Questions and Answers – Amendment 0007
1. RFI 008 asked the question if the Gantt chart (project schedule) could leave off the project cost information and be a standard Gantt chart with the activities in sequence showing the start and finish dates. Since the costing information on a schedule at the time of pre-bid is merely a guess and would not reflect the breakdown of cost (SOV) after award, the recent VA RFP’s have provided an exception to this requirement. Is the standard Gantt chart acceptable?
Answer – Yes, the standard Gantt Chart is acceptable.
2. RFI 009 states that all non-affixed equipment shall be moved by the VA, and affixed or equipment requiring 2 or more people is to remain. Does this mean it is to remain in the space or it is to remain for the Contractor to remove and store? This is specifically referring to the workstations in the Instrument Prep Room.
Answer – It will be up to the contractor. The contractor can leave and protect the remaining equipment, or they can move and store as necessary.
3. RFI’s 10-15 refer to the difference in elevation of the existing floor and that of the slab after the mud bed and tile is removed. The responses all imply in varies different words, to build the new sub-floor up to match that of the existing floor. If the new finished floor elevation in the Decon
Room is required to match that of the existing mud bed and tile floor, it will require +-1" of some type of fill, such as, a heavy duty ARDEX built up sub-floor system or a new mud bed of some kind. The pricing for this can vary widely, please provide a specific type of built up flooring system to allow the new resinous floor elevation to match that of the existing mud bed and tile elevation.
Answer – this will be up to the contractor.
4. RFI 027 asks about the anchor type to be required by Steris for the temporary SPS trailer. The response directs the contractor to use anchor tie-downs for asphalt as required by Steris. The bidders have no information regarding the Steris trailer or the anchoring requirements. Since there are various types of anchors ranging from staked types to those requiring demo of the asphalt in areas to allow a new concrete footing/anchor base to be poured at the location of each tie-down anchor, it would be helpful to know which is required by Steris.
Answer – The keynote is exactly the description that Steris gives. If the anchors are rated for 5,000lbs. each per the keynote the contractor can use any anchor.
5. RFI 035 asked a question about two new openings to be cut into what appear to be existing masonry walls, and what to do about the existing wall tile at both locations at new doors 01 and
02. The response references door 03, which is not a new door.
a. Please provide the clarification regarding tile patching at new door opening 01 and 02.
b. Furthermore, please confirm that both new door openings for Doors 01 and 02 are to be cut into existing masonry walls.
Answer – Up to the contractor as long as they patch and repair the wall. If the contractor wants to match the tile or put a cover over it, it is up to the contractor.
6. RFI 066 responses says the Contractor is to contract with the Commissioning Agent per the specs.
However, spec 01 91 00 General Commissioning paragraph 1.8.C states the Commissioning
Agent shall be contracted by the GOV. Please clarify.
Answer - RFI 066 has changed the answer to the question.
THE NEW ANSWER TO RFI 066 IS AS FOLLOWS: The owner will be contracting directly with a third-party commissioning agent for commissioning the project and the contractor is only to include participation/coordination with the commissioning agent.
