About this file
This document is an amendment to a federal contract solicitation detailing changes to executive order provisions and contract clauses for a VA renovation project. The project involves renovating Building 134-2C Clinical Learning Center (CLC) located at Captain James A. Lovell Federal Health Care Center in North Chicago, IL, with approximately 12,590 square feet of renovation work. Key project requirements include selective demolition, installation of metal studs, gypsum wall board, paint, ceilings, flooring, electrical systems, fire protection modifications, telecommunications cabling, and HVAC system integration.
The solicitation emphasizes strict compliance with infection control, safety protocols, and detailed documentation requirements. Critical project elements include establishing dust-tight containment, negative air pressure systems, HEPA filtration, and comprehensive quality control measures. The contractor must provide weekly progress meetings, daily reports, and extensive closeout documentation. Specific technical requirements include using Cat 6a telecommunications cabling, BACnet communication protocols, and procuring sole-source components from specified manufacturers like Johnson Controls for fire alarm systems and Automated Logic Company for building automation systems. The project targets a July 22, 2024 completion date, with precise scheduling and coordination mandated throughout the renovation process.

Additional Contract Language:
System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
