I. THERE ARE NO CHANGES TO THE BID OPENING INFORMATION; THE LINK AND INFORMATION ARE PROVIDED FOR INFORMATION ONLY:

1) Due to the national COVID pandemic, the bid opening process is being changed from a public in-person activity to a public, virtual activity.

3) IAW FAR 52.214-5 Submission of Bids and 14.202-8 Electronic Bids; Bids shall be provided via email to the Contracting Officer at john.meyers2@va.gov on or before the date and time specified for receipt of bids. A hard copy submission is not required. Any bids received after the date and time specified for receipt of bids will be processed in accordance with FAR 52.214-7 Late Submissions, Modifications, and Withdrawals of Bids (Nov 1999).

4) Ensure your complete bid including bid bond are provided in your submission. The successful low bidder is required to furnish their original bid bond within five (5) days after notification by the Contracting Officer.

5) It is highly recommended that Bidders submit their bid at least one hour prior to bid opening to avoid any transmission issues.

II. THE FOLLOWING QUESTIONS AND ANSWERS / CLARIFICATIONS ARE THE RESULT OF BIDDERS REQUEST(S) FOR INFORMATION:

Q75. Specifications were not provided for the air and vapor barrier shown behind the composite metal panels. Please issue a specification for this product.

0. A75. Provide Carlisle: Fire Resist Barritech Vapor Permeable fluid-applied membrane, or equal. Prior to application caulk panel joints in sheathing, tape joints over ¼” wide and wrap openings with a peal and stick detail membrane. Follow all manufacturers installation guidelines.

Q76. Please clarify the scope of work for painting.

a. The Steel specifications (05 50 00) state that all exposed and exterior metals are to be galvanized.

0. A76a. Paint the stair guard railings, handrails and stringers, stair support columns, bollards, ladder rungs and hardware where specified. Galvanized metal gratings are not required to be painted. See other governing specifications for structural steel to be painted or fireproofed.

1. Are we to paint the galvanized steel as noted in 09 06 00?

0. A76a.i. Paint only as indicted in 09 06 00 and clarified above.

1. The finish schedule spec section outlines specific steel components to be painted, which are exterior components

b. The plans point at the exterior to remain handrail by the stairs. Are these existing rails to be painted under this contract?

Q77. Please provide a reflected ceiling plan for the first-floor exposed structure (underside of 1st floor deck) See Detail 1/S101. Coordinate with architectural sections and details.

a. What are the extents of the metal panels wrapping the steel beams?

1. It appears in the cross sections that only perimeter beams are wrapped.

0. A77a.i. See note A300 and A400 for wrapping extents. Perimeter structure below exterior walls are wrapped in ACM material. The balance of the underside of the floor deck is exposed to view.

1. Will the beams that are wrapped in metal panels be fireproofed as well?

0. A77a.ii. Apply spray fireproofing where indicated on Architectural A400. The perimeter beams wrapped in ACM panels require intumescent fireproofing.

b. What beams are to be painted vs fire proofed?

0. A77b. See 5. 76a. above and 7. A78 below.

Q78. Please clarify which components are to be fireproofed.

a. Are the exterior exposed columns to be fire proofed? Galvanized? Painted?

0. A78a. All structural steel enclosed in the building requires spray applied fire proofing, the metal roof deck requires spray applied fireproofing. All exterior structural steel support columns and all beams require intumescent fireproofing. The metal floor deck requires intumescent fireproofing. Color to be selected to match all other exposed metal work to be painted 0.

Q79. Spec. section 05 12 00 2.4.D.1 states that all structural steel framing installed at exterior locations is to be galvanized. However, Section 09 06 00 2.4.A calls for Exterior Steel to get intumescent fire proofing. Detail 3/A400 Shows intumescent paint at the floor structure metal deck and presumably at the adjacent beam. Please clarify the finish requirements for the exterior structural and miscellaneous steel.

A79. See answers to 5.A76, 6.A77 and 7.A78 Q80. Note 4 on drawing ES100 called out “New emergency generator feeder raceway and conductors (installed under a separate contract) to be routed on the roof of G-Wing to be terminated in pull box EPBX-11.” Question 3, part 1, on Amendment 1 response called to delete “(installed under a separate contract)”. The 2nd answer to question 3 calls to install the feeder from UT-11 to the new generator. We request some additional clarification on this.

a) Will this contract require the conduit to be installed from pull box EPBX-11 on roof parapet wall to the new generator? If so, how many and what size conduits should be installed from pull box EPBX-11 to the new generator?

b) If we are running new MV conductors from UT-11 to the new generator, do they need to be terminated in EPBX-11, or can the be continuous back to the new generator?

A80. The generator feeder to EPBX-11 should remain in the separate generator replacement project. The recommendation to remove the “installed under a separate contract” seems to have been done incorrectly. A separate generator replacement project, outside of the scope of this project, will provide the feeder to EPBX-11 for future extension to Building 18 UT-11

Q81. Question 3, part 5 on Amendment 1 asked “Please clarify this scope of work and confirm where new feed for UT-11 is to come from.” The answer said “Contractor will supply LV cable from MH-503 to new transformer.”

a. To confirm, the line side feeder of UT-11 (Medium Voltage Feeder) is to go directly back to the new generator, across the parapet wall and not through MH-503, correct?

A81a. The line side feeder will be intercepted in manhole per drawings

b. The load side of UT-11 is bus duct and is to go directly to ESES-1 and not through MH-503, correct?

A81b: Correct. Refer to section on E300.

c) There would then be no need for any low voltage cable between UT-11 and MH-503, correct?

A81c: Correct

Q82. Question 3, part 4 on Amendment 1

a. Question and response reference building 14. Please clarify that this is actually building 18, not building 14.

A82a. Building 14 is correct

b. The response to the question states “this cable will be intercepted”. If the new feeder for UT-11 is going to be installed back to the generator, will this cable need to be intercepted to feed UT-11?

A82b. Cable will be intercepted in EPBX-11

c. If this cable does not need to be intercepted, how far back will this cable need to be demoed?

A82c: A separate generator replacement project will remove the 5kV feeder from existing building 18 to existing switchgear in Building 14
