About this file
This document is a Request for Information (RFI) response for a Veterans Affairs (VA) design-build project to replace door frames in Building 104 at the Lebanon VA Medical Center in Pennsylvania. The project involves upgrading door frames and associated fire-rated walls at specific locations, with requirements including 2-hour and 1-hour rated door assemblies, compliance with UL design standards, and Best hardware standards. Key project parameters include a 180-day total performance period, construction documents due at 90 days, construction completion by 180 days, and a projected budget between $250,000 and $500,000.
The RFI responses clarify critical project details such as work restrictions (must be performed after hours), code compliance requirements, door and hardware reuse specifications, and site access conditions. The VA confirmed no asbestos is present, specified that Phase II offerors can schedule walkthrough investigations, and indicated that only the specifically highlighted door openings are within the project's scope. The project is a design-build contract anticipated to be awarded as a Firm-Fixed-Price agreement, with the prime contractor required to partner with an Architect-Engineering firm to complete design and construction services in compliance with VA guidelines and local requirements.

1. Confirm that code requirements beyond 2-hour rating are not in scope (ADA/ABA, sprinkler coverage, fire extinguishers, exit lighting, smoke dampers, etc). Meeting all codes would require significant site investigation prior to bidding and could adversely impact adjacent programming/spaces, as well as budget. Besides the 2-hour rated wall upgrades the only other additional requirement would be to add smoke dampers where required.
1. Confirm that doors, hardware, and automatic door operator at 14C7 and 15C1 can be reused. Doors, frames, hardware at door 14C2 will need to be 2-hour rated. Doors, frames, hardware at door 11C7 will need to be 1-hour rated. Doors, frames, hardware at doors 14C7 and 15C1 can be reused.
1. Verify existing door 14C2 and hardware can be reused/installed into the new 2-Hour (90 minute) rated door frame, as no labels were visible. No, doors, frames, hardware at door 14C2 will need to be 2-hour rated. These doors and frames are currently only 20 minutes.
1. Verify existing door 11C7 and hardware can be reused/installed into the new 1-Hour (45 minute) rated door frame, as no labels were visible. No, doors, frames, hardware at door 11C7 will need to be 1-hour rated. These doors and frames are currently only 20 minutes.
1. Confirm that new frames need to be installed in openings 14C2, 11C7, 14C7, and 15C1. Frames at door 14C2 will need to be 2-hour rated. Frames, at door 11C7 will need to be 1-hour rated. Frames at doors 14C7 and 15C1 can be reused.
1. Campus door hardware standards (manufacturers, keys, etc) Campus door hardware is Best.
1. Does VA have a preferred detail for fastening the walls at 14C2, 11C7, 14C7 and 15C1 to the floor deck above? No, the VA does not have a preferred detail we will rely on the design build designer.
1. What is the quantity of doors that need wall to be extended to deck and braced to support existing automatic operators? There are four doorways that need to be braced (1- single door and 3-double doors)
1. Will the new 2-Hour wall assembly be constructed per a Ul Design or NFPA? New 2-hour rated wall shall be designed as per UL design standards
1. Provide Mechanical As-built drawings for area associated with 2-Hour rated wall location.
1. Any other drawings we may need to provide all services necessary for design of this project – i.e. mechanical/plumbing, electrical, structural, etc. Only drawings that apply to work performed shall be required, Architectural, Mechanical (fire dampers), Electrical (automatic door operator power)
1. Is VA requiring a fire protection expert to design and approve fire rated walls and locations? No need for a fire protection engineer, they just need to follow the various UL, NFPA, and ASHRAE standards.
1. Is asbestos known to be in this building? Is remediation required by scope, and if so, will encapsulation be allowed, or is removal required?
This area does not contain any asbestos materials.
1. What means and methods is AE allowed to utilize to investigate existing conditions inside walls and ceilings? Will access to OR suite be permitted prior to bidding, and to what extent are invasive investigations permitted? Individual walkthroughs through the OR suite will be permitted and scheduled via e-mail request to the Contracting Specialist, to Phase II offerors only.
1. Confirm project scope conflicting information between 500k and 3 million. Project’s expected magnitude is between $250,000.00 and $500,000.00.
1. Confirm all work must be done off hours – Work that may affect hospital operations must be performed after hours.
1. Please take pictures of walls at locations marked on attachment #1. See attached pictures.
1. Please confirm that the openings highlighted on attachment #2 are the only openings where work occurs? Correct, they are the only doors included in this scope of work shown on attachment #2.
