About this file
This document provides the results of a lead based paint survey conducted at a VA Medical Center building. The survey identified various components at the building that tested positive for lead based paint, including wooden baseboards, doors, windows, walls and other components on the exterior of the building as well as in the basement, first and second floors. The report provides the approximate linear footage and locations of affected components. This information will support planning for the removal and abatement of lead based paint at the specified building.
A related federal contract opportunity notice seeks proposals for a construction project to correct environment and condition deficiencies at the VA Medical Center's Administration Building 20. The project scope includes modifications to existing areas, demolition, and replacement of finish materials. The requirement has an estimated value between $1-5 million. Proposals are due by November 20, 2021. This is a 100% SDVOSB set-aside to be awarded under FAR Part 14 sealed bidding procedures. Offerors must be verified in CVE and registered in SAM.

Introduction:
Building 20 houses the Human Resources offices. It is constructed on a partial basement and crawlspace foundation. It is a two-story rectangular building with a brick exterior with wood doors, windows, and soffitt. It was originally a jail. The basement has brick walls and a concrete floor. A small room on the east side of the basement is constructed of concrete block.
The first and second floors are constructed of wood. The interior of the building is predominantly plaster, although there have been some walls added which are finished with gypsum wallboard. Many of the first floor’s walls are finished in a white texture material, both on plaster walls and on gypsum walls. Suspended ceiling tiles have also been installed on both the first and second floor.
Summary of results:
1. Exterior: All wooden components tested positive for lead-based paint.
2. Basement: Three walls and some wood components of the stairs tested positive for lead-based paint.
3. First floor: Many wooden components and one wall tested positive for lead-based paint.
4. Second floor: Many wooden components and several walls tested positive for lead-based paint.
Within Building 20, the linear feet of each component containing lead based paint were calculated from the CAD drawings. The approximate quantities are listed as follows:
Component Approximate Quantity, in linear feet (lf) Baseboards 205 lf Stairs/Railings* 1 Staircase, Basement floor Inner Walls 145 lf Windows 37 lf Doors 24 lf
*Linear footage could not be computed for wood components on staircases; quantities are designated for number of staircases, by floor.
Specific locations are given in the table below.
Testing data is located in Appendix A, Section A.6

1) Room equivalent is an identifiable part of a building, such as a room, exterior, foyer, staircase, hallway, etc. All four exterior sides of a building are considered as a single room equivalent if the paint history appears to be similar.
2) Side “A” is the side or wall facing the front of the building. The other sides, “B”,”C”, and “D”, are designated in a clockwise pattern.
3) Component is the particular material that has been painted, such as windows, doors, trim columns, crown molding, etc.
4) Substrate is the material underneath the paint. There are six common types of substrates: brick, concrete, drywall, metal, plaster, or wood.
5) These components are presumed positive. Similar building components with identical substrates that exhibit similar painting history can be assumed to be lead based paint provided that sufficient testing (usually at least five room equivalents) has been performed on other locations of this same component within the same building.
