I. THE FOLLOWING CHANGES ARE TO BE MADE TO THE SOLICITATION:

a. VIRTUAL BID OPENING INFORMATION:

1) Due to the national COVID pandemic, the bid opening process is being changed from a public in-person activity to a public, virtual activity.

3) IAW FAR 52.214-5 Submission of Bids and 14.202-8 Electronic Bids; Bids shall be provided via email to the Contracting Officer at john.meyers2@va.gov on or before the date and time specified for receipt of bids. A hard copy submission is not required. Any bids received after the date and time specified for receipt of bids will be processed in accordance with FAR 52.214-7 Late Submissions, Modifications, and Withdrawals of Bids (Nov 1999).

4) Ensure your complete bid including bid bond are provided in your submission. The successful low bidder is required to furnish their original bid bond within five (5) days after notification by the Contracting Officer.

5) It is highly recommended that Bidders submit their bid at least one hour prior to bid opening to avoid any transmission issues.

b. The attached revised SF 1442 page one hereby replaces the original in its entirety.

c. The attached revised Bid Schedule hereby replaces the original in its entirety.

II. THE FOLLOWING CHANGES ARE MADE ON PROJECT SPECIFICATIONS:

The following language is added to specification section 01 00 00:

1.1A - VHA Directive 1192.01 titled “Seasonal Influenza Prevention Program for VHA Health Care Personnel” issued August 10, 2020 requires all contractor personnel to receive annual seasonal influenza vaccinations or obtain an exemption for medical or religious reasons. Compliance with this directive is a requirement of this contract. A copy of VHA Directive 1192.01 is available at this link: https://www.va.gov/vhapublications/publications.cfm?Pub=1

III. THE FOLLOWING CHANGES ARE MADE ON PROJECT DRAWINGS:

IV. THE FOLLOWING QUESTIONS AND ANSWERS / CLARIFICATIONS ARE THE RESULT OF BIDDERS REQUEST(S) FOR INFORMATION:

Q1. What hardware is required for door HW-E3 (the UPS building door)?

A1. HW-E# - Door Handle: Yale #8822FL, Mortise Storeroom Function with Deadbolt on inside. Core: Medeco Assa/Abloy Large Format. See Hardware Schedule on drawing A103.

Q2. Can you provide the Geotechnical report that go along with the soil borings for the site?

A2. Geotechnical Report will be provided with this Amendment.

Q3. Medium Voltage Emergency Feeds

· Keynote 4/ES100 States we are not providing new cable and raceway for generator connection.

A3. Remove from Note 4 on Drawing ES100 the follow: “(installed under separate contract)”

· Per Suggested Sequence Note 5/E700, new generator will be in service prior to start of this Phase under a separate contract. Note 5a states that we are running a new 15 KV feeder to this new generator.

A3. Correct. See Notes 4 & 5 on Drawing ES100 and Note 5 on E700.

· UT 11 is a 4160 Transformer feeding the emergency side of equipment in the new building 18.

A3. Correct.

· Based on site visit, there is existing 5kV circuits in manhole 503. There is nothing called out to run this 5kV to the new UT-11.

A3. In MH-503 this is a medium voltage feeder that runs from building 14 to the existing T-11. This cable will be intercepted. The cable between MH-503 and building 14 will be removed.

· Please clarify this scope of work and confirm where new feed for UT-11 is to come from.

A3. Per Notes 4 & 5 on Drawing ES100 and Note 5 on E700. New UT-11 will be fed from new generator under this contract. Contractor will supply LV cable from MH-503 to new transformer. Contractor will also terminate this MV cable to UT-11 Q4. Room Suggested Sequence Note 5b/E700 states that we are to install a generator remote annunciator cabinet that is owner provided. Please confirm this is to be installed based on answer from question #1.

A4. Owner provide remote generator annunciator cabinet to be installed in the new Building 18. See markup Drawing ES100 for location of the future generator.

Q5. UPS Move

· Keynote 2/E100 calls for existing UPS to be moved. This will require a multiple day down time for the UPS unit to be moved, reinstalled, and start up/commissioning to take place. Please confirm temporary needs during this move for existing UPS Panels/loads.

A5. Contractor to install all switchboards, transfer switches, conduit, conductors, new UPS batteries to the greatest extent possible prior to cutover and final connections. Contractor to move, relocate, install and commission the existing UPS within a 24- hour window. Contractor to provide temporary backup generator for Panel C125-UPS for up to 24 hours. See notes on Drawing E700, Keyed Notes 7 through 14.

Q6. Temp Generator/Temporary Feed Requirements

· Keynote 5/E700 states we are to provide temporary back up power for primary line outages. Please clarify the requirements for this scope of work and what needs to be temped in during this primary outage.

A6. Eliminate Keynote 5 on Drawing E700. Key symbol 5 to remain in place on Detail 1 Drawing E700. New Keynote 5 to read: Contractor to make splices at Keynote 2 during off tour hours. Contractor to supply temporary backup generator to T-18, Switchboard 7 for up to 8 hours.

· General Note 1/E001 states that “Temporary Services Shall be Furnished and Installed where necessary to Accomplish this purpose”. Please confirm the scope of existing equipment that will require temporary feeds installed.

· Suggestion: Perhaps an allowance carried by contractors for temporary that is required.

A6. Add to General Note 3 on Drawing E001. Contractor to provide a portable generator for temporary power for 208v/120v 3 phase power for intermittent use during cutovers and shutdowns for a total of 5 weeks. Temporary power will be required to accommodate the 13.8kV outage to buildings without alternate power sources. Outages to MV feeders 2 and 4 should be staggered.

T-3 (run permanent 800kW), T-4 (run permanent 350 kW), T-5 (run permanent 75kW), T-12, T-10, T-18 (provide portable generator) and T-6 and T-7 (provide portable generator).

Q7. E103 shows hexagon note 15 in Room C125 but does not correlate to a note in the key. Please provide further information about this note.

A7. Drawing E103, Keynote 15: Provide 1” PVC conduit with single 3/0 wire from FGB in C125 to new Building 18 MGB.

Q8. Keynote 7/E701 states that we may be able to reuse existing bypass ATS’s at owner discretion. Please confirm what ATSs we can reuse or if we should purchase all new.

A8. Drawing E701, Keynote 9: Eliminate the second sentence from the note. Eliminate: “Contractor may reuse existing ATS w/ iso-bypass features where one is made available during the course of the construction phasing at the owners’ discretion and approval.”

Q9. Keynote 11/E701 states we are to provide a start/shutdown signal to each ATS and reference a control diagram for each. Confirm if we are to tie onto existing start signal circuit for each ATS or if one start signal for all ATSs is acceptable.

A9. Contractor to provide new start/shutdown signal to each new ATS from generator.

Q10. Spec Section 26 36 23 – Automatic Transfer Switches calls for a remote annunciator panel for the ATSs. Please confirm where this panel is to be mounted.

A10. The remote annunciator panel for the ATSs to be installed and mounted in the Engineering Shop area Room GB1-07.

Q11. E403 all details referred to as “Generator Tap Box Top View” through they appear to be grounding details

A11. Details on E403 are lightning protection details. Disregard generator tap box description.

Q12. General Note 5/E103 calls for conduits and raceways to be demoed in their entirety for old building 18. Please confirm that underground raceways between buildings can remain. Conductors to be removed.

A12. Buried underground inaccessible raceways can remain, abandon in place, cap & seal openings. Remove conductors. All exposed accessible conduit to be removed.

Q13. Spec 26 43 13-2.1.9 calls for remote monitoring contacts for surge protection devices. Please confirm if remote monitoring is required and how this is to be accomplished.

A13. Change Spec 26 43 13 para 2.1.9 to read: Form-C contacts rated at 5A and 250-V AC, one normally open and one normally closed, for future monitoring of protection status.

Q14. Sheet E701 keynote 5 references spec section 26 27 15 which could not be located. Is this spec section available? It’s supposed to describe power monitoring.

A14. Refer to 26 24 13, para 2.7. Reference to 26 27 15 is typo.

Q15. What is the existing UPS manufacturer?

A15. Existing UPS’s are manufactured by Emerson Liebert APM Model No. NFR90CCSA04448.

Q16. Sheet: CD100, Topic: Contaminated Soils, Question: Please provide soil reports for the existing area. Is prime contractor to assume contaminated soils for haul off?

A16. No contaminated soils were known at the time of design. See Drawing CB-100.

Q17. Sheet: ES100, Topic: Existing Work, Question: Keynote 4 – on plan page ES100 notes that the new emergency generator raceway and conductors will be installed under a separate contract. Is this work already in place, or is it to be expected while construction of this project is ongoing?

A17. See markup cloud on Drawing ES100 for location of generator.

Q18. Topic: Quality Management, Question: Is there to be (1) full time QC Manager and (1) full time superintendent for this project? Or, can the individual fill both roles?

A18. Project Superintendent requirements are specified in FAR Clause 52.236-6 and in Specification Section 01 35 26.

Q19. Topic: Dumpsters, Question: Is the GC responsible for all dumpsters, or is there a building provided container the GC can utilize for the duration of the project?

A19.Contractor is responsible for all dumpsters and containers. See Specification Section 01 74 19.
Q20.Topic: Final clean

Question: Is it the responsibility of the GC to hire a final cleaning company, or is the GC responsible for a construction clean only?

A26. There are many roofs on the VA campus with many different types of roof products and warranties. This project does not involve existing roofs.

Q27. Topic: Engineering, Question: Is an independent structural engineer required on this project?

A27.Contractor shall meet all project requirements as well as the structural requirements as specified in the Division 05 Specification Sections.
Q28.Sheet: MH100, Topic: Drawing Clarification,

Question: Please confirm the room number currently labeled B07? In detail 2 “Mechanical/Electrical Equipment plan – UPS Building & condenser new work”

A28. Drawing MH100, Detail 1, Substitute “To Room B108A” for “TO ROOM B07?”.

Q29. Topic: Testing, Question: Please confirm if steel testing is required on this project?

A29. All steel requirements are specified in the Division 05 – Metals. See the Metals Division Specifications.

Q30. Spec: 01 00 00, Topic: Submittal exchange, Question: Please confirm if prime contractor is responsible for providing submittal exchange.

A30.Submittal requirements for this project are in Specification Section 01 33 23, Shop Drawings, Product Date and Samples, para 1.6.
Q31.Topic: SSHO, Question: Please confirm that prime contractor is responsible for providing (2) full time individuals on this project. (1) SSHO and (1) Superintendent that cannot be the same person, for the duration of the project.

A31. See answer 45. Yes, it is acceptable for the Prime Contractors Superintendent and SSHO to be the same person. Project Superintendent requirements are specified in FAR Clause 52.236-6 and in Specification Section 01 35 26.

Q32. Spec: 03 45 00, Topic: Concrete Coatings, Question: Please confirm if there is an interior coating on the new concrete floor.

A32. Interior concrete floors are to be sealed. See Specification Section 03 30 00.

Q33. Topic: Fire alarm, Question: Please provide information for the existing fire alarm contractor on the VA campus

A33.Johnson Controls / Tyco Simplex-Grinnell is the fire alarm contractor.
Q34.Topic: Mechanical controls,

Question: Please provide the information for the existing mechanical controls contractor on the VA campus.

A34. The existing Tridium BAS consists of a high-speed network of JACE Vykon communication nodes, a virtual server, and web access to the BAS. The mechanical controls are open competition. There is not any controls integration to the building automation system on this project.

Q35. Topic: Landscaping, Question: Please confirm if landscaping will be required post construction activities. If so can a specification section be added for this.

A35. Typical landscaping is not required, pavement and concrete repairs and requirements are detailed on the plans & specifications. Relocation of condenser unit north of existing UPS Bldg. 21 will require removal of gravel. Contractor to retain if necessary, for fill in work. See Drawings CD100 & CS100 for all related notes.

Q36. Please confirm if an asbestos report has been completed for the interior demolition work. If it has been completed, are any of the materials hazardous?

A36. Asbestos report has been completed. Asbestos abatement is not required for this project/contract.

Q37. CD100, Site Demolition Note # 5 says to “SEE ELECTRICAL SITE PLAN DEMOLITION” to know what is required for excavation. But there is no Electrical Site Plan Demolition shown. Please issue.

A37. Drawing CD100 is the Electrical Site Plan Demolition Plan. Note 5 refers to the required demolition/excavation shown cross hatched.

Q38. What are the restrictions for phasing? Are there any constraints on when certain activities need to be completed for others to begin?

A38. See Project Specification General Requirements 01 00 00, para 1.6, Phasing – Construction Sequence Requirements for off tour and phasing requirements. Suggested sequence is listed on Drawing E700.

Q39.Loading and deliveries will be a challenge in an active parking lot. In several instances (foundations, steel structure, precast structure, electrical equipment) we will need to shut down many parking stalls to back trucks in for unloading. Will there be any restrictions on work hours for these operations?
A39.See revised Drawing CE100 for material lay down and loading areas. These clouded areas will be available for material and loading on an as needed basis. The areas are to be scheduled and coordinated in advance with the COR. Clouded areas will not all be turned over at the same time. All crane, trucks, delivery’s and equipment shall be scheduled and coordinated in advance. Contractor shall allow access to the Laundry Loading Dock by the VA daily on an intermittent basis. Portions or areas of the adjacent parking lot may be closed temporarily for pre-schedule activities. Long term storage in this lot not permitted. All materials shall be stored off site until ready for installation.

Lay down materials not installed in a reasonable time period are requested to be protected by fencing for security and safety.

Q40. In lieu of low voltage draw-out front access UL-1558 switchgear (spec section - 26 23 00) is a low voltage UL-891 Switchboard (Spec Section - 26 24 13) front access only acceptable for NSES-1/2? The main-tie-main breakers will be draw-out design as indicated on the one-line.

A40. Provide Switchgear as specified.

Q41. In lieu of low voltage draw-out front access UL-1558 switchgear (spec section - 26 23 00) is a low voltage UL-891 Switchboard (Spec Section - 26 24 13) front access only acceptable for ESES-1? All breakers will be draw-out design as indicated on the one-line.

A41. Provide Switchgear as specified.

Q42. Is the duration of the schedule going to be long enough to accomplish a project of this magnitude? Submittals for the electrical equipment could take 8 – 10 weeks and equipment lead times as long as 16 weeks. This would only leave about 270 days (minus closeout and punchlist) to install all equipment, test/commission and switch over all the loads. Could additional time be provided to complete the project?

A42. Project time frame shall remain the same as specified. Contractor shall complete (the project) within 425 calendar days after receiving Notice to Proceed.

Q43. Specification section 26 27 17 indicates to refer to Section 26 08 00 for Commissioning of electrical systems. However, 26 08 00 is not included in the specifications. Please advise if the VA is hiring a commissioning agent for Division 26.

A43. Specification Section 26 27 17, para 3.3,C. Disregard the reference to Spec Section 26 08 00, Commissioning of Electrical Systems.

Q44. Section 07 84 00 specifies a 3rd party inspector for fire penetrations. Is the Fire penetration inspector hired by contractor?

A44. Specification Section 07 84 00, para 1.5, C.; Disregard paragraph C., reference to Inspection Qualifications.

Q45. Typically, on a technical project like this the SSHO is a separate person from the Superintendent. However, it is not clear in the specifications if the Superintendent and SSHO can be the same person. Is the SSHO required to be a separate person from the Superintendent?

A45. Yes, it is acceptable for the Prime Contractors Superintendent and SSHO to be the same person.

Q46. Plan Keynote 10 on Sheet CD100 indicates to remove and infill window openings. However, there is no detail showing the infill assembly. Please provide a detail showing how to infill the window open.

A47. Yes, AISC certified steel fabricators and installers are required unless just due case from the contractor is provided.

Q48. Detail 3 on Sheet A400 shows Weather Barrier. However, this product is not specified. Will specifications for Weather Barrier be provided?

A48. Reference to Specification 09 29 00 Gypsum Board, Parts 2.1, 2.2, 3.2 C. and 3.3- Contractor to provide Glass matte sheathing in addition to Dupont – Tyvek commercial wrap system or Equal product for “Weather Barrier” referenced in Detail 3/ A400.

A49. No, this project is not tax exempt.

Q50. Can the Superintendent be shared across multiple projects or should they be dedicated full-time to this project and this project only?

Q52. Will the VA provide a spot for the Prime Contractor employee(s) to set up an office or should contractors include monies for a temp office, utilities, etc.? We ask this because we know the VA has very little spare real estate.

A52. Project requirements currently do not allocate space for an office or construction trailer.

Q53. If so, can they also fulfil the Quality Control role?

Detail 3/S104 calls out the material to be installed as HSS 6 x 6 x 3/8 spreader beams and W8 x 24 hoist beam supports. Detail 1/S101 shows the location of the transformer hoist beams. Can you clarify the dimensions and installation details?

A56. Dimensions should be verified and are specific to Basis of Design Transformer vendor and should be adjusted for specific manufacturer width and height allowable in order to lift off the pads. Means and methods of transformer install by contractor.

Q57. Detail 1/S101 notes two W24 x 104 support beams. Detail 1/S102 and 2/S102 calls out W24 x 55 support beams. Can you clarify the size of the beams?

A57. Support Beams W24 x 104 is correct. See Structural Details 2, 3 and 6 on Drawing S500.

Q58. Reference drawing S100 and small structure to the north of caisson at B-4. Are there any features of the building that will create limited access to the caisson? For example, piping or overhangs etc.

Q67.We are requesting the full CGC geotech report. Plan Sheet CB100 includes the boring logs; plan note 3 indicates full geotech report is attached to the drilled pier spec. The geotech report is not attached to the drilled pier spec.

Q68.Work limits are insufficient for drilled shafts: A 100,000 lb drill rig will be required to install the temporary casing and drill the 3 ft, 4 ft and 5 ft. diameter shafts to bearing material. Work limits as currently shown do not allow for enough room for the drill rig, swing radius of the drill rig, temporary steel casing, rebar cages and all of the various augers required due to the various shaft sizes. At a bare minimum we would need a 40 ft x 80 ft. area per attached photo, ideally a 50' x 100' area would be preferential.
A68.Contractor shall protect the surrounding pavements as the forces used for drilling may damage the pavement. See General Note 8 on Drawing CS100.
Q69.We are concerned about the drill rig load and it's close proximity to the existing retaining walls. Concerns are (1) what surcharge loads can the ex. wall take? and (2) are the caissons located where we will not encounter a widespread footing on the existing wall? Can the VA provide as-built drawings of the existing structures for the contractor to review? Traditional caisson drill rigs need to be within 5 ft. of the center of the drilled shaft, which will apply considerable surcharge load to the wall. A Lo-Drill can be used for this job as we can reach 14 ft from center of hole to edge of front tracks to alleviate existing wall concerns, but that leads into requiring a 50' x 100' area for drilled shaft work.
