About this file
This is a Request for Information (RFI) document for a federal construction project involving the replacement of Building 118 FCU (Project No. 528A5-22-506, Solicitation No. 36C24226B0026). The RFI was submitted on January 27, 2026, with Contract Specialist Devan Bertch overseeing the solicitation. The document contains nine questions and clarifications submitted by the A/E firm Miller Remick, with corresponding responses from the VA.
Key clarifications address mechanical, electrical, and structural specifications for the building renovation. Mechanical systems clarifications include correcting the DDC (direct-digital control) system manufacturer from Johnson Controls to Automated Logic Corporation (ALC), confirming that aluminum jacketing at roof and exterior ductwork does not require painting, deferring to mechanical specifications for roof support finishes (epoxy), and confirming that painting of ductwork and piping penetrations above acoustical ceilings is not required. Electrical and systems clarifications identify the fire alarm system as a Simplex 4100U panel supported by Jason Kimmel at 585-509-0330, provide the ASCO ATS representative contact as Brett Riggio at 215-776-7270, confirm that temporary services are not required during MDP panel replacement with work to be performed during off-hours per Electrical Demolition note 8, and identify the existing main distribution board manufacturer as Square D. The document also notes that the contractor is responsible for ensuring lightning protection is complete with no historical records available from the 1970s building construction.
