About this file

This is a federal contracting provision requiring offerors to certify the domestic content of end products being offered. The provision mandates that offerors certify all end products as domestic end products unless they are listed as foreign end products in the submission. For domestic end products containing critical components, offerors must separately identify the line item numbers. Offerors must list any foreign end products manufactured in the United States that do not qualify as domestic, and for those foreign products that are not wholly or predominantly iron or steel, must indicate whether they exceed 55 percent domestic content, with the exception of commercially available off-the-shelf (COTS) items. If domestic content percentage is unknown, offerors must select "no."

The provision includes two submission tables: one for foreign end products requiring line item number, country of origin, and domestic content threshold information, and another for domestic end products containing critical components requiring only the line item number. The Government will evaluate offers according to Federal Acquisition Regulation Part 25 policies and procedures. This is a template provision used in solicitations subject to Buy American requirements.
