About this file
This is a Questions and Answers document for Request for Lease Proposal (RLP) Solicitation #36C24426R0031 issued by the Department of Veterans Affairs for the Lebanon VA Medical Center located in Berks County, Pennsylvania.
The document addresses four vendor inquiries regarding space requirements and proposal submission procedures. The Government is seeking a maximum of 28,128 American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) square feet or 33,020 Rentable Square Feet (RSF) of contiguous space, with first floor access preferred but not required; offerors will be rated as a subfactor based on first floor access provided. Regarding proposal documentation, the VA reserves the right to award from the initial proposal and strongly recommends that offerors submit all required documents with their initial submission, as missing documents may render an offer non-responsive, though the VA retains discretion to request final proposal revisions. Volume 4 of the proposal is at the offeror's discretion and may include additional clarification or pertinent documentation the offeror deems necessary to support their proposal. All offers must be received by the date specified in the RLP, with corrections noted in RLP Amendment 0002.

Questions and Answers
Number Vendor Question Government Response
1 RLP indicates space must be contiguous, one floor.
This is a subfactor. Offeror will be rated on first floor access provided. The VA preference is first floor; however, Offerors for other than first floor will be considered.
2 There will be long lead times for certain subcontractor quotes. Will there be an opportunity to provide updated information after closing of RLP, possibly with a proposal revision.
If some document are missing, how much wiggle room is there.
VA reserves right to award from the initial proposal. Therefore, it is highly recommended that Offerors ensure all required documents are submitted with the initial proposal. If the initial proposal is missing documents, Offeror may be considered non-responsive. The VA also has the option to enter into discussions and request final proposal revisions, but his is not guaranteed.
3 Volume 4 indicates “may” Volume 4 is at Offeror’s discretion. If Offerors feel a document submitted needs clarification or additional documentation is pertinent to the RLP, this allows Offeror the opportunity to submit additional information.
4 The RLP states that the "Government is seeking a maximum of 28,128 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) square feet (SF) / 33,020 Rentable Square Feet (RSF) of contiguous space" while Page 6 of the Agency Technical and Special Requirement states that maximum total rentable square feet is 24,459. We do not believe that the space program and associated circulation can fit within 24,459 rentable square feet. Can VA please clarify which of these numbers takes precedent?
The RLP is for 28,128 ABOA / 33,020 RSF
See correction in RLP Amendment 0002.
All offers must be received by date listed in RLP.
