The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM) anticipates awarding a Firm-Fixed-Price contract resulting from this solicitation for the Phase 3 Development project located at 18600 SE 240th Street, Kent, WA 98042. The contractor shall provide all labor, materials, equipment, and supervision for the construction as shown on the plans, specifications, Scope of Work (SOW), and supporting documents included in the solicitation package.
In accordance with 38 U.S.C. 8127 (Public Law 109-461), this procurement is set-aside for SDVOSBs utilizing a tiered evaluation approach, including other than small businesses, to minimize delays in the re-solicitation process.

(a) Hard copies of bidding documents will not be provided. The solicitation, all bidding documents, subsequent solicitation amendments, award notification, and all other solicitation related information will be posted to the website https://sam.gov/ (Contract Opportunities).
(b) A bid guarantee is required in an amount not less than 20 percent of the bid price but shall not exceed $3,000,000. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for receipt of proposals, will require rejection of the bid in all cases except those listed in FAR 28.101-4, and may be cause for rejection even then.
Offerors shall submit an original bid bond complete with original signatures, original notary stamps, & corporate seals.
The BID BOND shall be included in the emailed proposal emailed to Athena.jackson@va.gov and the original bid bond mailed to ATTN: Athena Jackson at the address in Block 8 of SF 1442 by the proposal due date and time.
(c) The bidder to whom award is made will be required to furnish two bonds, a Payment Bond, SF 25A, and a Performance Bond, SF 25, each in the penal sum as noted in the General Conditions of the Specification. Copies of SFs 25 and 25A may be obtained upon application to the issuing office.
Statement of Construction Work Planned Tahoma National Cemetery Phase 3 Development Project Number 919-010
BACKGROUND
The National Cemetery Administration (NCA) is one of three Administrations within the U.S Department of Veterans Affairs (VA) that provide for the delivery of services and benefits to Veterans. NCA is responsible for providing cemetery services to Veterans and other eligible persons pursuant to the provisions of the National Cemeteries Act of 1973 and other statutory authority and regulations (38 U.S.C. 2306, 38 U.S.C. Chapter 24, 38 CFR Parts 38-39.) NCA’s responsibilities include the operation and maintenance of 134 national cemeteries, and the construction of new national cemeteries.
The NCA mission is to honor Veterans with final resting places in national shrines and with lasting tributes that commemorate their service to our Nation. The NCA provides burial space for eligible Veterans and family members; maintains the graves and their environs as national shrines in perpetuity; assists state and tribal organizations in providing burial benefits to Veterans through the Veterans Cemetery Grants Program; furnishes headstones and markers for graves in national, federally-administered state, tribal, and private cemeteries; marks Veterans' graves with a Government-furnished headstone, marker or medallion and provides Presidential Memorial Certificates in recognition of their service to a grateful nation; and administers grants for establishing or expanding state and tribal government veterans cemeteries.
PROJECT GOAL
The purpose of this project is to enable an existing national cemetery to continue to provide burial services for eligible veterans in the Puget Sound region of Washington State. This proposed development will provide an additional 15 years of continued burial service to a veteran population who has been served by this national cemetery since it opened. Without this project NCA is projecting gravesite depletion of casketed gravesites by October 2036, columbarium niche cremation sites by October 2029, and in-ground cremation gravesites by January 2027.
In accordance with the updated master plan prepared as part of this project for the entire 158-acre site, this project will develop approximately 15 acres of the 36 undeveloped acres remaining at Tahoma National Cemetery.
BASE CONTRACT REQUIREMENTS:
This project will comprise the next construction phase of cemetery development and will primarily include the construction of additional burial facilities intended to provide 15 years of service on existing, undeveloped land. The remainder of the site will be developed in future 15-year phased projects. Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 15 years will comprise this phase of construction. This investment will develop approximately 15 acres of undeveloped land to provide approximately 28,550 gravesites, including both casket, green burial, and cremation sites in new burial sections as follows:
1. Casketed remains:
a. Approximately 1,600 pre-placed crypt full casket gravesites
b. Approximately 400 over-sized pre-placed crypt full casket gravesites
c. Approximately 288 traditional casket gravesites for private vaults
2. Cremated remains:
a. Approximately 7,430 in-ground cremation, garden niche, or terrace sites
b. Approximately 18,532 columbarium niches
c. Approximately 364 memorial wall plaque sites
Green Burial remains:
300 Green Burial gravesites
In addition to the gravesite expansion the following elements will be included in this project:
1. Access roads and parking to include:
a. New access roads as required to support expanded Phase 3 area.
b. Add concrete curbs to existing roads to control drainage where possible.
c. Condition assessment of existing pervious asphalt; resurfacing/restoration (mill/repave) existing asphalt roads.
d. Construct asphalt pathways to accommodate equipment access at new burial sections.
e. Service road to access water meter at north end of property.
2. Grading, drainage, irrigation, and landscaping at new burial sections and Phase 3 expansion area.
3. Temporary trailers to support VA staff and cemetery visitors during construction (for example, restroom trailer, office space, etc.)
4. Site furnishings (benches, trash receptacles), signage, and flower watering stations throughout the expanded Phase 3 area.
5. Replace all existing Phase 1 flower watering stations to match new stations.
6. Replace all existing signage throughout the cemetery; recommend changes to improve readability.
7. Replace all existing Phase 1 benches and trash receptacles.
8. Construct new honor guard building with stand-alone septic system (approximately 1,232 GSF).
9. Construct new satellite public restroom with stand-alone septic system (approximately 1,000 GSF) in the vicinity of existing flag assembly area.
10. Irrigation control system upgrades throughout the cemetery to provide greater efficiency and improved monitoring capability.
11. Flag assembly area: Redirect runoff to existing drainage systems from grassy slope. Reinforce retaining walls.
12. Make minor improvements to the following septic tanks.

17. Upgrade the physical security systems for the entire cemetery including the administration building and maintenance complex to meet the 1 October 2020 Physical Security and Resiliency Design Manual, revised 1 June 2023, including automatic security gate at admin/maintenance complex.
18. Grounds maintenance area improvements including removal of spoils/rubbish piles; establishment of a permanent area for grounds maintenance including gravel/select fill storage system; covered and fenced area for grounds maintenance contractor; rubbish collection area.
19. Demolish existing irrigation pumping station.
20. Correct FCA items rated ‘D’ or lower.

INSTRUCTIONS, CONDITIONS AND OTHER STATEMENTS TO BIDDERS/OFFERORS
PART I – GENERAL
NOTE: All references to Additive Items/Additive Bid Items in the solicitation documents plans and specifications are changed to Option Items.
1. Request for Proposal.
This is a Request for Proposal (RFP) in accordance with FAR Part 15. Award will be made to the offeror whose proposal represents the “best value” to the Government utilizing the Best Value Tradeoff process.
A responsibility determination will be made in accordance with FAR 9.1, Responsible Prospective Contractors. All proposals shall be subject to evaluation by a team of Government personnel.
In accordance with FAR 52.215-1, Instructions to Offeror-Competitive Acquisition, The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offerors initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
If the Offeror communicates in its proposal any qualifications, exceptions, exclusions, or conditions to the proposed prices in the Offerors proposal documents, the Contracting Officer may reject the proposal and exclude the Offeror from further consideration.
2. Gender:
Whenever the feminine gender is used in this solicitation and contract documents, it shall be considered to include masculine.
3. Electronic Copies of drawings.
The Government makes no guarantee as to the accuracy of the electronic copies of drawings.
4. System for Award Management (SAM).
Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at http://www.SAM.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Offerors are encouraged to ensure that they are registered in SAM prior to submitting their proposal.
5. AVAILABILITY OF SOLICITATION DOCUMENTS

b. Amendments: Amendments to Solicitation No.36C10F24R0011 will be posted at https://sam.gov/. Paper copies of the amendments will NOT be individually mailed. 7. Public Bid Opening.
A public bid opening will not occur under this RFP solicitation.
8. VETS 4212.
Title 38, USC Section 4212(d) and Public Law 105-339, requires that federal contractors report, at least annually, the number and category of veterans who are within their workforce. Submission of the VETS 4212 reporting information can be done electronically at: https://www.dol.gov/agencies/vets/programs/vets4212. FAR 22.1303(c) states The Act requires submission of the VETS-4212 Report in all cases where the contractor or subcontractor has received an award of $150,000 or more, except for awards to State and local governments, and foreign organizations where the workers are recruited outside of the United States.
9. Required registration with Contractor Performance Assessment Reporting System (CPARS)
(a) As prescribed in Federal Acquisition Regulation (FAR) Part 42.15, the Department of Veterans Affairs (VA) evaluates contractor past performance on all construction contracts that exceed $750,000. Agency evaluations of contractor performance, including both negative and positive evaluations, prepared under this subpart shall be provided to the contractor as soon as practicable after completion of the evaluation. The contractor will receive a CPARS-system generated notification when an evaluation is ready for comment. Contractors shall be afforded up to 14 calendar days from the date of notification of availability of the past performance evaluation to submit comments, rebutting statements, or additional information. Agencies shall provide for review at a level above the contracting officer to consider disagreements between the parties regarding the evaluation. The ultimate conclusion on the performance evaluation is a decision of the contracting agency.
(b) Each contractor whose contract award is estimated to exceed $750,000 is required to register with the CPARS database at the following web address: Contractor Performance Assessment Reporting System (www.cpars.gov). Help in registering can be obtained by contacting CPARS Support E-mail (webptsmh@navy.mil) or by calling (207) 438-1690. Registration should occur no later than thirty days after contract award and must be kept current should there be any change to the contractor’s registered representative.
(c) Failure to have a current registration with the CPARS database, or to reassign the report to the VA contracting officer within those thirty days, will result in the Government’s evaluation being placed on file in the database with a statement that the contractor failed to respond.
10. The Government’s responses to RFI questions or comments will be posted to https://sam.gov/ under RFP # 36C10F24R0011.
11. Proposal Due Date, Time & Place of Submission Proposals are due Tuesday, June 25, 2024 at 1:00 P.M. Eastern Daylight Time (EDT). See OFFEROR SUBMISSION INSTRUCTIONS, below for instructions.
Late submissions will not be accepted. NO FAX proposals will be accepted. All submitted materials will become the property of the Government and will not be returned. It is the Offeror’s responsibility to make sure the proposal is received before the submission deadline.
12. Liquidated Damages In accordance with Federal Acquisition Regulation 36.206, liquidated damages will be assessed for each calendar day required to complete the construction work on this project past the scheduled completion date. See Section 4, FAR Clause 52.211-12 Liquidate Damages – Construction (SEPT 2000).
13. PROJECT LABOR AGREEMENTS (PLA) (MANDATORY)
a. This solicitation is subject to the mandatory use of a Project Labor Agreements per Executive Order (E.O.) 14063, On the Use of Project Labor Agreements for Federal Construction Projects. Offerors shall submit a Project Labor Agreement (PLA) as a requirement of award.
b. The PLA shall fully conform to the Federal Acquisition Regulation (FAR) Subpart 22.5 Project Labor Agreement for Federal Construction Projects. The signed PLA must meet the minimum standards of the solicitation and must be received by the apparent awardee within 30 calendar days after contract award, and as a prerequisite to receiving the Notice to Proceed. If for any reason, the awardee fails to furnish such PLA within the time stated in the solicitation, the Government may, in its sole discretion, terminate the award and select the next apparent successful offeror.
c. PLA shall be in compliance with FAR 52.222-33 and FAR 25.222-34 contained within the solicitation.
d. If your proposal is accepted and an award is made, the apparent awardee shall, after award and as a prerequisite to receiving the Notice to Proceed (NTP), provide the contracting officer with a signed PLA with one or more labor organizations for the term of the awarded contract.
e. This guidance does not require any contractor or subcontractor to enter into a project labor agreement with any particular labor organization.
14. SUBCONTRACTING PLAN
(a) Small Business Subcontracting Plan. Each large business offeror shall provide a Small Business Subcontracting Plan that contains all of the elements required by FAR 52.219-9. If the large business does not have an approved Master Plan or approved Commercial Plan, then an Individual Subcontracting Plan must be submitted that includes an assurance that small businesses will be given the maximum practicable opportunity to participate in contract performance. The Subcontracting Plan is not a requirement for evaluation in source selection, but rather, a requirement for award to a large business, and the Plan, as negotiated, will be incorporated into any resultant contract. Upon request by the CO, the apparent successful offeror (if a large business) shall submit and negotiate a subcontracting plan. Plans are NOT to be submitted with initial proposals.
(b) The subcontracting plan must address all requirements defined in FAR 19.704, Subcontracting plan requirements, including proposed subcontracting to SDVOSBs or VOSBs. The 2022 VA subcontracting goals listed below are based upon total procurement dollars expended and are the suggested minimum goals for VA administered subcontracting plans.

PART II – PROPOSAL INFORMATION
The purpose of this Contract is to secure the services of a General Contracting firm, hereinafter referred to as the Contractor, to provide construction services for development of the project entitled, “Tahoma National Cemetery, Phase 3 Development, Project Number 919-010”, located in Kent, WA. Cost Range: $50,000,000.00 to $100,000,000.00.
The Statement of Work (SOW), in conjunction with the Specifications/Drawings, describes the work required necessary to the project for the VA Office of Construction and Facilities Management (CFM), 425 I Street NW, Washington, DC 20001.

2.0 EVALUATION METHODOLOGY
2.1 SOLICITATION NOTICE OF TIERED SET-ASIDE EVALUATIONS
This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127.
(a) Tiered evaluations including large business concerns. Offerors are advised that proposals will be grouped by the socioeconomic category based on the business size of the offeror that submits the proposal and that each proposal will only be evaluated once. Evaluation will take place in the highest tier for which the requirement is met. For example, a VOSB concern will only be evaluated in tier 2 and likewise, a Small Business concern will only be evaluated in tier 3. The tier chart is as follows:

(b) The Government reserves the right to use any of the techniques outlined in FAR 15.404-1 to ensure award at a fair and reasonable price.
In accordance with 38 U.S.C. § 8127(h), the Contracting Officer will evaluate proposals received in response to this solicitation in the following order of priority:
(1) Offers, if any, submitted by SDVOSB concerns. If no offers were submitted by SDVOSB concerns, or if no offers would result in award at a fair and reasonable price that offers best value to the United States, withdraw the SDVOSB set-aside, document the basis for not making an award within this tier, and proceed to the set-aside for VOSB concerns.
(2) Offers, if any, submitted by VOSB concerns. If no offers were submitted by VOSB concerns, or if no offers would result in award at a fair and reasonable price that offers best value to the United States, withdraw the VOSB set-aside, document the basis for not making an award within this tier, and proceed to the set-aside for small business concerns, with Historically Underutilized Business (HUB) Zone small business concerns and 8(a) participants having priority.
(3) Offers, if any, submitted by Small Business concerns. If no offers were submitted by Small Business concerns, or if no offers would result in award at a fair and reasonable price that offers best value to the United States, withdraw the Small Business concerns set-aside, document the basis for not making an award within this tier, and proceed to the Large business concerns
(4) Offers, if any, submitted by Large Business concerns. If no offers were submitted by large business concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the United States, cancel the solicitation, document that cancellation in a memorandum for the record, and conduct additional market research to inform a follow-on acquisition strategy.
3.0 DEFINITIONS
For the purposes of this solicitation, Recent, Relevant and Similar are defined as follows:
Recency: “Recent”, refers to construction project/contract work experience performed in the last five (5) years (between 2019 to 2024). Projects may be completed or “well underway”. A "well underway" construction project is at least 50-percent complete at the time of proposal submission.
Relevancy: “Relevant” experience is defined as construction contracts of a similar size (projects of 10 acres or larger and exceeding $15M in construction costs) and comparable level of complexity to the Tahoma National Cemetery, Phase 3 Project. Relevant complexity aspects are identified as the examples in the bullets below. All examples identified below are of equal relevance.

4.0 EVALUATION FACTOR
The technical factors are equal in importance and sub-factors within each factor are equal in importance. The technical and past performance factors are equally important. Together, these factors are significantly more important than the Price Factor. All non-price factors, when combined, are significantly more important than price. The Government may make tradeoffs between price and technical merit when determining if the increased technical merit is worth the increased price.
The Government intends to evaluate proposals and award contract without discussions with offeror(s) (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from technical standpoint and price. This does not preclude the Contracting Officer from holding discussions if it is determined discussions are necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. If so, the competitive range may be limited for efficiency. If competitive range is established, the government will determine the competitive range based on the ratings of each proposal against all evaluation criteria.in accordance with FAR 15.306(c).
The evaluation criteria below will be used to evaluate an offeror's proposal with respect to each of the factors and subfactors.
TECHNICAL FACTORS
Factor 1 – Relevant Experience
Sub-factor 1.1 – Project Experience:
The offeror shall provide a detailed summary for three (3) projects performed within the past five (5) years, similar in scope and complexity of construction project detailed in the solicitation Statement of Work (SOW). The summary of each project must include the following information:
· Provide the project name & title, project location/address, contract number, contract total amount and contract period of performance, point of contact (POC), email address, current phone number.
· Provide the original project pricing, period of performance schedule, and detailed description of the project. Identify any changes/modifications experienced during the project period of performance and include a description of any potential impacts that price and/or schedule may have on each other related to completion of the project.
· Provide a detailed description of the project team (include major partners and/or subcontractors) involved in the performance of the project and explain each firm’s role on the project.
· Describe how sustainable design principles were incorporated into the project; indicate to what extent environmental program goals (e.g., Energy Star, Leadership in Energy and Environmental Design) were achieved and how those achievements were recorded into the final documentation.
· Describe the project’s safety record (i.e., number of lost time accidents/days).
Sub-factor 1.2 – Project Organizational Chart and Key Personnel:
The offeror shall provide an organization structure, including the organizational chart and supporting narrative description of offeror’s key personnel, and any major subcontractor(s) and their key personnel assigned to performance of this project. Clearly describe the offeror’s responsibilities and provide any major subcontractor(s) roles and responsibilities providing the following: 1) crypt and placement supplier, 2) columbarium niche supplier, 3) earthwork, 4) masonry, and 5) irrigation system installer.
Additionally, the offeror shall provide the resumes for each key person identified below as assigned to performance of this project. The resume must identify the years the person occupied experience, the minimum qualifications, and applicable certificates (including OSHA 30-hour Construction Safety) for each position, as follows:
a. Project Manager – Minimum Qualifications:
• Ten (10) years of experience leading on-site construction projects considered somewhat relevant, relevant, or very relevant, as defined in this solicitation.
• Bachelor’s Degree in Engineering, Construction, Architecture, or Landscape Architecture.
• Show evidence candidate meets Health & Safety qualifications as stated in specifications for key personnel (see Specification 01 35 26), at the time of submission of offer.
b. Construction Site Superintendent – Minimum Qualifications:
• Ten (10) years of field superintendent experience with on-site construction projects considered somewhat relevant, relevant, or very relevant, as defined in this solicitation.
• Show evidence candidate meets Health & Safety qualifications as stated in specifications for key personnel (see Specification 01 35 26), at the time of submission of offer.
c. Contractor Quality Control (CQC) System Manager – Minimum Qualifications:
• Bachelor’s degree in Engineering, Construction, Architecture, or Landscape Architecture and five (5) years general construction experience in the role of project manager, project engineer, Quality Control (QC) manager, or project superintendent.
• Two (2) years quality control experience on projects considered somewhat relevant, relevant, or very relevant, as defined in this solicitation.
• Show evidence candidate meets Health & Safety qualifications as stated in specifications (see Specification 01 35 26 and 01 45 00), at the time of submission of offer.
d. Site Safety and Health Officer – Minimum Qualifications:
• Five (5) years of construction industry safety experience OR three (3) years of construction industry safety experience if he/she possesses a Certified Safety Professional (CSP) OR certified Construction Safety and Health Technician (CSHT) certification OR have a safety and health degree from an accredited university or college.
• Resume should display candidate’s capability (through training, experience, and qualifications) of ensuring that the requirements of 29 CFR 1926.16 and other appropriate Federal, State, and local requirements are met for the project.
• Provide evidence that candidate must meet the Quality Control and Health & Safety qualifications specified in the solicitation specifications, at the time of submission of offer.
• Show evidence candidate meets Health & Safety qualifications as stated in specifications for key personnel (see Specification 01 35 26), at the time of submission of offer.
• Must be designated Prime Contractor Site Safety and Health Officer.
e. Independent Critical Path Method (CPM) Consultant/ Project Scheduler – Minimum Qualifications:
• Five (5) years scheduling experience and two (2) years scheduling with Primavera P6 software experience similar size and complexity to this cemetery project (including Specification 01 32 16). Resume should contain sufficient information to show that the proposed consultant has the qualifications to meet the requirements specified in specification section 01 32 16, at the time of submission of offer.
Factor 2 – Construction/Project Management
Sub-factor 2.1 – Technical Approach:
The offeror shall provide a detailed description of how the proposed technical approach will enable the project to be constructed on time and within budget, with minimal interference to existing cemetery operations and visitors during expansion construction and to the highest quality standards worthy of national shrine stature. The offeror shall demonstrate their capabilities to use various tools, processes, techniques, personnel, and subcontractors to complete and deliver this project describing the following:
• Describe the understanding of the project, work requirements, prioritize and address activities, any anticipated construction challenges, and approach to respond to emergency situations/requirements.
• Describe approach to obtain critical construction materials and techniques to ensure timely delivery and installation.
• Describe the understanding of local market conditions such as availability of materials, labor and project labor agreement(s), and potential impacts due to weather (if applicable).
• Describe approach working in an operational cemetery project.
• Describe approach manage project quality control and safety.
• Describe approach (plan or procedures) for managing subcontractor performance.
• Describe approach for coordination of temporary and permanent utility services.
• Describe approach for punch list, final acceptance, and project close-out.
Sub-factor 2.2 – Capacity to Perform Work:
The offeror shall provide detailed description representing the prime resources (including any subcontractors) and capacity to perform the SOW detailed in the solicitation. The narrative shall include their company’s bonding capacity commitment letter (single project and aggregate) and current workload and existing staff utilization (including any subcontractors)
Sub-factor 2.3 – Schedule:
The Offeror shall submit a Level 3 project schedule in the format of a Gantt chart with an accompanying narrative. The narrative shall discuss the contractor’s approach to using the schedule as a tool to plan the work, phasing of the work, allowances for weather, holidays, and describes the work week (days of the week/hours of operation). The schedule shall be presented in 11” x 17” format, maximum 6 sheets, plus a 1-page supporting narrative in 9 1/2” x 11” format and shall indicate the following.
· Clearly show the required work completed within 912 Calendar days from issuance of Notice to Proceed.
· Clearly show the Option work completed within the specified period of performance from issuance of Notice to Proceed
· Includes long lead or critical materials
· The schedule shall be broken down by Phase and major division of work showing start and completion dates.
· The major work divisions shall be further broken down in sufficient detail to demonstrate the Offeror understands the project requirements.
· The critical path and major milestones shall be indicated.
Factor 3 – Past Performance The offeror shall provide past performance references for three (3) projects submitted under Sub-factor
Project Experience including project name & title, project location/address, contract number, contract total amount and contract period of performance, project point of contact (POC), email address, current phone number. Additionally, the offeror shall provide information regarding completed Contractor Performance Assessment Reporting System (CPARS) evaluations for each of the three (3) projects submitted under Sub-factor 1.1 – Project Experience. The offeror shall clearly identify, by contract number, which projects have interim and final CPARS past performance evaluations.
In case where CPARS reports are not available, the offeror shall provide a Past Performance Questionnaire (PPQ, see solicitation attachments) for each of the three (3) projects submitted under Subfactor1.1 – Project Experience AND instruct the references to complete the PPQ and submit it to the closing date and time of the solicitation. PPQs received after closing date and time of the solicitation WILL NOT be accepted. In the case of an offeror without a record relevant and recent past performance, it shall affirmatively state in the proposal that it possesses no relevant and recent past performance.
PRICE FACTOR TO BE EVALUATED
Factor 4 – Price:
The price proposal will be evaluated to determine the reasonableness of the offeror's Base Bid/Offer CLINs and Option CLINs. Additionally, the Government may evaluate whether the offeror has submitted unbalanced pricing. An unbalanced price is one where the price of one or more contract line items is significantly overstated or understated and which will result in the Government paying an unreasonably high price for contract performance or otherwise present an unacceptable level of risk to the Government. If the Contracting Officer determines that the risk is unacceptable, then the offer can be rejected. A price analysis will be performed in accordance with FAR 15.404-1 – Proposal analysis techniques.
Evaluation of Base Bid CLINs and Option CLINs – Price shall be evaluated by adding the total price for all options to the total price for the basic requirement.
