See Addendums

004 various / many Many of the scopes on the drawings (specifically on Build 23H) state to restore the roofs in 2‐3 years. Are these roof areas to be included in the bid?

If so, can the restoration occur under the time frame of this scope (350 days), or should we include remobilization in a few years?

These notes were copied in error from a previous roofing conditions report. Sheets titled "Roof Plan ‐ Information" with notes referencing "restore roof in XX years" are included for information only and are not intended to direct the scope of work. Work scope shall be according to Demolition and New Work plans and details.

005 various / many Many of the scopes on the drawings state that the roof areas should be inspected biannually. Are these inspections to be included in our bid? If so, how many years do we need to inspect these roofs? What type of deliverables will we need to provide after the inspections? When will these inspections be paid for and how should we show the costs for these on the bid form?

These notes were copied in error from a previous roofing conditions report. Sheets titled "Roof Plan ‐ Information" with notes referencing "biannual inspections" are included for information only and are not intended to direct the scope of work. Work scope shall be according to Demolition and New Work plans, details, and bid specifications. Biannual roof inspections are not part of this contract's scope of work.

Roofing shall be inspected as required to maintain manufacturer warranty requirements. Typically this inspection duty falls on the roofing manufacturer and not on the installing contractor. There is typically also a installer warranty that requires an inspection prior to expiration (typically 2 years) ‐ refer to bid specifications section 7.

006 23H‐AS‐002 The scope on this page lists Building 23, Roof Area B1 and Building 23, Roof Area B2. Should these two (2) roof areas on Building 23 be included in the bid pricing? If so, please clarify with which pricing line item they should be included (i.e. with Building 23H?)

Roofs B1 and B2 shall be included with the Building 23H bid.

007 N/A During the site visit today, attendees were not allowed access to the rooftops; the reason given was that we are not able to tie‐off or would not be in compliance with OSHA regulations. Please see the attached document (too large to fit here) outlining scenarios allowing inspection of roofs without tie‐offs (while maintaining compliance with OSHA regulations). We formally request to inspect the roofs with a 2‐person team. This is required for us to properly evaluate this project and to meet the requirements of the NOTE on the upper‐right hand corner of drawing sheets stating that "The contractor shall verify all critical dimensions before submitting proposal . . ."

Additionally, we will need to core roofs as the information and measurements given in the drawings are incomplete.

This is not a question. For roof areas that were physically inaccessible during the site visit, bid to replace roofing shall be based on the roof areas and quantities noted in the bid documents. Additionally, any selective demolition (including roof cores) will not be allowed prior to contract award. Significant variations in quantities and roof construction from those listed shall be negotiated and approved via the construction change order process should the need arise.

008 Will scaffold be required at the perimeter of all buildings specified to receive Standing Seam Metal roofs? Erection of scaffold would be for Safety, Pedestrian protection, and access to the roof?

This is contractor means and methods to meet safety requirements per VA, OSHA, ETC. Per specifications, contractor shall submit an AHA for each building/roof area prior to beginning construction for VA review and approval, noting the anticipated work plan and protection measures to be taken.

009 Is the fluid applied system specified for the restoration of the Hidden gutters on the S.S. Metal roofs the same as the liquid applied system applied over the field membrane on the low slope sections?

No the fluid applied gutter liner is the two part PUMA system as specified in section 075600.13

Perry Point Replace Roof Patient Building

010 Is an infra‐red test required on all low sloped roof sections? Yes

011 If the low sloped roof sections are required to have infra‐red tests performed before, and after completion on the new systems, how are we to determine how much replacement roofing should be carried in our Bids?

Bids shall utilize the specified amounts and quanties noted in the bid drawings. Significant variations in quantities from those listed shall be negotiated and approved via the construction change order process should the need arise.

012 If additional removal and replacement is discovered, how will this be addressed contractually?

Bids shall utilize the specified amounts and quanties noted in the bid drawings. Significant variations in quantities from those listed shall be negotiated and approved via the construction change order process should the need arise.

013 Specifications state to restore any damaged grounds due to construction.

Will Top Soil, Seed, and Straw be acceptable, or will Sod be required?

Bid specifications require Sod to be used to repair damaged areas. Where observed construction related damages are minor, COR may selectively allow areas to be re‐seeded and strawed in‐lieu of using sod.

Coordinate with COR during construction.

014 Please confirm that temporary fencing is only required at the material and equipment staging areas?

Fencing is required protect external individuals from entering the work area. If there is a possibilty of material falling from a height to the ground then that area must be physically off limits by fencing or some other means of a physical barrier (caution tape alone is not acceptable) during work activities. Dumpsters are considered equipment and must be stored within lockable chain link fencing.

015 Will the 30 yd. Dumpsters be required to be stored in the staging areas? Contractor work plan and staging/dumpster areas to submitted and approved with project COR for each individual building based on continuity of VA operations.

016 Please provide the number of required snow guards rows and their required locations.

Per Specification 07 40 00 Roofing and Siding Panel, Section 1.3 Quality Control, paragraph D: snow guards are a Delegated Design and the contractor is required to design the snow guard system and layout and submit documentation.

017 Multiple details reference venting materials at Eave, hips, ridge and walls.

This is noted as optional. Is venting required or not?

This note is in error. Venting materials are Required at all locations noted on the drawing details as "optional"

018 Due to the size of this project and the detailed SOW, will a bid extension be considered?

Bid extensions to be communicated by the project CO.

019 Why are the new Metal Standing Seam panels being installed with a gap between the shingles and the bottom of the panel? This will create possible wrinkles in the metal panels during the installation and seaming process of the panels. Panel Seam distortion may also become an issue from any mechanical foot traffic to the completed system.

Gap is for venting. Roofing system type shall be "Above‐ Sheathing Ventilation (ASV)" per specifications and details. Roofing system shall be design to meet performance requirements of specification and temporary loading due to installation/maintenance activities without permenant damage or defomation

020 366‐M‐00 I Keyed notes item #I indicates new curbs as required and submit drawing prior to installation. Drawing M‐501 detail one shows typical curb. but flat roof. Will Engineer provide slope curb details?

Perry Point Replace Roof Patient Building

046 Drawings for 14H Connecting Corridor

Please provide drawings for 14H Connection Corridor, or direct us to where those sheets are located (the do not appear in the Buildings 1H 2H 3H 14H 15H 17 H Drawings PDF file).

Contract scope of work includes connecting corridor roof "14H2" as noted on the bid drawings for building 14H, located on the WEST side of 14H. The connection corridor located on the EAST side of building 14H is not within this project's scope of work.

047 361H‐AS‐001, 361H‐AS‐

002, 361‐SF‐001, 19H‐C‐

AS‐001, 19H‐C‐E‐001, 19H‐

C‐M‐001

Does the bid item for 19H Connecting Corridor include only Roof 19H‐CC1 (shown on 19H series drawings)? Or are areas 19H‐CC2 and 19H‐CC3 also to be included (shown on Building 361H series drawings?

If not included with the19H Connecting Corridor line item, where should 19H‐ CC2 and 19H‐CC3 be included?

All bid line items should be segmented by the building number sheet sets they are included on. In this case connecting corridor 19H‐CC2 and 19H‐CC3 are shown within the Building 361‐xx‐xxx series drawings, and therefore the work associated shall be included within the "Building 361" bid line pricing.

In general if a bid line item is noted as "Corridors" only, it refers to drawings with a "C" following the drawing sheet building number. The "19H Connecting Corridor" bid item includes the scope of work shown on the sheets in the 19H‐C‐xx‐xxx drawing series.

048 Statement of Work 4. Construction Requirements:

B. Contractor to ensure that existing roofs are able to support the loading of bulk material and equipment. The COR may require professional engineering analysis by the contractor to confirm safe loading is being adhered to per base contract.

a.With a total of 25 separate roof buildings/connectors designated as well as many different areas per building, how are contractors to figure the cost of engineering that may or may not be required? Please clarify the loading limits allowed for the existing structures and give us a defined number of structures that will require an engineering analysis, so we are all figuring the same thing.

Contractor is responsible for means and methods, including engineering verification of existing roof framing and decking capacity at locations where material is intended to be loaded or stockpiled on top of the roof.

Delegated Engineering costs shall be distributed across bid line items according to the building/area they apply to, similar to all other scope of work.

049 Statement of Work F. No temporary toilets will be allowed on roofs.

Why are temp. toilets not allowed on the roofs? There will be a crane there for roofing removals every day to lift/lower the toilets for servicing. There will be a lot of traveling through the building if the workers have to go to the ground every time they need to use the facilities.

Concerns due to site wind history and possible discharge of contents into roof stormwater drainage system or hazard to people on the ground below.

This topic may be discussed further after award with COR. Situations may be allowed dependent on the building, roof condition, anchorage measures proposed, and/or secondary containment measures proposed (contractor means and methods).

050 Statement of Work K. Raise and lower rooftop equipment and utilities as required for installation of new roof.

Can you quantify how many/type of units need to be lifted and /or extended for the roofing operations. They are not clear on the drawings and during the walkthrough, the roofs were not accessed.

This can be estimated from satellite imagery and photo images on the bid drawings. The requirement to raise and lower specific rooftop equipment depends roofing repair type, curb replacement requirements, equipment elevations above roof surface (if elevated), and contractor means and methods. Coordinate actual requirements for each building with project COR prior to construction.

051 Statement of Work L. There are required pre‐roof replacement infrared survey and after replacement/rework. Contractor shall submit pre‐survey a maximum of 14 calendar days before work on the specific building or sub system.

I have been informed by several infrared survey contractors that Infrared surveys do not work on gravel surfaced roofs. How do you want us to proceed?

Roofs shall be infrared surveyed as specified. All buildings with existing gravel‐surfacing utilize small size stone for protection (not large ballast size stone).

VA may consider use of NHD testing to survey damaged roof areas instead of thermal imaging to satisfy this requirment if the concern is warranted, however this is highly dependant on the building occupancy and usage.

Perry Point Replace Roof Patient Building

052 Statement of Work T. Contractor to coordinate any “noisy” work at least 72 hours in advance.

Work on nights and weekends may be required as part of the base contract.

Can you define what is considered “noisy”? What are the limits before night and weekend work will be required?

Each building work/phasing plan requires coordination with project COR and building occupants prior to start of construction activity. Depending on the building and the type and duration of noise that will be generated, there may be work activity time restrictions or after‐hours scheduling necessary.

In general the primary concern at this medical center due to treatment of PTSD veteran patients is repetative impact noises (ie. jackhammer, hammer drill, air chisel).

This type of noise generally must be completed off‐ hours when possible when working within close proximity to patient care areas/buildings.

053 Statement of Work 6. Bid Proposal:

This paragraph discusses Alternate Deducts and the attached bid breakdown sheets show Additive Alternates.

Are the Alternates Adds or Deducts?

Bid proposals shall use "Add‐Alternate" methodology rather than "Deduct‐Alternate" method to determine price and performance durations. The word "deduct" has been used in error with the SOW.

See Statement of Work *1.0 NOTE: "...The Project is to include additives as shown on next page. The period of performance (POP) shall be increased per number of days as listed in the proposal summary form. ".

Base Bid includes Priority 1 Buildings Only, and carries a POP of 350 days. For each "Add‐Alternate" Building selected, the POP will increase by the duration noted, to a maximum of 700 total days if all add‐alternates are selected. Add‐Alternate selection order will conform to the priority levels noted in the SOW.

054 Statement of Work 7. Special Conditions:

C. Monthly anticipated adverse weather delayed workdays based on (5) five‐ day work week.

The included number of weather days totals out to 43% of the year. We don’t get any additional time for adverse weather if we don’t exceed these days. Is this correct?

Weather days identified shall be incorporated as "float" within the project schedule. If the monthly weather delay day numbers in the SOW are not exceeded and/or the project completion is not delayed by unusually adverse weather, no additional contract time will be allotted.

055 Statement of Work 7. Special CondiƟons:

D. An abatement contractor must be used for roofing system removal, per

VHA.

Why is an abatement contractor required? The Asbestos and Lead Paint Survey provided doesn’t show any asbestos in the existing roofing to be removed. Can you clarify that the only abatement contractor needed for asbestos is for the stucco, paint on stucco on Building 17H?

Materials identified as ACM must be removed by a Maryland State certified abatement contractor in accordance with MD and US EPA regulations.

056 Statement of Work 7. Special Conditions:

J. Contractor shall get all Federal, State and/or local permits necessary…

Can you clarify what permits are required for this facility?

Maryland Deprtment of the Environment and EPA NESHAP Asbestos permit/notifications are required prior to abatement activity beginning. Local VAMC specific permits (ILSM, ICRA) are also required. Short‐ term permits may also apply depending on type of work undertaken (i.e. hot work permit, utility shutdown permit).

Perry Point Replace Roof Patient Building

057 Proposal Detail Breakout Sheet

Can you clarify which building/areas need the Detail Breakout sheet? With all the Buildings/Areas on the bid form, including all alternates, there are only 25 building/Areas.

See Revised Bid Detail breakout sheet posted in updated solicitation.

A "proposal detail breakout" sheet must be submitted for each individual building included in the scope. The resulting total costs noted on these detail sheets shall be summarized on the "Summary Proposal Sheet" for Base Bid as well as Add‐Alternates. All sheets (corrected total of 23 pages) must be submitted for bid proposal to be accepted.

058 Statement of Work General Note 3 on Drawings 1H‐M‐001, 1H‐C‐M‐001, 2H‐M‐001, 2H‐C‐M‐ 001, 3H‐C‐M‐001, 14H‐M‐001, 15H‐M‐001, 15H‐C‐M001, 17H‐M‐001, 19H‐M‐ 001, 19H‐C‐M‐001, 22H‐M‐001, 23H‐m‐001, 24H‐M‐001, 24H‐c‐M‐001, 25H‐ M‐001, 25H‐C‐M‐001, 82H‐M‐001 (this is general Note 2), 314‐M‐001, 361‐M‐ 001, 361‐C‐M‐001, and 361‐M‐001, states that all buildings are to be considered occupied and all work on building systems will be completed on off shifts and/or weekends/holidays.

Is this just for the mechanical and plumbing work or is this for roofing work also? The connector roofs don’t seem to have any mechanical work on them and they had this same note.

Depends on the exact work being completed, contratcor means and methods, and existing MEP equipment function/usage that may or may not need to be taken out of service temporarily for roofing work to be completed.

059 01 00 00 1.11 Professional Surveying Services

Will we be required to hire a surveyor?

The only surveying work expected to be required under this contract scope is the verification of roofing slope/elevations.

060 01 00 00 1.21 Construction Sign

Will we be required to have a wooden construction sign? If so is it required at every building or just one central location? Can we attach a metal sign to the temporary fencing in lieu of a wooden sign?

Contractor is required to have a large construction sign located at their trailer to identify the construction job name, prime contractor information, and brief project synopsis. Sign material may be wooden or metal.

Individual buildings do not required a construction sign.

061 01 00 00 1.22 Safety Sign

Will we be required to have a wooden construction sign? If so is it required at every building or just one central location? Can we attach a metal sign to the temporary fencing in lieu of a wooden sign?

Contractor is required to have a "safety board" located at their project trailer for employee information and posting of permits. No safety sign (ie. days without accident) sign wil be requried at individual job sites except for standard construction area warning singage (attached to fencing and/or site access points).

062 01 00 00 1.23 Photographic Documentation:

Will we be required to have a professional photographer for this project?

If so, will it be for stills or video also?

What will be the frequency/quantity of photos/video? The spec calls for monthly. With the aggressive schedule required here, monthly may miss large parts of the work.

Photographer must meet specification requriements.

Both still photos and video are expected to be required depending on the situation. Photos must be taken at a frequency appropriate to accurately track major construction activity progressions and significant events, at a MINIMUM 30 days apart.

063 Addendum 004 Addendum 004 included a Drawing 5H‐AS‐001.

Is this building included in the scope? If so, where on the bid form should we put the price?

Building 5H not in scope. Disregard drawing to be removed from solicitation

Current spec is proprietary as per marks on attached spec. Tremco is claiming in the market place that the owner will only accept their proprietary approach to the project. MRS would like to offer our version of attachment that meets all specified performance requirements. Please see suggested changes to spec and details to remove proprietary language and allow other manufacturers to provide specified performance requirements

Paragraph 1.3, C:

Clarification: Standing seam metal panel manufactured roofing systems are considered "proprietary" in their panel shape and anchorage/accessory design. Bid specifications do not identify which "proprietary" roofing system the contractor is required to use, and this solicitation is not restricted to a single manufacturer. No edits to specification will occur.

Paragraph 2.5, B.6:

"Pencil Ribbed" is an industry‐wide panel profile option, which is required under this solicitation. "Striated" is not an acceptable substitution. No changes to specification will occur.

Paragraph 2.5, C:

"Above‐Sheathing Ventilation (ASV)" is an industry recognized term defined as "roofs fitted with an inclined air space above the sheathing", and is not restrictive to a single manufacturer's product or system. Roofing system proposed by offeror must meet the performance requirements and intent of the bid documents and specifications, i.e. "ventilated architectural standing‐seam metal roof panels installed over existing asphalt roofing on existing wood‐framed construction", with "clips configured to hold metal panel in place 3/4 inch above and aligned with existing shingle substrate" and with "vented eave/ridge trim" and "vent material" per details to create a complete roof system.

No changes to drawings or specification will occur.
