This is Amendment 0001 to Request for Quotation (RFQ) 36C10B26Q0557 issued by the Department of Veterans Affairs, Office of Procurement, Acquisition, and Logistics, Technology Acquisition Center on July 31, 2026. The amendment extends the offer due date from 12:00pm EDT on August 4, 2026, to 3:00pm EDT on August 21, 2026. The solicitation is under North American Industry Classification System Code 541519 (Other Computer Related Services) with a revised size standard of 150 employees. This is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The procurement relates to nurse call system infrastructure at Birmingham VA Medical Center, requiring integration with 107 Hill-Rom beds and the existing Ascom Telligence system. Middleware is defined as a separate, third-party integration platform supplied by a vendor other than the nurse call system manufacturer.
The amendment incorporates RFO Provision 52.237-1 regarding site visits and requires offerors to acknowledge receipt of Amendment 0001 dated July 31, 2026. Site visits are available the week of August 10-14, 2026, at Birmingham VA Medical Center (700 South 19th Street, Birmingham, AL 35173) with visits limited to two hours. Registration is mandatory three business days prior to the visit and must include attendee names, company information, valid government-issued photo ID details, and contact phone numbers submitted to Erica Chames (Erica.Chames@va.gov) and Albert Jones (Albert.Jones3@va.gov). All attendees must be escorted by VA personnel and comply with infection control precautions; photography of infrastructure requires prior written approval from the Contracting Officer. Questions arising from site visits must be submitted in writing by August 17, 2026, at 3:00pm Eastern to the Contract Specialist and Contracting Officer.

4. Access and Escort. Because this is an active VA medical facility, all attendees will be escorted by VA personnel at all times. Attendees shall not independently access patient care areas, IT closets, the server room, or clinical units.
5. Conduct in Clinical Areas. Because portions of this facility are active inpatient/clinical care units:
• Attendees shall comply with all infection control precautions (hand hygiene, PPE as directed).
• Attendees shall not photograph, record, or interact with patients, patient information, or patient care activities.
• Photography of infrastructure (wiring, room control boards, server racks) may be permitted only with prior written approval from the COR; VA reserves the right to prohibit photography in any area.
• The Government reserves the right to reschedule, shorten, or terminate the visit, or remove any attendee, without notice, if patient care needs require it.
6. No Information Beyond the Solicitation. Any verbal information provided during the site visit is for informational purposes only and does not modify the terms of this solicitation. Only written amendments issued by the Contracting Officer are binding.
Offerors should not rely on verbal statements made during the site visit.
7. Questions Arising from the Site Visit. Questions arising from the site visit shall be submitted in writing to Contract Specialist Richard.Melton2@va.gov and Contracting Officer Diana.Armesto@va.gov no later than August 17, 2026, at 3:00pm Eastern.
