About this file
This is Amendment 0002 to solicitation 36C24125Q0164, issued by the Department of Veterans Affairs Network Contracting Office 1 at VAMC Togus in Augusta, ME, effective February 19, 2025. The amendment provides answers to contractor questions regarding a fire hydrant replacement project.
The Q&A clarifies several key technical requirements: utility drawings are available but accuracy isn't guaranteed; 7-foot temporary construction fencing is required (6-foot not acceptable); work must be performed on one hydrant at a time; hydrants must be painted yellow rather than NFPA standard red with blue cap; specifications only apply to items directly referenced in the scope of work; and flow testing/hydrant outages must be coordinated through the COR who will handle arrangements with fire departments and campus personnel.

1. The purpose of the amendment is:
a. To answer all RFI questions submitted. See attached for responses.
Amendment 0002 RFI Questions and Answers
Q1. Are existing utility Drawings available for the areas around the hydrants?
A1. Yes, however the accuracy cannot be guaranteed (posted with previous amendment).
Concerning plumbing, the most up to date drawing is what was posted in the solicitation.
Q2. Can we use 6' temp construction Fence?
A2. No, solicitation calls for 7’.
Q3. Can we have multiple crews working simultaneously on separate hydrants or are we solely going to be able to work one hydrant at a time?
A3. One site at a time.
Q4. What color are the hydrants going to be painted? The NFPA guidelines specify a red body with a light blue cap but the specifications sheet says that they will be painted yellow.
A4. Hydrants will need to be yellow.
Q5. The scope says that we will be replacing the hydrants and associated piping but the specifications lists all valves and piping associated with the plumbing of the hydrants almost as if we would be replacing everything and starting fresh.
A5. Specifications call out reference standards, material requirements, and some limitations on means and methods for items referenced in the scope of work. Contractor will not be responsible for executing anything listed in the specifications that doesn’t have a direct correlation to anything in the scope of work.
Q6. Would the Campus Fire Department be assisting with the flow testing or is this something that we would have to coordinate with the Augusta Fire Department to accomplish?
A6. Coordinate timing for flow testing and hydrant outages with the projects COR (Contracting Officer Representative). The COR will make any necessary arrangements and notifications with the fire departments and with the Togus campus.
