Question and Answer to Solicitation 36C24221B0065

1. During the walkthrough I was unable to see the 11 inaccessible locations that we are to provide access to as part of our proposal. I would not be averse to pricing that part of the project from photographs if necessary, provided they are legible and labeled FD# or be permitted to come back to look myself at some point before the bids are do in.

Answer:

There was only one organized site visit which was held November 30, 2021.

Qty 39 Access Panels (fire rated) will be installed for inspecting and testing

Qty 14 Access Doors proper sized cam locked sheet metal install for duct work access

2. What days and hours can work be performed in the areas deemed off limits during

Answer: Work under this contract shall be accomplished during normal hours and off hour schedule.

Manhattan VAMC normal working hours are 8:00am through 4:30pm Monday through Friday, excluding holidays. However, off work hours will be required due to ICRA constraints and/or impact on patients, staff and critical patient care areas when air handlers will have to be shut down

3. Is there a list of the dampers they want decommissioned?

a. If not can we be provided with updated life safety drawings now so we can determine how many dampers need decommissioned so can be priced in;

Answer: Provide price on Bid Sheet: Decommission Dampers

4. Can we be provided with the list of the last inspection report that shows a list of all of the repairs / installs that are to be priced in this project?

a. To verify, are there to be any repairs for the bid, or is this just inspection, decommissioning, and access doors, and would any repairs and installs be bid separately?

Answer: 17 failed Fire Dampers from 2014 Report – Dampers that need to be replace or repaired due to failing last inspection will be addressed in a separate contract.

5. How would the government like the contractor to submit pricing for rerouting of wiring/conduit/fixed obstructions? Impossible to price without doing the inspection and knowing the scope of the obstructions that need moved and the subcontractors that may need rerouted? Would the government like to provide an allowance in the bid based off an hourly rate for different trades (e.g. electricians, masons, sheet metal contractors), which is not a fixed price? Or could these items be noted during the inspection and then provided as a fixed price during the major repairs in a separate bid?

Answer: Items discovered in Base Inspection scope that may need major repairs will be addressed in a separate requirement.

6. If additional dampers over 350 dampers are discovered, then will the contractor be allowed to provide a unit rate in the bid to charge the government for additional units? Given that fact, is it allowable to provide a price for up to fifty (50) dampers for decommissioning, with a unit rate for any additional over 50?

Answer: Provide price on Bid Sheet for:

Additional existing fire dampers in excess of 350 identified during inspection to be added to inventory and floor plans and

Decommission Dampers

7. Solicitation SOW page 12 of 56, para B3 states ‘Installing ceiling access panels (fire rated) in these opening locations adequate to perform current and future inspection and testing’. ---

Please provide a count and size of access panels

Answer: Qty 39 proper sized Access Panels will be installed to facilitate future inspection and service

8. Description of Work (11 of 56) Line Item 2 states, "All construction necessary to provide access to Fire Dampers that have been determined to be inaccessible to include installing ceiling access panels (fire rated) and install cam locked sheet metal access doors for ductwork access." -- The

"All Dampers Not Passed" Report dated 07/01/14 lists about 70 dampers that failed previous inspection, are inaccessible, or need specific repairs to operate properly. Do we need to include these repairs in our cost proposal?

Answer:

Qty 39 Access Panels (fire rated) will be installed for inspecting and testing

Qty 14 Access Doors proper sized cam locked sheet metal for duct work access

The Dampers that need to be replace or repaired due to failing last inspection will be addressed in a separate contract.

9. Description of Work (11 of 56) Line Item 2 states, "Produce detailed report within 45 days of the inspections." -- Does this mean that reports will be needed every 45 days? or Can the reports be produced at closeout?

Answer: At the conclusion of Inspection, Testing and Preparation of Shop Drawings; Contractor shall provide COR with preliminary draft copy of Report and AutoCAD and pdf files and As Built drawings sixty (60) days prior to contract completion end date for COR review and approval to final submission.

10. How many dampers are expected to be included as part of the As Builts for the additional 7 listed projects? The total number of dampers will affect the overall cost proposal with regards to the AutoCAD Drawings, Surveying Time, and Testing.

Answer: Provide price on Bid Sheet for:

Additional existing fire dampers in excess of 350 identified during inspection to be added to inventory and floor plans

11. On page 12 of 56 of the SOW states, " The work associated with providing access to approximately fourteen (14) inaccessible dampers as listed and initially described in the 2013/14

Report . The report seems to show a total of 39 inaccessible dampers, not 14. Please advise the total number of inaccessible dampers.

Answer: To clarify 39 is the number of inaccessible dampers however in the 2014 Report

(Inaccessible) some Fire Dampers passed or got a recheck etc. noted with: no comments, air handler needs to be slowed down to be tested, construction in area etc.

12. The statement above also refers to multiple locations in which fire dampers may need to be installed, and fire barrier walls will need to be constructed. How many locations can we expect to fit this situation?

Answer: Any locations discovered in Base Inspection scope that may need to be installed will be addressed in a separate requirement.
