About this file
This is an Amendment to a Request for Lease Proposals (RLP) for a Department of Veterans Affairs (VA) facility. The amendment modifies 14 key sections of the original RLP and associated lease requirements.
The amendments address facility specifications and design requirements. On-site parking requirements remain at a minimum of 150 spaces, with adjustments to meet local code requirements. New construction must be built to LEED Checklist standards, though LEED certification is not required. The Building and Design Concept evaluation factor now emphasizes accommodation of Patient Aligned Care Team (PACT) design, contiguous single-story first-floor access, exterior tenant entrances, and core infrastructure elements including structural, mechanical, electrical, plumbing, HVAC, telecommunications, Wi-Fi, security, fire protection, and life-safety systems. The design and completion schedule has been revised with specific milestone dates: schematic design due Day 15, 35% design Day 60, 65% design Day 105, 95% design Day 150, and final construction documents due Day 175, with government review completing by Day 180. Tenants Improvement (TI) construction documents must conform to approved Data Item Descriptions (DIDs) within 15 calendar days of approval. Janitorial services will be provided by the Government, with the Lessor responsible for plant and lawn maintenance, light bulb replacement, pest control using integrated pest management, and nuisance wildlife control in accordance with U.S. Department of Agriculture Wildlife Services. Fire protection code review will be conducted at the 65% and 95% design review stages. Exhibit B Agency Specific Requirements have been replaced with revised technical requirements contained in Attachment 5.
