About this file

This is Amendment 3 to Solicitation 36C24226R0060 for the MRI AHU Modification project at James J. Peters VA Medical Center in Bronx, New York. The amendment extends the response deadline from July 9, 2026 to August 7, 2026 at 3:00 PM EDT to allow offerors additional time to submit responses to Requests for Information (RFIs) issued by the Department of Veterans Affairs.

The RFIs address three critical design decisions: selection between three chiller system options (air-cooled package with glycol and pump, air-cooled package with glycol and plate-frame heat exchanger, or air-cooled split chiller with clear water only); clarification on the necessity of inline pumps for fan coil units versus series pump configurations; and verification of cooling load calculations for six new corridor fan coil units (9 tons) and the 21-ton MRI load capacity. The Contracting Officer's responses indicate that Option 2 appears most effective, series pump configurations are not acceptable, and the A/E design team bears responsibility for performing independent heat load calculations to verify actual cooling requirements rather than relying solely on VA-provided general information. The underlying project involves providing a design-build service for installation of a dedicated air-cooled chilled water cooling system to support an existing AHU serving the MRI suite, with a performance period of 270 calendar days and a project magnitude between $500,000 and $1,000,000.

The purpose of Amendment 0003 is to submitted response to RFI's. Response date is changed to August 7, 2026 3pm EST.

Please see the attached.

Vladimir Stoyanov Contracting Officer 36C24226R0060 Amendment 3 630A4-26-401 MRI AHU Modification

6. Per our teams meeting this morning, please see below RFI's;

· There are 3 potential options for the MRI chiller:

1. Air cooled package at grade with glycol and pump package.

2. Air cooled package at grade using glycol but also using a plate and frame heat exchanger to separate the glycol from the clear water.

3. Air cooled split chiller with outdoor condenser and indoor evaporator using clear water only.

Does The VA have a preference for which system works better for them?

· The scope of work calls for an inline pump to serve the fan coil units. Can the VA share the reason for these extra pumps as series pumping can present issues. If the additional head is included in the new chiller pumps does that suffice?

· There are 6 new fan coil units called for in the corridor. This is 9 tons of cooling. Does the corridor have that kind of a load? Typically, corridors are only lighting and a few transient people. Also, if 9 tons is used for fan coil units, is 21 tons sufficient for the MRI Load?

COR answer(s):

1) It appears that Option 2 may be the more effective choice; however, as this is a design-build project, we rely on the A/E team’s expertise to design the system in accordance with VA requirements and specifications.

2) Accordingly, a series pump configuration is not considered an acceptable design.

3) The A/E team should perform its own heat load calculation for the corridor to determine the required cooling capacity. The VA has provided only general information; it is the contractor’s design team’s responsibility to determine the actual requirements and verify whether the chiller recommended by the VA is sufficient.
