1- Let Please clarify the requirements related to the SSHO (013526-1.7):

a. Is a separate, full-time SSHO required in addition to a full-time Site Superintendent for the Prime Contractor? No, as long as the Site Superintendent is qualified and meets the requirements of the SSHO.

b. Please clarify proof/documentation to satisfy the requirement the “SSHO to have (5) years of construction industry safety experience (013526-1.8A) As a minimum the SSHO must have completed the OSHA 30-hour Construction Safety class and have five (5) years of construction industry safety experience or three (3) years if he/she possesses a Certified Safety Professional (CSP) or certified Construction Safety and Health Technician (CSHT) certification or have a safety and health degree from an accredited university or college.

2- Please verify the requirement that the Competent Person(s) must have taken or retaken their OSHA 30 Hour within the past 5 years. We will accept a 30-hour OSHA Construction Safety certificate, regardless of the date completed.

3- Please verify the requirement of a separate (LICENSED) Certified Safety Professional (CSP) or a Certified Construction Safety and Health Technician (CSHT) to conduct random monthly site safety inspections. The word “or” clarifies this question…. Meaning, as a minimum the SSHO must have completed the OSHA 30-hour Construction Safety class and have five (5) years of construction industry safety experience…that is the minimum and it can be the Site Superintendent.

a. Please verify this requirement cannot be fulfilled by a corporate safety professional (Safety/Operations Manager) and this person must be licensed and provide their certificate number. Please refer to the response on minimum qualification required above in 3.

4- Please confirm the quantity of parking spaces available to the prime contractor (per spec: “A limited number of permits shall be issued for General Contractor and its employees for parking in designated areas only”). Refer to spec 01 00 00 section 1.5.F.1.

5- Will the government agree to pay for Stored Materials on this project due to the volatile material price fluctuations and unpredictability of the market, with the provisions of material invoice/packing slips, photo, and insurance backup information for each relevant charge?

No.

6- Will the government agree to material increase cost adjustment requests for suppliers (change orders) for products subject to long submittal review periods, long lead times and/or general post-bid issues? This is a firm-fixed price contract and there is no economic price adjustment clause in this contract.

7- Asbestos abatement shown on H-101R is within the “Ingredient Storage” Room C202F and Cooler C202G. This work will take multiple shifts for containment set-up, removals, air clearances, and de-mobilization. Access to these locations by kitchen staff will not be feasible. Does the VA have a contingent plan for their staff to relocate all items within these two rooms will this work is performed? Yes, see G-102R1 in regard to swing space.

8- Two-hour wall locations unclear on drawing G-102R as everything is black and marked over one another. Can another color be used, or two-hour wall locations be highlighted? Please see sheet G-101 for the two-hour wall locations.

9- What is the measurement from existing floor to deck above (for wall requirements)? 11’-0”

10- Is there any ductwork that will be within two-hour walls where a fire damper would be required? If so, please clarify qty. No.

11- Are there any utilities above ceiling where two-hour walls are called for that will interfere with wall installation? Please clarify any and all obstructions. See the attached HVAC, Plumbing, Fire Protection, Electrical and Lighting sheets for the Main Kitchen area that clarifies the location of the utilities above the ceiling. - Perform demolition and construction to minimize interruption to all utilities. There shall be no interruption of utilities without prior permission of the Contracting Officer or the COR. The Contractor shall develop an interim utility plan where interruptions are anticipated. Request in writing at least one week prior to the planned interruption to the Contracting Officer or COR.

12- 2-hour wall shown on North end of Elev. Lobby B200 will need to extend into the corridor to allow adequate workspace. Please confirm clearance above ceiling for installation of wall and clearance in corridor. The true floor to true ceiling is 11’-0”, the suspended ceiling is 8’-0”, the clearance above the suspended ceiling is 3’-0” in the Elevator Lobby B200. The following questions are based on Infection Control Specification (013526-1.12). Per specifications this project is Class III.

17- Per 013526-1.12B3 “During Construction Work”- Maintain negative air pressure, 0.01 inches of water gauge, within work site utilizing HEPA equipped air filtration units and continuously monitored with a digital display, recording and alarm instrument, which must be calibrated on installation, maintained with periodic calibration and monitored by the contractor..

a. If certain locations do not have access to a window to pull negative air out, and/or negative pressure is not obtainable in certain areas, what will be required per VA Safety in order to perform work? Where a window is not available, air can be directed to a space outside the work area utilizing HEPA filters. See Spec 01 35 26 -23, 1.12.H.1 - The Contractor shall provide enough HEPA negative air machines to effect > - 0.02” WCG pressure. Per Spec 02 82 11 – 29, 3.1.3 Negative Pressure Filtration System.

18- Are we able to run air through HEPA equipped air filtration units and release air back into the kitchen space? No. Release air must be discharged outside the kitchen space utilizing HEPA filters if a window is not available. See Spec 01 35 26 -23, 1.12.H.1– HEPA filtration is required where the exhaust dust may reenter the medical center, including the ceiling and spaces under barriers.

19- Per 013526-1.12B3 “Upon Completion” - Do not remove barriers from work area until completed project is inspected by the Contracting Officer Representative and thoroughly cleaned by the contractor to include above ceiling and below. The VA shall inspect the above the ceiling cleaning prior to the Contractor laying in the tile.

i. Work within certain areas physically cannot be completed (demo to finish product) in a single shift. For example, the main kitchen area we are to remove the existing ceiling and install new. This cannot be performed in one shift. There will be demoed unfinished ceilings, or old ceiling meeting new ceiling with voids (dust and sanitation hazard, fire hazard for un-finished ceiling). Will this be acceptable with the in-house VA Health & Safety Department? The contractor will be responsible for phasing the ceiling replacement and utility upgrades within the ceiling plenum in segments that can be accomplished in one shift as much as possible. Working across the main kitchen, the contractor will construct a temporary full-height, fully sealed, true-floor to true-ceiling containment enclosure constructed of a minimum 6 mill heavy duty poly sheeting (Visqueen) in the area of work, phasing the ceiling replacement and utility upgrades within the ceiling plenum in segments to isolate work from the kitchen staff work areas. Also, the contractor is responsible for covering the equipment in the vicinity of construction activity to prevent dust and/or contamination at all times during construction. The contractor will coordinate with the COR and kitchen staff to temporarily relocate and move back the kitchen equipment when necessary to facilitate construction. The kitchen staff is responsible for cleaning and sanitizing the kitchen equipment a part of their normal kitchen operations duties. It is imperative that the contractor ensures no interruptions in the ceilings, floors or walls when turned over to kitchen staff for use during the day. Per 013526-1.12B3 - “Upon Completion” of each segment - Do not remove barriers from work area until completed project is inspected by the Contracting Officer Representative and thoroughly cleaned by the contractor to include above ceiling and below. The VA shall inspect the above the ceiling cleaning prior to the Contractor laying in the tile. Also see Spec 22 05 11 -10, 1.6.A.1.

20- In the main kitchen, will this equipment be removed by VA Staff and put back in place before and after each shift? Any equipment that must remain in place, due to inability to be moved (structural issues), must not be used by the construction contractor as work surfaces.

21- On a recent Syracuse VAMC project, the VA Safety/Health Department wouldn’t allow furniture of any kind to be in or around a “occupied construction zone”, even if behind a poly wall. Being that is the basis of this project (working behind poly), will that rule not apply on this project? - The VA will provide storage for the furniture during construction and the installation of the furniture will occur last, after dust production has ceased and the area has been cleaned.

22- Will kitchen equipment be removed in entire Main kitchen area to allow for ceiling replacement? No. See Spec 22 05 11 -10, 1.6.A.1

23- With work being in and around food prep & cooking areas, who will be responsible for ensuring surrounding equipment outside of poly construction areas is clean and safe for food the next day? All construction around kitchen equipment and units that hold food that needs to be maintained at a certain temperature will be planned in advanced to be accomplished in phased segments. The contractor will communicate with the COR and the kitchen staff to ensure the safety and protection of all food preparation areas. See Spec 22 05 11 -10, 1.6.A.1

24- Is the contractor expected to clean all equipment within entire kitchen area each and every day?

All construction around kitchen equipment and units that hold food that needs to be maintained at a certain temperature will be planned in advanced to be accomplished in phased segments. The contractor will communicate with the COR and the kitchen staff to ensure the safety and protection of all food preparation areas. See Spec 22 05 11 -10, 1.6.A.1

25- Spec section 013526-1.12C2 states:

a. Class III & IV (where dust control is the only hazard, and an agreement is reached with the Resident Engineer and Medical Center) - Airtight plastic barrier that extends from the floor to ceiling. Seams must be sealed with duct tape to prevent dust and debris from escaping

i. Many of the areas called for work behind poly also contain work beyond just “dust control”, for example cutting and patching of ductwork/mechanical work which will require abrasive cutting (sparks), electrical work, etc. How is work to proceed behind poly as defined on drawings to meet this specification?

The entire kitchen is already within a 2-hour fire rated barrier.
