About this file
This document outlines testing requirements for radio frequency shielding and the related federal contract opportunity for an emergency management site buildout. Testing should be conducted across 30 MHz to 6 GHz in 10 MHz increments, achieving on average 38 dB of attenuation. At least 90% of measurements must exceed 38 dB, no more than 5% can fail by over 8 dB, and no more than 2% can fail by over 20 dB. Seventeen total test locations are specified on walls and from the center to roof of the building, following IEEE standards and maintaining minimum distances from surfaces. The related solicitation is for the buildout of an emergency management site at Lakemont under solicitation number 36C24823R0040 from the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8.

Text version
• (U//FOUO) Perform plane-wave attenuation tests for 597 linearly distributed frequencies across the range 30 MHz to 6 GHz. Step size should be 10MHz (i.e. 30 MHz, 40, 50, [ ... ], 5980
,5990, 6000 MHz)
• (U//FOUO) An average of 38 dB of attenuation should be achieved with the additional thresholds below also met o (U//FOUO) 90% or more of measurements must meet or exceed the attenuation criteria of 38dB o {U//FOUO) No more than 5% of the attenuation measurements may fail by more than
BdB [95% or more must be above 30dB] o (U//FOUO) No more than 2% of the attenuation measurements may fail by more than
20d8 [98% or more must above 18dB]
• (U) Test locations (17 total) should be distributed (specifically for this site} as follows (roughly following IEEE-299 spacing of 2.6 meters (8.6ft]);
o (U} Only one polarization needed at each test location, however recommend alternating for every other shot. Reference shots should reflect the corresponding polarization.
• {U) Achieve 1.7m (5' 7") of separation from test surface when possible. Never test under lm [39"] from the RF surface.
o (U) 4 Shots distributed evenly across the plan north and south walls starting at no more than 1.85m [6ft] from the east/west walls o (U) 2 shots distributed evenly across the west wall (side opposite the doors into the
SCIF)
o {U3 shots on the east walls- (1 for each door, 1 in the section in between) -recommend testing each door with different polarization o (U} 4 shots from the center of the room to the rooftop, spaced at the same intervals used for north and south
