About this file
This is Amendment 5 to Solicitation 36C24226R0060 for the MRI AHU Modification project at James J. Peters VA Medical Center in Bronx, NY, issued by the Department of Veterans Affairs Network Contracting Office 2. The amendment addresses a Request for Information (RFI) regarding hallway fan coil unit configuration with a response deadline of August 28, 2026 at 12:00 PM EST. The contracting officer is Vladimir Stoyanov. The primary issue concerns six 18,000 BTU/h chilled water fan coil units specified in the contract documents; the contractor raised concerns that surface-mounted units would create aesthetic and safety hazards in the corridor.
The VA has approved Option A as acceptable if there is no additional cost: providing six ceiling-mounted fan coil units at 18,000 BTU/h each, with the caveat that units cannot be equally spaced due to ceiling constraints. The VA specifies that 18,000 BTU wall-mounted units require a minimum of six inches clearance below the ceiling, and given typical 8-foot corridor heights with units approximately 12-14 inches high, there would be approximately 6 feet 3 inches of clearance beneath the installed units. Option B—providing three ceiling-mounted units of higher capacity with equivalent total cooling while spaced evenly—was presented as an alternative but is not explicitly approved. The underlying design-build contract is for installation of a dedicated cooling source for the MRI suite's air handling unit, with a performance period of 270 calendar days and project magnitude between $500,000 and $1,000,000.

8. Question -Hallway Fan Coil Units-The contract documents indicate (6) 18,000 BTU/h chilled water surface-mounted fan coil units in the hallway. We have concerns with this configuration: the surface-mounted units would protrude into the corridor, presenting both an aesthetic issue and a potential head-strike hazard for pedestrians. We propose substituting ceiling-mounted fan coil units in lieu of the surface-mounted units. Please advise which of the following options is acceptable:
VA Response: Option A would be acceptable if there is no additional cost to the VA. Six ceiling mounted units would provide both the desired level of equipment redundancy and distributed air flow equivalent to the contract design wall mounted units. An 18,000 btu wall mounted evaporator fan unit requires a minimum of 6 inches of clearance below the ceiling for proper air flow. As the evaporator fan coil unit is approximately 12-14 inches high, in an 8 foot high corridor (96 inches clear), there would be a minimum of 76 inches clearance under the evaporator fan unit, or 6 foot 3 inches. If the corridor is higher than 8 feet then the clearance would increase.
Option A: Provide (6) ceiling-mounted fan coil units at 18,000 BTU/h each; note that due to ceiling constraints, the units cannot be equally spaced along the corridor.
Option B: Provide (3) ceiling-mounted fan coil units of higher capacity, sized to provide equivalent total cooling capacity, spaced evenly along the corridor.
