About this file
This document is a virtual pre-proposal meeting agenda and presentation slides for a Department of Veterans Affairs lease solicitation (RLP No. 36C24426R0031) for space in Berks County, Pennsylvania.
The VA seeks to lease approximately 28,128 assignable square feet (33,020 rentable square feet) of contiguous space for a 10-year firm term. The successful offeror must control the site and finance the project through construction completion. This is a fully serviced lease in which rent covers all lessor costs including shell upgrades, tenant improvements (TI), operating costs, common area maintenance, real estate taxes, security upgrades, and utilities, with TI provided as a lump sum. The space must include 150 reserved, secured, and lit parking spaces. Proposals are due April 13, 2026, at 3:00 PM EST via electronic submission only, organized in three volumes with no cost information in Volumes I and II. Evaluation will be based on three factors: Quality (including location, building design, lessor capability, project management for design/build-out and lease administration); Past Performance; and Price. The lessor bears full responsibility for design and construction in compliance with the RLP, federal regulations, and local codes, with Green Globe Certification required if new construction. Offerors must maintain active SAM registration under NAICS code 531120 for the life of the lease. Key exhibits include GSA Form 1364 (Proposal to Lease Space), Tenant Improvement Cost Summary (TICS), and GSA Form 1217 (Lessor's Annual Cost Statement), with line 27 of the latter defining the total estimated cost of services and utilities built into the shell rental rate.
