About this file
This document is a contract amendment for Request for Proposal (RFP) No. 36C10F24R0011 for the Tahoma National Cemetery, Phase 3 project. The amendment extends the proposal due date from June 25, 2024 to July 1, 2024 and changes the due date for pre-proposal inquiries and requests for information from June 7, 2024 to June 13, 2024. The amendment also revises the evaluation factors, including the removal of the "Relevant Experience" subfactor under Factor 1, and replaces Factors 1-4 with new technical, past performance, and price factors. Key details include revised minimum qualifications for the project manager, construction site superintendent, contractor quality control manager, site safety and health officer, and independent CPM consultant/scheduler. The offeror must also provide a detailed technical approach, capacity to perform the work, and a project schedule. Past performance requirements include summaries of three recent similar projects and CPARS or PPQ evaluations. The price proposal will be evaluated for reasonableness and potential unbalancing.
