not $6,000,000?

Answer to Question 1 The construction cost range is a separate issue from the evaluation factors. The two are not tied together. Per FAR 36.204 and VAAR 836.204 Disclosure of the magnitude of construction projects the construction magnitude for this project is between $5,000,000 and $10,000,000.

Question 2- On page the SF1442, it says the estimate of construction magnitude for this project is between $5,000,000 and $10,000,000. On page 13 of the solicitation, Factor 2 Technical Construction Experience of Prime Contractor, paragraph B says construction work that was equal to, or greater than $6,000,000. With the minimum construction magnitude for this project being $5,000,000, will the Government please consider the Offeror’s relevant past performance of construction work that was equal to or greater than $5,000,000, not $6,000,000?

Answer to Question 2- The relevant past performance required for this project is $6,000,000.

Question 3- Drawing CC001 shows location of hydraulic crane. Is this the only location allowed?

Answer to Question 3- Other locations would need VA approval.

Question 4- Will hoisting of construction materials over occupied buildings be allowed?

Answer to Question 4 – Connecting corridors may be closed but buildings will be occupied. Lifting plans required per specifications.

5- Please confirm that, under Special Note 1 (page 13), a prime offeror that lacks “relevant experience” may submit the past performances of its key personnel and/or major subcontractors for evaluation under the Past Performance factor.

Answer to Question 5-Please refer to Amendment A0002 for this solicitation.

6-Will an offeror that identifies three past performance examples be rated higher than an offeror that is only able to submit one (assuming the substance of the evaluations are roughly the same)?

Answer to Question 6- An offeror that submits three past performance examples will not be rated higher than an offeror that submits one past performance example. The substance presented by the bidder for Factor 1 A, B and C is what is being evaluated.

7-Will the government consider relaxing its prohibition against subcontractor past performance references, to expand the pool of competitive SDVOSB awards?

Answer to Question 7 Please refer to Amendment A0002 for this solicitation.

8-Want to supply and install the patient lift systems structural support only for this project based on the AMICO project and would be bidding as a sub-contractor to the qualified GC’s.

Answer to Question 8 No part of the patient lift system is to be purchased or installed through this contract. The construction contractor will need to coordinate the structural support for the lifts with the contractor that installs the lifts who will be working under a separate contract. Contractor has not been selected to provide patient lifts or installation at this time.

Question 9- On November 17, there was a site visit in which three SDVOSB firms participated. Though this confirms that the Solicitation must be set aside for SDVOSBs, it also indicates that the requirements are restrictive.

0. Would the agency consider allowing past Performance and Technical examples for work performed as a subcontractor, to expand the potential pool of offerors?

0. Would the agency consider lowering the dollar value threshold of relevant contracts, from $6m to $4m, to expand the potential pool of offerors?

Answer to Question 9 The dollar value of the past performance is $6M and the past performance and technical examples of subcontractors was addressed in Amendment A0002 of this solicitaiton.

Question 10- Will the agency confirm whether the relevancy dollar value threshold for past performance (currently set at $6m) is for single projects or the cumulative value of all submitted projects?

Answer to Question 10- The dollar value of $6M is for a single project.

Question 11- Drawing CC001 shows location of hydraulic crane. Will we be allowed to drive material trucks down that access roadway/walkway?

Answer to Question 11 - Yes

Answer to Question 12 – Yes but loading dock at Canteen must remain accessible.

Question 13- In order to get a crane to the location shown on CC001 the handrails on the stairs leading to the west side of building 19 will need to be removed and reinstalled. We will make temporary handrails and protect the first 3 steps. Is this ok?

The verbiage for the alternate mentions that the HVAC will be reduced to three zones. Will the three zones just be for those 4 rooms or will the VA want zones working outside of those rooms to temper the entire floor space? If so, what will that look like?

Answer to Question 19 – Refer to architectural sheet GI102. Plan indicates spaces for deductive Alternate No. 4. Spaces to be fully built out (1C) shall have HVAC as indicated on plans. The remaining “open” space (1C) shall be served by 3 vav terminal units providing 3 zones (approx. 900 cfm each terminal unit). Each unit shall be complete with HW piping, thermostats, low pressure supply and return duct, and grilles and diffusers to provide even airflow for space. Max. supply cfm per diffuser shall be 300 cfm.

Answer to Question 71 – Construction Contractor to hire

Question 72 Who is responsible for the utility locations?

Answer to Question 72 – Construction Contractor

Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

Answer to Question 73 – Pricing considerations are governed by the provisions and clauses within the solicitation. Please contact your respective legal counsel for advice on interpreting pricing considerations related to this solicitation. We cannot provide you with legal advice. If any significant tariff increases occur between the time of your offer submittal and award, please feel free to bring them to our attention. However, note that our comments on legal advice will still apply regardless of your effort to bring the increases to our attention.
