1. Page TS101 Note 5 Requires a remote access control panel for the exterior SCIF card reader. Our interpretation of that design is: The remote panel will be mounted in room 117B and will require hard wired power. Communication to remote panel in room 117B will come downstream from room 117D headend over fiber using 485 media converters. The lock power and lock relay will come from the 117D headend panels and power supply using a spare reader port on the headend panel to avoid the ability to tamper or unlock the door from the remote panel.

A. Is this the expected design requested as set forth by this solicitation and TSCM for SCIF?

B. If no. The recommendation is to not have a remote panel outside of the SCIF and to follow

TSCM ICD-705 Section C. ACS Physical Protection which states the following:

“Card readers, keypads, communication interface devices, and other access control equipment located outside the SCIF shall be tamper-protected and be securely fastened to a wall or other fixed structure.

Electrical components, associated wiring, or mechanical links shall be accessible only from inside the SCIF.”

With the tamper of the entry reader tied to IDS and following the guidelines above, does the GOV agree this is a secure method of installation ?

VA

Response

The answer to 1A. is yes, please refer back to the drawings and specifications included in the solicitation. For the answer to 1B., refer back to the answer for 1A.

2. There are several alarm motion detectors and door contacts in the protected area. You currently have no alarm keypad or toggle reader to disarm these alarm points.

A. Is there an expectation of the requested LENEL system to handle these alarms in duplication or concurrently of a UL 2050 listed IDS system?

B. If NO or not possible should the entrance to SCIF area be armed at all times and the SCIF entrance reader shunt the IDS alarm point for momentary entry and rex device for exit of the

Project# 675-21-803 secured space. Allowing the set-up of two independent alarm areas. One for the entrance door.

The other for the occupied secured space?

VA

Response

For the answer to 2A., no the LENEL system will not be used to manage the IDS. For answer 2B., the preferred method of operating IDS is to have an arm/dearm panel just inside the main entry door. That panel will control the status of the IDS. When in access mode, all sensors will be off.

3. There is no detail on number of Client Computers to administer the system. Please provide.

A. Do you require an additional Client Computer to manage alarms and administer the system?

B. If yes, Network drops will be required at all Client locations.

Moran Construction, Inc.

12/12/2022

VA

Response

For the answer to 3A., the VA will require one computer to manage PACS and IDS. For the answer to 3B., Neither the PACS nor IDS computer will connect to the VA network. The only connection to the network should be for the purpose of transmitting an alarm from the panel to the digital monitoring panel to the third party monitoring company.

4. All access /power supply cabinets will have tamper switches per typical SCIF design. Will the remote Access Panel enclosure require a tamper alarm point and what is the recommended method of connection from non- SCIF in 117B to SCIF in 117D ?
