About this file
This document is an Amendment (Standard Form 30) for Solicitation 36C24725R0020, a Medical Gas Systems project for the Department of Veterans Affairs VISN 7 Network Contracting Activity. The amendment extends the proposal due date to March 31, 2025, at 1:00 PM EDT and provides final Request for Information (RFI) clarifications. Key clarifications include confirmation that the contractor will only provide gases needed for construction work, not patient medical gases, and that facility shutdown procedures will be flexible and dependent on individual department capabilities.
The solicitation requires a contractor to perform medical gas systems work across approximately 80+ locations, with specific requirements for scheduling and communication. Contractors must submit shutdown requests in writing at least 21 calendar days in advance and be prepared to work with the Contracting Officer's Representative (COR) and engineering team to minimize disruption. The project involves complex medical gas line modifications that require careful coordination with various hospital departments, including operating rooms, emergency departments, respiratory floors, and dental clinics.

VA RFI Clarifications are in red below.
*NOTE: The VA is unable to accept more RFIs for this project.
Regarding the most recent VA answer in Amendment 0006 to RFI #68, an offeror stated, “Question 68 has additional text in response 3 that appears to require the contractor to practice medicine. At best, the RFI answers are conflicting regarding who is providing the temporary medical gases. The Contractor providing medical gasses for the patients to use (ie- tanks at the bedside that are hooked to a nasal canula with oxygen flowing into the patient’s nostrils). The contractor has no way of knowing if there will be 50 patients on high flow oxygen in an area, or none. Not only does this create confusion amongst bidders, but it is also an impossible scenario to account for without knowing the patient’s needs in the future. There must be a clear delineation of requiring the contractor to provide medical gasses only necessary to complete the actual plumbing work. The contractor would provide gasses for brazing and completion of their own work but would NOT provide medical gasses to the patients. Requiring the contractor to reimburse the government is not contractually feasible on a firm fixed price, and it also would require the government to pay for their own materials twice.”
· VA Answer: The contractor will not provide gases for patients during construction. Birmingham VAMC has a contract in place to provide medical gas for patient and facility use. The contractor will only need to provide whatever gases are needed to perform the work necessary for the construction project.
Regarding the most recent VA answer in Amendment 0006 to RFI #112, an offeror stated, “To get this project completed in the allotted period of performance, the Contractor need to shut a portion of the med gas lines down daily. This will be very difficult on the COR and the facility and is likely not feasible. There must be a reasonable amount of time to perform a shut down. We still do not have time durations that things can be shut down (example: You cannot shut the OR down for more than XX hours and xx many days in a row). The needs of the OR are going to look very different than the needs of an ED, a respiratory floor, and the dental clinic. We must know the duration of time that the facility will allow things to be shut down and how often shutdowns will be accommodated. This project touches nearly the entire facility and this is critical information. This is an extremely critical system to the hospital, and poor planning will be catastrophic to the facility. We are aware that we must provide a lookahead and a schedule. This is not what we are asking. We are specifically seeking the parameters around which we need to build such schedule. Will the COR allow for daily shutdowns if they are requested? If the answer to this is no, the period of performance needs to be changed, and bidders need to be aware of how long departments will allow the contractor to keep the system down while they are working. We need to know how long the departments will be able to be on a shut down to price this appropriately. From experience, each department has completely different needs, and the directors of those departments will need to be consulted to see if that is even feasible in the allotted POP.”
· VA Answer: The VA is not able to provide an exact amount of time permitted for shutdowns for all locations (for which there are approximately 80+). This will be dependent upon the capabilities of each location on the date(s) proposed in the contractor’s schedule. The Contractor will need to be flexible and highly communicative with the COR and engineering team to accomplish the outages. Some areas will require nightly shutdowns where the lines will need to be purged and certified by the end of the shift, while other locations might allow for longer shutdowns. Regardless of the length of time for shutdowns, the VA will accommodate daily shutdowns as needed. The contractor will be required to submit their requests in writing for shutdowns at least 3 weeks (21 calendar days) in advance of the shutdown; this is changed from the 14 days listed elsewhere in the solicitation documents.
