About this file
This document contains an asbestos survey report and sampling results for Building 20 at the James H. Quillen VA Medical Center. Regulated amounts of asbestos were identified in pipe insulation in the basement and exterior areas, as well as vinyl floor tiles throughout the first and second floors, totaling approximately 5,000 square feet. Trace amounts of asbestos were also found in basement window glazing. The report provides sampling locations, descriptions of materials tested, and asbestos content test results. It identifies the location and quantities of asbestos containing materials found.
The related federal contract opportunity notice is for corrective work to address environment and building condition deficiencies at the James H. Quillen VA Medical Center's Administration Building 20. The work includes office, conference room, and other space reconstruction for police staff as well as demolition and finish material replacement. The requirement will be set aside for Service-Disabled Veteran Owned Small Businesses and procured using sealed bidding. The solicitation is expected to post on October 20, 2021 and close on November 20, 2021, with an estimated value between $1 million to $5 million. Questions must be submitted in writing by email with the specified information to the identified contracting officer by the solicitation date.

Building Description:
Building 20 is a two-story rectangular building with a partial basement. The remainder of the building is on a crawlspace foundation. This building currently houses Human Resources personnel. It has a brick exterior with wood doors, windows, and soffitt. It was originally a jail. The wooden windows are sealed with window glazing material on their exterior. The basement has brick walls and a concrete floor. A small room on the east side of the basement is constructed of concrete block.
The first and second floors are constructed of wood. The interior of the building is predominantly plaster, although there have been some walls added which are finished with gypsum wallboard. Many of the first floor’s walls are finished in a white texture material, both on plaster walls and on gypsum walls. Suspended ceiling tiles have also been installed on both the first and second floor.
The first floor is covered with vinyl tile, with two layers in some rooms and one layer under carpet in other rooms. The second floor has vinyl tile in the hallway and several rooms, while carpeting is present in most of the offices. A layer of pressed cellulose material is present between layers of vinyl tile in portions of the second floor.
Piping insulation in the basement is all insulated with fiberglass except for an elbow on one pipe, which appeared to possibly be asbestos containing material (ACM). Another pipe on the other side of the exterior side of the basement wall from this pipe also appeared to be ACM material. The only other piping which appeared to be suspect for asbestos is a small amount of pipe insulation lying partly buried in soil in the middle portion (north) of the crawlspace, which was inaccessible. All pipe insulation observed above ceiling in the building was fiberglass.
Sampling Strategy:
The building was surveyed for materials suspected of containing asbestos. Samples of suspect surfacing, thermal insulation, and miscellaneous materials were observed.
Roofing materials were excluded from the survey, as per the scope of work.
Twenty-nine (29) samples of building materials were collected for asbestos analysis:
♦ Seven (7) samples of floor tile were collected; three samples from the first floor and four samples from the second floor. Some of the samples contained two layers of vinyl tile. The bottom layer of vinyl tile was homogeneous throughout the building.
♦ Six (6) samples of wall texture were collected, both from plaster walls and also from gypsum wallboard, throughout the first floor and second floor.
♦ Five (5) samples of baseboard mastic were collected throughout both floors.

♦ Two (2) samples of carpet mastic were collected from the staircase and a second floor office.
♦ Two (2) samples of ceiling tile were collected, one from each floor of the building.
♦ Two (2) samples of wall plaster were collected, one from each floor.
♦ Two samples of pipe insulation were collected, one in the basement and one in the stairwell outside the basement.
♦ Three samples of window glazing were collected, two from a basement window and one from a first floor window.
Discussion of Results:
Regulated amounts of asbestos were identified in the basement and exterior pipe insulation and in the vinyl floor tile throughout both floors of the building. A trace amount of asbestos was found in the basement window glazing.
The isolated elbow pipe insulation in the basement constitutes approximately 1 linear foot of asbestos containing material (ACM) with a diameter of approximately 8 inches. The ACM pipe located outside the basement is approximately 4 feet long and 8 inches in diameter, covered by a metal jacket. Presumed ACM pipe insulation was observed in a pit area in the center of the crawlspace. It is possible that there is additional ACM pipe insulation buried in soil within the crawlspace and also possibly in hidden wall cavity chases within the building.
The ACM vinyl tile in Building 20 covers the entire first floor and most of the second floor, totaling approximately 5,000 square feet.
The window glazing is not considered regulated ACM since the amount of asbestos is less than one percent. Black mastic-like material present on the glazing was determined by the laboratory to be ACM and most likely is the source of the trace amount of asbestos found in the window glazing. A resample of the basement window glazing did not recover any asbestos content. While this material does not meet the definition of an asbestos containing material and is not regulated under EPA, disturbance of this material could create potential exposure to asbestos fibers. Exposure to airborne asbestos fibers is regulated by OSHA as well as the state of Tennessee’s TOSHA.
