About this file
This document is an addition to RLP Section 3.02 detailing the submission requirements for a federal lease proposal opportunity. Offers must be submitted in three mandatory volumes, with submission in other formats potentially deemed unresponsive at the Lease Contracting Officer's discretion.
Volume 1 comprises five sections covering site and property information, building specifications, offeror qualifications, scheduling and management plans, and operational requirements. Section 1 requires FEMA flood plain maps, legal property descriptions, tenant lists, zoning evidence, security narratives with detailed drawings, and public transportation documentation. Section 2 demands site and parking plans, conceptual layouts demonstrating PACT design compliance, GSA Form 12000 fire protection evaluations, asbestos certifications or management plans, hazardous condition disclosures, Energy Star compliance documentation, FAR 52.204-24 telecommunications representations, architectural modernization plans if required, hydrology statements if required, and vending facilities statements. Section 3 requires vitae for up to 12 key team members (limited to 3 pages per individual), subcontracting plans if applicable, ownership evidence or acquisition agreements, signing authority proof, conflict of interest statements, active SAM registration, conditional fund commitment evidence, and documentation of historical preference or socio-economic status qualifications. Sections 4 and 5 require construction schedules, program management and response plans for build-out and operational phases (up to 70 pages for operational phase), emergency preparedness plans (up to 100 pages), and contract submittal schedules.
Volume 2 requests up to three past performance references using a provided form, a list of all VA lease projects completed within the past five years with specified details including performance period, contract number, contracting officer information, contract amounts, space descriptions, and any problems or delays encountered, and a list of non-VA lease projects within the past five years with similar scope using the same documentation format. Volume 3 contains pricing and cost documents: GSA Form 1364 (Proposal to Lease Space), GSA Form 1217 (Lessor's Annual Cost Statement), Security Unit Price List, Tenant Improvements Unit Price List, and Tenant Improvements Cost Summary (TICS), all using forms provided in the RLP. Volume 4 is optional and may be included at the offeror's discretion for additional pertinent information, though the LCO may consider or omit it at sole discretion.
