spec section 32 31 13 Part 2, 2.2D, page

CS501

In spec section 32 31 13 Part 2, 2.2D, top and bottom tension wire is specified. On plans page CS501, it shows top rail and bottom tension wire. Do we follow specs or plans?

Plan details govern construction, while Part 2 of specs governs materials. Top tension wire will be required for the construction fence where the top rail is not specified (areas not receiving plastic privacy slats).

page LS304 By the plans on page LS304, it is not clear how the ornamental fence is set. Is it plated with a cover? Or are the posts set in concrete?

The ornamental fence has a plated cover at the top of the natural stone.

The fencepost will be core drilled and grouted at the Sq. Post Corners per section detail on 1/LS304

In Spec Section 01 32 17 Part 1, 1.1A, Microsoft Project 2003 or later is indicated as the required scheduling software. Is Primavera P6 Projects Software an acceptable alternative?

Spec Section 01 32 17 Part 1 is deleted, Primavera P6 is the required scheduling software.

LK502 Precast and Cast stone posts. On LK502, Precast Posts are indicated. On LK501-LK504, Cast Stone Masonry Posts are indicated. Can they all be one method (Precast) for a uniform appearance?

Sign details on sheets LK 501-LK- 504, except the temporary Construction Signs and the Accessible Parking Sign, are to be uniform and of Precast Concrete for both the Post and the Signpost Collar.

N/A Can the contractors PM, Superintendent or QC Manager have additional duties as the contractors commissioning manager?

The PM and Superintendent must be independent to the commissioning manager as they have conflicting priorities.

The QC Manager may provide the duties of the commissioning manager as no conflict is apparent.

Spec Section 01 00 01, Part 1, 1.1F

In Spec Section 01 00 01, Part 1, 1.1F states:

All employees of general contractor and subcontractors shall comply with VA security management program.

Please provide the VA security management program.

Site is unrestricted and there is not a local badging requirement for Tahoma National Cemetery.

Members must wear “uniform” that identifies them as a member of their company.

Is the government able to extend the bid RFI question date as well as the bid due date by two weeks due to the change in site visit?

See VA Response to RFI No. 6.

The proposal due date is extended to 11 July 2024 at 1:00 PM EDT.

Is it Mandatory to sign the PLA as the Prime Contractor?

The PLA shall fully conform to the Federal Acquisition Regulation (FAR) Subpart 22.5 Project Labor Agreement for Federal Construction Projects. The signed PLA must meet the minimum standards of the solicitation and must be received from the apparent awardee within 30 calendar days after the contract award and as a prerequisite to receiving the Notice to Proceed.

My company provided the masonry work on the last phase at TNC. Can you please provide us with a schedule for this current phase?

VA is in the procurement process now. A walkthrough was held on Thursday, 6/6/2024 at 10:00 AM at the Tahoma National Cemetery.

Proposals from prime contractors are due July 11, 2024.

Page Ls 501 Detail 1 plan view of weld plate from single sided precast niche unit to poured in place pilaster shows the weld plate in the center of the niche.

Typically the weld plate is place in the thicker back wall as shown in the previous drawing. The wall in the center of the niche is thinner and the heat from welding could cause some cracking.

As noted in detail 6/LS501, the Contractor is responsible for providing structural calculations and design of the embeds as a delegated design item.

Details 1 and 2 on CU502 show 2 installation applications (1 for within paved and turf areas, 2 for all other applications)

Do you have a list of the known GC’s bidding on this project?

Bid Form Bid Form CLIN 006 Option 4 is requesting pricing for 18-month or less compressed schedule for the Administration Building construction after Contractor receives NTP. Note, the new transformer at this time is believed to have an 18-month lead time making this compressed schedule unattainable especially considering the long-lead transformer must be installed prior to relocating electrical out of building addition footprint and to be able to power up the temporary staff trailers for the Administration renovations/addition. Based on past experience and discussions at the site walk on 6/6/24, our team understands the intent behind this CLIN option is to reduce the duration that staff is displaced from their existing building.

Similar to Miramar National Cemetery, our team recommends the government consider starting the 18 month or less time when contractor takes

Intent is to disrupt the Administration staff for no more than 18-months.

From start – Move out of the staff to End date – Staff moves into the new facility should be within the 18-month time frame to meet the intent of the CLIN.

Section 01 50 10 Section 01 50 10 3.2.8c states to provide "cellular telephones for each employee." This requirement seems unusual based on our past experience so please confirm whether or not indeed required. If required, please provide quantity.

Cellular phones are not required for VA employees.

Phone connections transfer will be required in the temporary office space.

Section 01 50 10 Section 01 50 10 3.2.6 contains requirements for printer(s) to be furnished in the temporary trailer(s) by the contractor. Please confirm this is indeed necessary and if so specify which trailer(s) this is applicable to. Based on past cemetery renovation experience at Miramar National Cemetery, the existing printer(s) from the various buildings should be utilized at the temporary trailers. Please review and advise.

Existing printers will be transferred for the temporary trailers for the office space.

A printer/scanner will be required for the RE office to manage the efforts per spec section for RE trailer.

Section 01 50 10, Sheet TS102, and Sheets AT101 thru AT106

Section 01 50 10 3.2.8 contains information about the communications infrastructure but does not contain quantity of data drops per trailer.

Please redline the trailer plans with drop and quantity of ports or provide overall quantities to assume for bidding purposes.

Government expects all workstations in temporary trailers to be connected to local area network (wired) connection through a temporary fiber back to the telecom room in the Admin/Maint Building. See TS-102 for pathway and fiber requirements.

It is understood that internal trailer cabling will be provided by the Temporary Trailer manufacturer.

Contractor to coordinate with Trailer manufacturer to supply connection sufficient for the programed areas identified.

Section 01 50 10 Section 01 50 10 3.2.8 contains requirements for the contractor to

Section 08 71 00 Section 087100-1.7.B specifies the Cylinders be keyed into existing Grand Master Key System. In order to bid accurately, our team needs to know the following:

a. Provide manufacturer of existing cylinders and key system.

b. Are cylinders are to be interchangeable core or conventional?

c. Does the existing system use a restricted keyway and/or higher security level than manufacturer's standards?

a. Keying information to be provided by the Government.

b. Cylinders are to be interchangeable into core housings. Refer to 08 71 00, 2.7 A.

c. Restricted keyway requirements to be provided by the Government.

Sheet A-611 The wood frames on Sheet A-611 have conflicts between Frame Type/Matl, the Frame Details, and the STC Rating. All of the interior doors (except Door 202) are specified on the Door Schedule Frame Type and MATL columns as Wood, however, the frame Details are showing HM frames.

In addition, there are 9 Doors with STC 45 specified, but wood frames are not available with STC

45. Please review and advise regarding the following:

a. If Frame Details should be revised to Detail H5/A-611, or if the Frame Type and Mat’l should be changed to HM. If Frames are

Administration Building:

All interior doors and door frames are to be wood to match existing species, grain, color and finish. Running trim including wall base, door and window casings will match existing.

Detail H5 is applicable for heads and frames of all interior doors, except Door 202. Door 202 is a 3/4-hour C Label steel door assembly and requires a hollow metal frame.

Honor Guard Building:

All interior doors, door frames, and trim are to match the Administration Building, except for Gun Storage Door 130. The frame for the gun to be changed to HM, advise on the following:

i. If any frames need a Frame Face at Head to be larger than 2”.

ii. If any frames need Punch and Dimple for existing CMU walls.

b. If frames at STC 45 Doors are OK as non-STC Wood Frame, or if these frames should be changed to HM frame.

Details H1, J1, and S1 are applicable.

The door is to be made of wood to match the other interior doors.

Provide solid core (mineral fiber) wood doors with gaskets set in wood frames. STC 35 – 40.

Section 08 14 00 Please provide species, cut, and color for wood doors and frames.

Section 08 71 00 and Sheet A-611

Hardware Set 5G and 15A are used on the Door Schedule, but are not listed in Section 08 71 00-3.4.

Please advise what Hardware should be included for Doors 202, and Honor Guard Door 131.

Change “5G” to read “5F”. Admn Door 202 is a C Label, 45 Minute door. Hardware as follows:

Lockset F07, Cylinder, Butts (3 pair), Closer, Floor Stop, Edge Guard, Self- Adhesive Seals.

Door 131 services a multi-occupant restroom. Change “15A” to read “15”. Refer to not in Section 08 71

00, 3.4 – HW-15:

“Delete threshold, weatherstrip door bottom seal and mortise deadlock on Honor Guard Men’s Restroom and Locker Room doors.”

Sheet A-611 Door Frame Type B is specified at Admin 105. Frame Type B show 3” face at jambs & head, however, the frame details appear to be a 2” face, which is standard. Advise if 3” Face is required at jambs and head.

Change Jamb & head to read “2”.

Sheet A-611 Frame Type A (Wood) is specified at Admin 124, 202. However, Hollow metal frames are required at Admin doors 124 and 202. Jamb & heads to be 2” material is specified as hollow metal. Advise if wood frame or hollow metal frames is required at 124 &

202. If hollow metal is required, advise if 2” or 3” Face at jambs, and 2” or 3” or larger at Head.

Sheet A-611 Frame Type B is specified at Honor Guard 134, and Satellite Restroom 101, 102, 103, 104 & 105.

However, Frame Type B is for a Pair. Advise if we should adapt Frame Type B to be a single at single doors. Also, advise if 2” or 3” Face at jambs, and 2” or 3” or larger at Head.

Frame Type B is not designated a pair on the elevated frame types. The elevated frame types refer to the schedule for frame width and height.

Honor Guard Door 134 is insulated metal with a hollow metal frame as scheduled.

All Satellite Restroom doors are singles set in hollow metal frames as scheduled.

Sheet A-611 Frame Type B is specified at Admin 116A & C102A. However, these doors have a Note 1, which specifies the Existing Door & Frame to Remain. Confirm these will be existing frames.

Door A116A is to be replaced as noted. Existing frame is to remain.

Existing C102A door and frame are to remain.

Sheet A-611 Satellite Restroom Door 102 has Frame Elev B (which is not correct as it’s a pair), which is a 3 Sided Frame. However, the building elevation on A-201 shows a Louver above the frame, and it appears to be in a transom section of the frame. Please advise if we are to make the louver part of the frame or if the louver will be a wall louver.

Satellite Restroom Door 102 is a single door at 3’-6” x 8’-0” x 1-3/4”.

The louver is to be a wall louver.

Refer to Mechanical Drawing Sheet M101-1501-A12.

Sheet A-611 Administration Door 124 is specified with Hollow Metal Door and Wood Frame. We can do this, but it’s unusual. Please advise if this is correct, or if the door should be Wood, or if the Frame should be Hollow Metal.

Admin Door 124 is scheduled as a wood door in a hollow metal frame.

Sheet A-611 Honor Guard Door 130 is also specified with Hollow Metal Door and Wood Frame. However, details H1 & J1 shows this opening requires a HM Frame with a 6” Head. Please advise if the frame should be HM Frame with a 6” Head.

Honor Guard Door 130 is to be set in 6” concrete block wall. Door frame is to be hollow metal with 4” head to meet CMU coursing. Jamb face to measure standard 2”.

Section 08 71 00 Hardware Set 1 in 087100-3.4 specifies an F04 Mortise Lock.

This would require a wide stile storefront door to use this. Please review and advise if hardware is to be adjusted or storefront door to be wide stile.

Storefront door to have wide stile to accommodate F04.

Section 22 11 00 Section 22 11 00 2.3.A specifies that Above Ground Domestic Water 6” and greater shall be Schedule 10 Stainless Steel. Please confirm that Schedule 10 Stainless Steel is an acceptable material for 2 ½” and larger Domestic Water Piping.

For internal piping to plumbing fixtures, use type L copper piping, and for underground service five feet outside the building, use type K copper.

No water piping is 6” or larger, so stainless steel does not apply.

Section 22 11 00 Section 22 11 00 2.5.A specifies material to be used for Trap Primer Water Piping Pipe is to be Copper tube, ASTM B88, type K, hard drawn.

Please confirm type L soft copper is acceptable for underground Trap

Type K copper piping shall be use for underground installation, type L copper for above ground.

Primer Piping.

Section 22 13 00 Section 22 13 00 2.9.A specifies a sleeve flashing device shall be provided at points where pipes pass through membrane waterproofed floors or walls.

Please confirm it would be acceptable to install pipe through walls and caulk with acoustical sealant in annular space between pipe/ pipe insulation and wall, in lieu of sleeve. At fire rated wall partitions, please confirm it would be acceptable to utilize UL Listed fire caulk application, in lieu of sleeve.

Piping that passes through the wall (except for the exterior) will require fire-rated caulking. Sleeve can be omitted. Any penetration through flooring shall require sleeves plus fireproof caulking. Any penetration through the exterior wall shall require sleeve and waterproof caulking.

Yes. UL Listed fire caulk application is acceptable. Sleeve to be installed as stated above.

Concealed traps may be rough cast brass or same material as the piping they are connected to. Slip joints are prohibited on sewer side of trap. Traps shall correspond to fittings on cast iron soil pipe or steel pipe respectively, and size shall be as required by connected service or fixture. On site walk we noticed existing fixture traps utilize slip joints on the sewer side of the trap.

Please confirm if slip joints are acceptable.

Section 08 51 13 Section 08 51 13 1.5 D. 1 - The Kawneer windows we propose, 8225TL, meet or exceed the AAMA requirements per the specifications, but Kawneer does not offer physical labels as requested in 1.5 D. 1. Per the manufacturer, AAMA labels are typically required for residential windows: not commercial. They can offer test reports for the condensation resistance and forced entry testing. Please confirm acceptable.

Section 08 51 13 Confirmation of primary voltage for the “New Utility Medium Voltage transformer”, current assumptions are that it is 12.47KV based off the existing MV transformer to be removed, we are using 12.47KV as a baseline for current lead time estimate. Is that a correct assumption?

In addition to verification of the voltage we will require clarification on the ownership of the primary conduit and feeders (owner or PSE), who is responsible for providing and installing transformer, conduits and primary feeders? Note, there are no specifications for medium voltage, transformer, etc. in the specifications.

The listed section is for aluminum windows.

The existing transformer is 12.47kV and that is the primary voltage for the new transformer. The existing primary feeder will be reused for the new transformer. Extend as necessary. The contractor is responsible for the installation, procurement, and feeders regarding the transformer. We will add the specification for a medium voltage transformer. *** SEE attached for Med Voltage Transformer Specification 26 12 19 for incorporation into Project Specifications.
