About this file
This is an Amendment/Modification to Solicitation (SF 30) for the 646-20-109 UD Chiller Capacity and Controls Upgrade project at the Pittsburgh VA Medical Center, issued by the Department of Veterans Affairs Network Contracting Office. The amendment extends the proposal submission deadline from June 12, 2026 to June 26, 2026 at 3:30 PM EDT and schedules a second mandatory site visit for June 12, 2026 at 1:00 PM EST at Pittsburgh VAMC, Building One Atrium, with strong encouragement for bidders to bring all relevant subcontractors.
The amendment includes responses to eight Request for Information (RFI) submissions from May 12, 2026, addressing technical specifications and clarifications. Key requirements identified include: Schweitzer Engineering Laboratories relays (SEL-700G for generator, SEL-751 for feeder) with specific ANSI functions; a three-phase automatic transfer switch matching existing Selector Switch 53 operations for redundancy; a GE-manufactured heat trace control panel with one 70A/3P, 65kAIC circuit breaker input and ten integral 20A/1P GFEP output breakers; combined training for multiple equipment categories into a single four-hour session; and masonry demolition and repair work with flush finish and thinset mortar repair. Additional RFIs must be submitted electronically to Amy Demarest and Elijah McIntosh by June 17, 2026 at 3:30 PM EST, with final proposals due electronically by June 26, 2026 at 3:30 PM EST. Full-size drawings (30x42) are now available on SAM.gov to support accurate scaling and interpretation.

Question
VA Final Answer
1
Drawing E603 Note 4 & 5: Is there a specification or preference for the Relays to be provided for 8-MVSWGR-1 (section 1) What functions are needed?
For bidding purposes, basis of design relays shall be Schweitzer Engineering Laboratories SEL-700G (for generator) & SEL-751 (for feeder). ANSI Functions 27, 50 (Phase & Neutral), 51 (Phase & Neutral), and 59 shall be included. Associated PTs and CTs must also be included.
2
Drawing E603 Note 16: What is the existing make/manufacturer of Panel 8A?
GE Spectra Series APNB Bolt-On Style. Please see photo below.
3
Drawing E604 8-MVSWGR-2. Please confirm what is needed for the “3P Automatic transfer switch”. Is it to be similar to 8-MVSWGR-1 (section 1) OR Existing Selector Switch 53. Is there a specification or sequence of operation?
The new 3P automatic transfer switch in 8-MVSWGR-2 shall match the same operation as the existing ATS in Selector Switch 53. The new 3P automatic transfer switch was designed to provide additional redundancy to the incoming power feed from Building 31’s main electrical distribution gear. As designed, these two ATS equipment shall communication with each other to avoid double switching of alternating sources at the same time.
4
Drawing E604 Note 7 – Note that the 30mA GFCI breakers are only rated for 10kAIC. Panel is listed at 65kAIC on the SLD.
In lieu of providing (10) 20A/1P breakers in Distribution Panel 8C, provide (1) 70A/3P, 65kAIC circuit breaker in Distribution Panel 8C. The heat trace control panel shall be provided with (1) 70A/3P input and (10) integral 20A/1P GFEP output breakers to serve the heat tracing circuits. Associated costs for all equipment, circuit breakers, controls, wiring, etc. shall be included.
5
Drawing E604 Note 14 –Is there a specific product or manufacturer of the requested design
The manufacturer is GE. Refer to RFI-76 response in “UD Chillers RFI VA responses.pdf” as provided in the SAM.gov listing.
6
26 13 13 MV circuit breaker switchgear, 26 13 15 MV interrupter, 26 24 13 Distribution Switchboards, 26 36 23 Automatic Transfer Switch all call for 4 hours of training. Can any of these be combined?
Yes, all trainings may be combined into one session.
7
A vendor was looking at the add to existing SQD switchboard and wondered why add a bus transition that is not being added to another switchgear lineup but to just feed cables to two different pull boxes. Could they just be separated on the load side of the switch and direct them to different pull boxes?
Please provide supporting documentation on the recommendation. During design, we coordinated the design intent with Square D and this was the most feasible approach at that time.
8
Detail 1/SD501: what is the intent at either end of the wall, where it ties into the other walls? Demo flush as best as possible, or demo into these walls, let's say 2", cut reinforcing steel, form and pump the wall patch? Please provide a detail.
Demo flush as best as possible. Trim rebar to be flush. Finish with thinset repair mortar as needed to achieve smooth surface.
9
Detail 5/SD501: This detail is referenced on drawing SD121 on the masonry wall on the left that needs to be demolished. Please clarify the extent of that item. Is it along the entire wall?
Detail 5/SD501 is a typical detail for slab-on-grade demolition along the wall on column line X5. This demolition only needs to occur where the slab is demolished as shown on SD111 and where the slab is new on SF111.
10
Additionally, is it possible to obtain full-size drawings (e.g., 22x34 or 30x42) in lieu of the current 8.5"x11" versions? We are particularly concerned that the reduced-size sheets may impact the ability to accurately scale and interpret dimensions.
Full-size drawings (30x42) have been uploaded to SAM.gov.
