Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C24125Q0164

1. Contracting Activity: Department of Veterans Affairs, VISN 01, Togus Medical Center, Augusta ME - 04330

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Fire hydrants shall be Waterous Pacer 5 1/4 “ and have 4.5” NST/NH steamer port and two 2.5” NST/NH side ports. Hydrants must be dry barrel type.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Waterous Pacer 5 ¼” Hydrants are currently in use at the Togus Medical Center which has a total of 26 fire hydrants on campus. These hydrants operate on a municipal water supply. The maintenance staff are currently trained and familiar with repairing hydrants from this manufacturer. The VA maintains parts and manuals for Waterous pacer hydrants on station. If disapproved, the facilities staff and fire department will have to get trained on multiple products, and the parts department will have to maintain spare parts for multiple hydrants. Finally, having one type of hydrant will help to reduce errors when being use by the Fire Department.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted and is included in the FORCE package for this requirement.
